A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER TO ENTER INTO A LETTER OF
AGREEMENT WITH KIMLEY-HORN AND ASSOCIATES,
INC. , FOR THE PURPOSE OF PROVIDING STRUCTURAL
EVALUATION OF LOT 5A/5X, AND HOTEL OFF-STREET
PARKING REQUIREMENTS AS ADDITIONAL SERVICES
UNDER THE AGREEMENT DATED JANUARY 3, 1990.
WHEREAS, there has been structural erosion to the lot 5A/5X
and it is necessary to have a Structural Evaluation performed for
public safety purposes; and,
WHEREAS, through a review and implementation of various
policies and programs in the Parking Department it is anticipated
that parking revenues could increase by 30-50 percent; and,
WHEREAS, in order to attract hotel development it is necessary
to evaluate the City's off-street requirements for hotel
development; and,
WHEREAS, the firm of Kimely-Horn and Associates, Inc. , are
currently the City' s parking consultants and are qualified to
perform these services; and;
WHEREAS, the City of Miami Beach and Kimely-Horn and
Associates, Inc. , entered into an Agreement on January 3 , 1990, and
the Agreement provides for additional services.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach,
City Commission authorizes the City Manager to enter into a Letter
of Agreement with Kimely-Horn and Associates, Inc. , to provide a
Structural Evaluation of Lot 5A/5X, and a review of Hotel Off-
Street Parking Requirements in an amount not to exceed $152 , 000, as
additional services under the Agreement dated January 3 , 1990.

SUBJECT: ADDITIONAL SERVICES TO BE PROVIDED TO THE PARKING
DEPARTMENT BY KIMLEY-HORN AND ASSOCIATES, INC.
The original contract with Kimley-Horn and Associates, Inc. ,
provided for additional services on an as-needed basis. With the
completion of the Convention Center Study at hand, the
Administration has become aware of additional services that need to
be provided by the Firm. The first is a Structural Evaluation of
Lot 5A/5X, the two-story garage located across from the Jackie
Gleason Theater of the Performing Arts. Several months ago, large
chunks of concrete fell from the second floor area to the ground
below. Luckily, when this occured there was no personal or
property damage that resulted. As a result of that occurence and
until the present, the second floor has been restricted from
parking, as the Administration has been unable to ascertain the
structural soundness of the second floor. Kimley-Horn will perform
the necessary tasks to provide the City with a structural opinion
as a basis for the continued short term (three-f our, years) usage of
the structure as a parking deck. The analysis will be completed on
an hourly basis with an amount not to exceed $25, 000 . It should be
noted, that because of the serious public safety concerns, the
Administration has authorized Kimley-Horn to proceed on the
evaluation with expenses not to exceed $9, 500 until final approva l
by the City Commission.
The second component of the additional services will be to provide
technical assistance to the Parking Department. It is the opinion
of Kimley-Horn that developing and instituting a program of
policies and procedures in the Parking Department along with rules
that are in effect for the public, would yield a 30-50 percent
increase in parking revenues. This portion of the services would
be designed to yield optimal enforcement efficiency, revenue
controls, improved public compliance with parking rules and the
utilization of the maximize number of available spaces in the
system in order to maximum revenues. It is estimated that this
component will take approximately six months to complete at a cost
not to exceed $112 , 000.
The third component is to evaluate the City' s off-street parking
requirements for hotels. The objective will be to determine
whether the City is requiring the appropriate number of parking
spaces needed to accommodate the hotel, while at the same time not
requiring too many spaces which could serve to discourage
development. It is estimated that this component will take
approximately one month to complete at a cost of $15, 000 .

Funds are available in the Parking Department Enterprise fund.
ADMINISTRATION RECOMMENDATION:
The City Administration recommends that the City Commission approve
the attached Resolution authorizing the City Manager to enter into
the attached Letter of Agreement with Kimley-Horn and Asociates,
Inc. , for the purposes of completing the three outlined services.

Dear Carla:
The purpose of this letter is to amend our contract dated January 10, 1990, so as to
provide additional services as recently authorized by City Council. This amendment provides
for structural evaluation of Lot 5A/5X and an evaluation of the City's off-street parking
requirements for hotels.
Task 1 through 8 describes the services to be provided for the review of the existing
5A/5X parking structure on 17th Street. Task 9 through 12 describes the services to be
provided in order to evaluate the City's off-street parking requirements for hotels.
SCOPE OF SERVICES
Task 1 - Review of Documents
A. Obtain and review available design drawings and specifications used in the construction
of the parking facility. We understand these are limited.
B. Obtain from the manufacturer of the precast elements, any information available.
C. Review documents provided by the City that show any modifications or repairs that have
been authorized since the completion of the facility.
D. Research applicable structural code provisions in effect at the time of construction to
determine if design code provisions have changed.

Task 2 - Field Survey of Existing Conditions
A. Prepare field survey sketches and data forms for the efficient and accurate recordation
of data relative to existing field conditions.
B. Perform a visual field inspection of the structure, concentrating on joints, connections,
bearings, and expansion/contraction devices.
C. Based on the visual inspection,considering the evidence suggesting latent conditions,and
with client approval, select areas that are presumably typical for the removal of
materials for the further examination of underlying conditions; materials removed may
include ceilings, toppings, wall panels, masonry veneers, drainage fills, waterproofing
coatings, caulking, paint, wall coverings, floorings, etc.
D. Photograph conditions on the surface or as exposed by controlled and limited demolition
for continued examination in the office for recordation for forensic purposes.
E. Document the results of the field survey by compiling the field survey drawings.
Pertinent areas of the structure will be documented by photographs.
F. Provide Swiss Hammer testing of concrete.
G. Provide four (4) chloride content tests.
Task 3 - Structural Analysis
A. Perform structural analysis in an attempt to determine the theoretical load carrying
capacity of the structure.
B. Perform structural analysis in an attempt to determine any detrimental effects of
observed existing conditions on the safe load carrying capacity of the structure.

Task 4 - Data Evaluation
A. Identify any major discrepancies between available design drawings and the observed
existing conditions.
B. Submit the field survey drawings showing the results of the visual inspection.
C. Compile field data in an effort to determine cause and effect of any observed
reoccurring periodic and or typical distress.
Task 5 - Preliminary Engineering Report
A. Submit findings to date along with any recommendations for proceeding at this point.
B. Identify any areas that are currently inadequate, but may be economically rectified.
C. Identify any areas that are currently inadequate, and that cannot be easily and
economically be rectified. Recommend tests or further evaluation to determine if these
areas can be isolated and closed while opening the remainder of the parking facility.
D. If in the opinion of the Engineer there is sufficient information to justify partial
reopening, we will provide that recommendation with the appropriate locations for
re-opening indicated. If, in the opinion of the Engineer, the data is not conclusive, we
will recommend additional tests and evaluation as generally set out in Tasks 6, 7 and 8.
Task 6 - Material Testing
A. Concrete Testing including coring and testing for ultimate comprehensive strength.
B. Reinforcing steel tensile testing and half cell tests for active corrosion.
C. Full scale load testing pursuant to the provisions of ACI 318-89 Building Code
Requirements for Reinforced Concrete, Chapter 20.

Task 7 - Structural Analysis
A. Based upon the results of additional in-depth material and load testing, re-evaluate the
structural calculations performed in Phase 1 for determination of safe load carrying
capacity.
Task 8 - Final Engineering Report
A. Provide a comprehensive report on the engineering study including recommendations for
repair, rehabilitation or demolition and replacement.
Task 9 - Data Collection - Hotel Parking Study
We will require physical and operating characteristics for three (3) hotels. If management will
cooperate, we plan to study the Fountainbleu Hotel in Miami Beach, the Holiday Inn at 21st
Street and Collins Avenue,and the Peabody Hotel in Orlando. Specifically, we will require the
following data:
1. Number of rooms;
2. Number of parking spaces; and
3. Square footage of restaurants (by type), lounges, retail, auditorium, ballroom,
convention, meeting or other typical assembly rooms.
4. Hotel occupancy for the specific days that our study is being conducted.
The City will obtain this information from all three hotels. If one or more hotels fail to supply
this information, replacement hotels will be selected by our mutual agreement.
Once the above mentioned data is collected we will collect parking occupancy data at each
hotel. One weekday and one weekend day will be studied hourly from 7:00 to 9:00 a.m., 11:00
a.m. to 2:00 p.m. and 5:00 to 9:00 p.m. At the Holiday Inn we will collect the data during a mid-
size trade show at the Convention Center. We will mutually select the show once this contract
is signed. Tentatively, however, we are considering the Graphics Show in January 1991.
A literature search will also be conducted to see if research on the topic of differential hotel
parking requirements near Convention Centers has been published.

Task 10 - Data Analysis - Hotel Parking Study
Using the City's proposed parking standards (Exhibit A), we will calculate the number of
spaces that would be required at each hotel. We will then calculate an average observed
occupancy during each of the three time periods in which occupancy data is being collected.
This data will be compared to the parking space estimate generated by the City's proposed
parking standards and if necessary,a revision to the City's proposed parking standards will be
recommended. A tabular summary of our results will be provided.
Task 11 - Report - Hotel Parking Study
This task will be to document the results of Tasks 9 and 10 in a report to the City. The report
will contain the results of our analysis and recommendations (as appropriate) for changing the
hotel perking requirements. Ten (10) copies of this report will be provided to the City.
Task 12 - Meetings - Hotel Parking Study
A total of three (3) meetings will be held in conjunction with Tasks 9 through 11. These will
be scheduled at the City's discretion, with groups of the City's choice. We would recommend
that one of the meetings serve as a kick-off meeting so that affected parties can be briefed on
the study. The remaining two meetings can be with staff, the hotel industry, City Council or
any other group deemed by the City to be appropriate.
SCHEDULE
The schedule for the preceding 12 tasks will be as follows:
• Tasks 1 through 6 will be completed within six (6) weeks of written Notice to Proceed
and receipt of data and contract amendment from the City.
• Tasks 7 through 8 will be determined at the time this work is authorized, if required.
• Tasks 9 through 12 will be performed within three (3) months of written Notice to
Proceed and receipt of data to be provided by the City.

FEE
The fee for the services discussed herein are as follows:
Tasks 1 through 6: Hourly basis up to $25,000.00.
Tasks 7 through 8: To be determined when this work is authorized,if required.
Tasks 9 through 15: $15,000.00
CLOSURE
In addition to the matters set forth herein, this amendment shall include, and shall be subject
to, all requirements and the provisions incorporated in our January 10, 1990 contract with the
City of Miami Beach.
