A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING
EXECUTION OF AN AGREEMENT WITH PATRICIA H.
GLASPER, FOR THE RETENTION OF HER SERVICES AS
THE DIRECTOR OF THE MIAMI BEACH ASSISTANCE
PROGRAM (MBAP) FOR THE CITY OF MIAMI BEACH
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, THAT,
WHEREAS, the City of Miami Beach has determined that it
is necessary to employ the professional services of a Miami Beach
Assistance Program (MBAP) Director for the City of Miami Beach; and
WHEREAS, the City has budgeted funds through the City' s
Community Development Block Grant Program for compensation of said
Miami Beach Assistance Program Director; and
WHEREAS, the City Manager shall recommend to the City
Commission that the City enter into an Agreement with Patricia H.
Glasper for a six-month term beginning October 1, 1990 and ending
March 30, 1991, with the possibility of up to a six (6) month
extension, from March 31, 1991, up to and including September 30,
1991, to be determined by the City Manager to be paid at the rate
of $747 . 12 on a bi-weekly basis for a minimum of 37 . 5 hours per
week; providing that aforesaid individual provides certain social
services for the City of Miami Beach, as per the agreement; and
WHEREAS, the City Commission, being familiar with the
provisions of said Agreement, deems it to be in the best interests
of the City and its citizens and residents to enter into said
Agreement;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Clerk be and they are hereby authorized and directed to
execute said Agreement with Patricia H. Glasper in the name of and
on behalf of the City, and that the disbursing officers of the City
be and they are hereby authorized and directed to disburse the
monies required by the terms of said Agreement from funds of the
City available for said purpose.

SUBJECT: A RESOLUTION AUTHORIZING THE EXECUTION OF A PROFESSIONAL
SERVICES AGREEMENT WITH PATRICIA H. GLASPER FOR HER
SERVICES AS THE DIRECTOR OF THE MIAMI BEACH ASSISTANCE
PROGRAM FOR THE CITY OF MIAMI BEACH
The City of Miami Beach has for the past four years, funded the
operation of the Miami Beach Assistance Program (MBAP) , which has
been responsible for providing social services to eligible clients.
Mrs. Glasper has been a contractual Human Services worker for the
past three years, working in associaiton with the Miami Beach
Assistance Program.
The Community Development Block Grant Program budget, as adopted,
by the City Commission on July 11, 1990 via Resolution #90-20037 ,
provides for the operation of the Miami Beach Assistance Program
(MBAP) and the services of a Program Director. This position is
essential to the continued operation of the program.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission adopt the
Resolution authorizing the execution of the attached Agreement with
Mrs. Patricia H. Glasper.

AGREEMENT
This Agreement, made and entered into this 1st day of October
1990, by and between the City of Miami Beach, a Florida municipal
corporation, hereinafter referred to as the "City" and Patricia H.
Glasper, hereinafter referred to as "Contractor" .
WITNESSETH:
WHEREAS, the City desires to employ the professional services
of a Director of the Miami Beach Assistance Program (MBAP) for the
City of Miami Beach, for a six (6) month period, from October 1,
1990 up to and including March 30, 1991, with the possibility of up
to a six (6) month extension from March 31, 1991 up to and
including September 30, 19 91, to be determined by the City Manager;
and
WHEREAS, the City has budgeted funds for the compensation of
said Director through the Community Development Block Grant
Program; and
WHEREAS, the Contractor is desirous of rendering services to
the City, as hereinafter set forth, as said Director of the Miami
Beach Assistance Program;
NOW THEREFORE, for and in consideration of the promises and
the mutual covenants and agreements contained herein, the parties
agree as follows:
1. The term of this Agreement shall be for the six (6) month
period starting October 1, 1990 through March 30, 1991, with
the possibility of up to a six (6) month extension from March
31, 1991 up to and including September 30, 1991, to be
determined by the City Manager based upon the Economic and
Community Development Department' s review. The total amount
of this agreement shall not exceed Nineteen Thousand Five
Hundred dollars ($19 , 500) for a period of one year.
2 . The Contractor will be identified as the Miami Beach
Assistance Program (MBAP) Director, and will be paid bi-weekly
$747 . 12 for a minimum of 37 . 5 hours per week. The Contractor
will report to the Community Development Director or the
Director's Designee.
3 . The Economic and Community Development Department shall
perform a review of the Program in February 1991, in order to
determine the feasibility of continuing the program
performance needs and fund availability. This review shall be
forwarded to the City Manager.
4 . The Contractor shall be entitled to receive 45 hours of Annual
Leave and 45 hours of Sick Leave, for each six month period.
Said time shall be accrued in the following manner: On the
last day of each month for the first four (4) months of each
six month period, October through March and April through
July, the Contractor will accrue 11. 25 hours of Annual Leave
and 11. 25 hours of Sick Leave, up to the total of 90 hours of
Annual Leave and 90 hours of Sick Leave for a period of one
year. The Contractor shall also be entitled to receive pay
for the holidays customarily celebrated by the City; provided,
however, that the Contractor shall not be paid in excess of
37. 5 hours in any given week. The Contractor will also abide
by the City Work Rules with regards to all time off. It is
further agreed by both parties that any additional time off
shall be at the expense of the Contractor and at the
convenience of the City.
5. It is agreed by the parties that the City shall have the right
to cancel this entire Agreement or any part hereof upon
failure of the Contractor to meet any of the requirements set
forth herein.
6. It is agreed by the parties that the Contractor shall have the
right to cancel this Agreement provided that 30 days written
notice is given to the City by the Contractor.
7 . In the event of injury, illness, or any other cause which
prevents the Contractor from meeting any of the requirements
set forth herein, the City Manager of Miami Beach shall notify
the Contractor by certified mail at her last known address,
that employment with the City is terminated and may replace
said Contractor with the approval and consent of the Miami
Beach City Commission.
7 . The City agrees to make available office space in which the
Contractor will be able to carry out the services, duties, and
responsibilities as hereinafter set forth during the term of
the Agreement.
8. It is understood that it is the sole responsibility of the
Contractor to pay all federal income taxes and social security
on the salary being paid to her. The City will provide the
Contractor with copies of all forms submitted to the Internal
Revenue Service.
9 . The Contractor shall provide the following services for the
City:
a. Supervise the day-to-day operations of the Miami Beach
Assistance Program (MBAP) at the South Shore Community
Center.
b. Coordinate the City' s Information and Referral Services
Program:
(1) Initiate and maintain liaisons with social service
agencies including, but not limited to: Lutheran
Ministries of Florida, Little Havana Activities and
Nutrition Centers Hot Meals Program, Centro Hispano
Catolico, SABER, Immigration and Naturalization
Services, Jewish Family Services (JFS) , Community
Council for Jewish Elderly (CCJE) , Dade County
Community Action Agency, etc.
(2) Be responsible for the preparation and maintenance
of a document listing community resources to which
Miami Beach residents can be referred for
auxiliary-type services.
c. Oversee the operation of the Community Development Block
Grant funded programs such as the Miami Beach Assistance
Program and Medication/Prosthetic Devices; referral
services to transportation, food and emergency housing
programs; as well as any other program that the City may
operate. The Contractor shall follow all procedures and
requirements, set forth in the Standard Criteria for
Operations, herein incorporated by reference for
determining client eligibility and project reporting. It
is further understood by the Contractor that the
eligibility and reporting requirements may not be the
same for all of the projects and that due care shall be
exercised when preparing all reports.
d. Interview those persons who are in need of, and
requesting, some type of assistance. These needs are to
be either social , economic, psychological, or any
combination of the three (3) .

e. Assist clients by providing referrals to obtain either
temporary, part-time, or full-time employment and/or
vocational training on a limited basis, through such
activities as:
(1) Establishing a continuing liaison with other local
job placement and training agencies, in order to
offer clients the widest range of opportunities.
These duties would include maintaining a thorough
knowledge of JTPA (Jobs Training Partnership Act)
programs and procedures, as well as the DHRS-funded
Entrant Impact Aid programs.
(2) Maintaining a list of clients in need of
employment/referral placement assistance.
(3) Contacting in person or by telephone, potential
employers of clients; maintaining a current
information of possible employment opportunities.
f. Responsible for the maintenance and preparation of
written records of all transactions with the clientele of
the Miami Beach Assistance Program and the Medication/
Prostetic Devices Program. These records will indicate
the eligibility, reason and date of assistance.
10. The Contractor will submit to the Community Development
Director a monthly narrative outlining any unusual problems or
concerns; keeping the Community Development Director fully
advised of the Contractor's functions.
11. The City will pay the Contractor's health insurance policy,
single coverage only, in accordance with the budgeted amount
under the Community Development Block Grant funded Miami Beach
Assistance Program.
12 . The Contractor understands that she is not considered a
regular City Employee and is therefore not eligible for any
coverage under any of the City's insurance programs,
including, but not limited to: Health, Accident, Workmen's
Compensation and Unemployment Compensation.
13 . The rights and privileges granted herein or any part hereof
shall not be assigned except by express consent of the City
