SUBJECT: REQUEST TO SUPPORT FUNDING OF BEACH NOURISHMENT PROJECTS
IN THE UPCOMING SESSION OF THE LEGISLATURE
On March 13, 1990, the Florida Shore and Beach Preservation
Association, Inc. , requested that the City of Miami Beach adopt a
Resolution supporting their efforts to establish a budget
recommendation by the Governor and Cabinet to fund $1.7 million to
begin statewide comprehensive beach management planning and to
create a blue ribbon task force proposal to allocate $70 million
annually for beach repair, maintenance and acquisition in a
dedicated trust fund. Both of these proposals were previously
approved, but unfunded in 1987 when the Legislature approved and
passed the Beach Management Act.
The City of Miami Beach has been an active member of the Florida
Shore and Beach Preservation Association over the past years and,
through its efforts, was able to renourish its beaches along with
the other communities to the north of the City limits.
ADMINISTRATION RECOMMENDATION:
The City Administration recommends that the attached Resolution be
adopted, supporting the efforts of the Florida Shore and Beach
Preservation Association, Inc. , to fund a $1.7 million statewide
comprehensive Beach Management Plan and create a blue ribbon task
force to allocate $70 million annually for beach repair,
maintenance and acquisition in a dedicated trust fund.

We are on the verge of a major breakthrough in state funding of beach
projects in the upcoming session of the Legislature:
1. A budget recommendation by the Governor to fund
$1.7 million to begin statewide comprehensive
beach management planning.
2. A blue ribbon Task Force proposal -- approved by
the Governor and Cabinet -- to allocate $70
million annually for beach repair, maintenance and

Backup details are enclosed. Enactment of these proposals will assure
state matching funds for your various beach projects and greatly speed
up beach repair and maintenance projects which now can be delayed as
long as 10-15 years.
FSBPA, which functions as a "league of cities and counties" for beach
issues, asks you to:

The Number One Priority

Begin Development Of A Comprehensive
Beach Management Plan
Problem/Need
In 1987,the Legislature enacted a statewide comprehensive beach management program.
The legislatively-mandated first step was for DNR to develop a master plan for all beaches
in the state. The Legislature specifically required extensive technical studies.
After analysis of this data. DNR was then directed to develop specific management
strategies for every mile of sandy shoreline.
Three years after the enactment of the bill, the beach management plan still has not been
prepared. The reason: necessary staffing and study money has not been provided to
DNR.
The Cost of Delaying Implementation of Beach Management
• Each year the plan is not implemented, Florida loses millions of cubic yards of
beach sand at navigation inlets -- the major cause of beach erosion in Florida.
• 217 miles of beach are already in a state of"critical" erosion.
• This is threatening the cornerstone of Florida's tourist industry since
beach-related sales total $8 billion annually.
Recommended Action: A Modest Start-Up of Beach
Management Planning
Minimum start-up cost: $1.712,755 as recommended in the Governor's budget.
1. Six beach management planning positions in DNR.
2. OPS funds for legislatively-mandated technical studies.
Note: DNR's budget request for beach management was$5.678.800 and includes 34 new
positions. This was approved by the Governor and Cabinet as a justifiable request to
start up this landmark program.

Beach Management Funding
The Problem
The Beach Management Act was passed to 1987 to solve Florida's beach erosion problem.
it recommended an annual appropriation of $35 million for beach repair and
maintenance. But it was never fully funded. Result: The cornerstone of the law, a
comprehensive statewide beach management plan has not yet been written. DNR has
no staff or study money to do the fob.
Goals of Beach Management
Beach management would essentially solve Florida's erosion problem. It's main goals
are to:
• preserve pristine beaches, which are fast disappearing
• restore and maintain damaged beaches
• atop sand loss at inlets -- which causes 80% of beach erosion
• prevent inappropriate development on migrating beaches
Creation of the Task Force on Beach Management Funding
The Governor and Cabinet created the Task Force on October 10 to recommend a
dedicated funding source for beach management. The Task Force report was approved
without dissent by the Governor and Cabinet on February 20 and sent to the Legislature
for consideration.
Task Force Funding Recommendations
• $35 million annually for beach repair and maintenance
• $35 million annually for beach acquisition
• $70 million total
Funding Source
Documentary stamp tax on deeds and notes
Funding Strategy -- Three Options for Legislative Consideration
Pay As You Go -- A 5 cent increase in the doc stamp tax
Financing --Allocate $7 million each year for 10 years to fund annual bond issues of$70
million. The $7 million would come from growth in receipts of the tax. (Similar to the
"Preservation 2000" approach suggested by Governor Martinez).
Combination -- Judicious use of"pay as you go" and bonds.
