A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND
DIRECTING THE EXECUTION OF AN AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH AND THE DADE
COUNTY PUBLIC SCHOOLS FOR THE PURPOSE OF
FUNDING FEE WAIVERS FOR LOW/MODERATE INCOME
COMMUNITY SCHOOL STUDENTS WHO ARE MIAMI BEACH
RESIDENTS
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, THAT,
WHEREAS, the City of Miami Beach, hereinafter referred to
as the "City" , is authorized by Commission Memorandum Number 5467,
dated January 21, 1976, to prepare an Application for a Community
Development Block Grant, hereinafter referred to as "CDBG Funds"
and to design and implement such systems as are necessary to insure
that the Community Development Program is developed, conducted and
administered in accordance with Title I of the Housing and
Community Development Act of 1974 , as amended; the Urban-Rural
Recovery Act of 1983 ; and the Housing and Community Development Act
of 1987 , and any Federal Regulations promulgated thereunder, as
well as applicable State and Local Authorities, and in such
capacity is authorized to enter into and execute Agreements with
other departments and agencies within the City; and
WHEREAS, the City has duly submitted the Year Sixteen
Final Statement of Objectives and Projected Use of Funds to the
U. S . Department of Housing and Urban Development which identified
$1, 894 , 264 in available CDBG resources for Year Sixteen projects,
of which $1, 771, 000 are Year Sixteen entitlement funds, $109, 264 in
funds reprogrammed from prior year' s funds, and $14 , 000 in program
income available for Year Sixteen projects; and
WHEREAS, the City desires to enter into a contract with
the Dade County Public Schools, hereinafter referred to as the
"Provider" , for the purpose of providing fee waivers to low and
moderate income Miami Beach residents; and
WHEREAS, the Provider will receive a total amount of
Fifteen Thousand dollars ($15, 000) from Year Sixteen CDBG funds, to
be used for the above stated purpose; and
WHEREAS, the CDBG funds are conditional upon the approval
for release of funds from the U.S. Department of Housing and Urban
Development; and
WHEREAS, the City Manager has recommended to the City
Commission that said Agreement be entered into; and
WHEREAS, an appropriate Agreement has been prepared and
has been approved as to legal form and sufficiency by the City
Attorney, which Agreement sets forth the terms and conditions of
said project; and
WHEREAS, the City Commission deems it to be in the best
interests of the City and its residents and citizens that said
Agreement be entered into;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and
City Clerk are hereby authorized and directed to execute an
Agreement with the Dade County Public Schools, on behalf of the
City, and the disbursing officers of the City are hereby authorized
and directed to disburse the funds required by the terms of said
Agreement from CDBG funds hereafter allocated for said purpose.

NECESSARY TO IMPLEMENT THE YEAR SIXTEEN (16) COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM ACTIVITIES
On July 11, 1990, the City Commission adopted Resolution 90-20037which approved the Year Sixteen (16) Community
Development "Final

for the program
year which commenced on October 1, 1990, and continues through
September 30, 1991. Subsequent to Cityg

1) Project Sinai - $18,000
Location: 4300 Alton Road
This project provides out-patient social , emotional and
physical care to low-moderate income residents who normally
"fall through the cracks" once discharged from the hospital,
spital,

are ambulatory patients. Services include home visits
to evaluate the patient's home situation and determine
support systemswhat

referral services.
2) South Beach Activity Center/CCJE - $30,000
Location: 610 Espanola Way
This project provides support services to those •

elderly who can be maintained in their homes. The support

services include: homemakers, friendly visitors,

and delays or prevents institutionalization.
3) JVS Nutritional Project - $15, 000

4) Stanley C. Myers Community Health Center - $25,000
Location: 710 Alton Road
This project provides primary health care to low-income people
through health maintenance, treatment of illness and providing
referrals when necessary. CD funds go toward the purchase of
prescription drugs for low/moderate patients using the
facility.
5) Dade County Community Schools Fee Waiver Program - $15,000
Locations CD Target Areas
This project supplements eligible community school programs
which principally benefit low/moderate income persons by
supplementing fee/tuition waivers.
6) Little Havana Activity and Nutrition Center/Hot Meals
Program - $18,000
Location: Council Towers - Collins Avenue and 6th Street
This project supplements the provision of approximately 185
hot meals daily to elderly clients.
7) JF8/Security Devices Installation - $10,000
Location: CD Target Areas
This project mitigates the adverse effects of crimes against
the elderly through the installation of home security devices
in low/moderate elderly residences.
8) South Florida Art Center Economic Development
Project - $285,000
Location: 810 Lincoln Road
This project provides affordable studio, teaching, and
showroom space for emerging low to moderate artists, and
encourages job creation and/or retention for low/mod artists,
in art related commercial businesses.
9) ABPIRA Leadership Development/Dropout/Crime Prevention
Program - $22,000
Location: CD Target Areas
This project will assist in youth gang intervention,
leadership development, and drop-out prevention for "at-risk"
youth.
10) Boys and Girls Clubs Juvenile Program - $23,000
Location: CD Target Areas
This project supplements other youth programs in the community
by targeting "at-risk youth" via after-school recreation and
academic programs.
11) Cure AIDS Now, Inc. Food Program - $25,000
Location: City-Wide, primarily Flamingo Target Area
This project will provide food and vitamin supplements to
homebound AIDS patients in Miami Beach.

12) (JCC) Aleph-Child Development Da Center� y Care
Program - $10,000
Location: 4221 Pine Tree Drive
This project will .benefit low/mod families at the
Aleph Child
Day Care Center operated by the JCC, at 4221 Pine Tree Drive,

receive quality, affordable child care.
13) Miami Beach Methodist Child Care Center - $10,000
Location: 4760 Pine Tree Drive
This project provides variable scholarships

income families, enabling them to receive quality, affordable
child day care at the facility located at 4760 Pine Tree
Drive, Miami Beach.
14) North Beach Development Corporation - North Shore
Commercial
Revitalization Program- $80,000lus $80, 000 from(pprior year
funds, total @ $160, 000)
Location: North CD Areas
This project provides funding in order to renovate
storefronts
and revitalize
the North Shore commercial areas. Thisect
will also leverage project

County funds, since Dade County has
recently agreed to include the North Shore area in their
Commercial Revitalization Program.

To authorize the execution of the necessary contractual agreements
