A RESOLUTION OF THE MIAMI BEACH REDEVELOPMENT
AGENCY APPROVING AN AWARD OF BID FOR SELECTIVE
DEMOLITION AND REPAIR ON LINCOLN ROAD HALL,
PURSUANT TO BID NO. 67-93/94, AND AUTHORIZING
THE CHAIRMAN AND SECRETARY TO ENTER INTO A
CONTRACT WITH E. W. REED, INC. FOR THE WORK.
WHEREAS, on March 15, 1994, Invitation to Bid Number 67-93/94
was issued by the City of Miami Beach for Selective Demolition and
Repair on Lincoln Road Mall (the Bid); and
WHEREAS, pursuant to the issuance of the Bid, a bid opening
was held in the City's Purchasing Department on March 31, 1994,
resulting in the receipt of three (3) responses; and
WHEREAS, E. W. Reed, Inc. furnished the lowest bid, totalling
$29,301.00; and
WHEREAS, the Agency herein recommends that the bid of E. W.
Reed, Inc. be accepted, and a contract for the services be executed
by the Chairman and Secretary.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND
SECRETARY OF THE MIAMI BEACH REDEVELOPMENT AGENCY, that the Agency
herein approves the award of the bid to E. W. Reed, Inc. for
Selective Demolition and Repair on Lincoln Road Mall, in the amount
of $29,301. 00.

SUBJECT: AWARD OF BID NO. 67-93/94, SELECTIVE DEMOLITION AND REPAIR ON
LINCOLN ROAD MALL
ADMINISTRATION RECOMMENDATION:
It is recommended that the Board authorize award to the lowest bidder
meeting specifications, E.W. Reed, Inc.
CONTRACT AMOUNT AND FUNDING:
$29,301.00 Funds are available from the proceeds from the sale of the
Convention Center Tax Increment Financing Bond (TIF)
BACKGROUND:
This contract includes the total cost for supplying all labor,
materials, tools, equipment and supervision necessary to complete the
selection demolition and repair work on Lincoln Road Mall.
The structures which will be demolished include: all pedestrian light
fixtures, light fixtures and conduit from seven shade structures, lean-
to awning structures on the 400 Block, concrete pedestals at west end
of the 400 Block, brick seating on the 600 Block, and the glass and
metal infill, interior partitions, and metal rails of the "Triangle"
structure on the 500 Block.
A mandatory pre-bid conference and walk-through inspection were held on
March 24, 1994 at 10:30 a.m. Only those vendors who attended were
permitted to submit bids for this contract. All prospective bidders
were advised that this project must be completed by April 28, 1994, and
that construction activities that are disruptive shall occur after 9:00
p.m. to minimize disruption to commercial activities. Scheduling or
sequencing of work shall be coordinated between all contractors and a
representative of the City of Miami Beach, as several other improvement
projects will be in progress at the same time.
ANALYSIS:
One-hundred forty-six notices and fourteen specifications were mailed
for this bid which opened on March 31, 1994, resulting in the receipt
of three bid responses.

CONCLUSION:
Based on the fact that the lowest bidder meets all specifications and
