A RESOLUTION OF THE MIAMI BEACH REDEVELOPMENT
AGENCY APPROVING AN AWARD OF BID FOR LANDSCAPE
IMPROVEMENTS ON LINCOLN ROAD MALL, PURSUANT TO
BID NO. 68-93/94, AND AUTHORIZING THE CHAIRMAN
AND SECRETARY TO ENTER INTO A CONTRACT WITH
RECIO , ASSOCIATES FOR THE WORK.
WHEREAS, on March 15, 1994, Invitation to Bid Number 68-93/94
was issued by the city of Miami Beach for Landscape Improvements on
Lincoln Road Mall (the Bid); and
WHEREAS, pursuant to the issuance of the Bid, a bid opening
was held in the City's Purchasing Department on March 31, 1994,
resulting in the receipt of five (5) responses; and
WHEREAS, Recio & Associates furnished the lowest bid,
totalling $123,865.00; and
WHEREAS, the Agency herein recommends that the bid of Recio &
Associates be accepted, and a contract for the services be executed
by the Chairman and Secretary.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND
SECRETARY OF THE MIAMI BEACH REDEVELOPMENT AGENCY, that the Agency
herein approves the award of the bid to Recio & Associates for
Landscape Improvements on Lincoln Road Mall, in the amount of
$123,865.00.

SUBJECT: AWARD OF BID NO. 68-93/94, LANDSCAPE IMPROVEMENTS ON LINCOLN
ROAD MALL
ADMINISTRATION RECOMMENDATION:
It is recommended that the Board authorize award to the lowest bidder
meeting specifications, Recio & Associates, Inc.
CONTRACT AMOUNT AND FUNDING:
$123,865.00 Funds are available from the proceeds from the sale of the
Convention Center Tax Increment Financing Bond (TIF)
BACKGROUND:
This contract includes the total cost for supplying all labor,
materials, tools, equipment and supervision necessary to complete the
landscape improvements on Lincoln Road Mall.
The work shall consist of demolition of existing plants, planting of
thirty-one mature shade trees, relocation of existing palms,
installation of new shrubs, ground cover, sod, mulch and soil,
fertilizing, pruning, and irrigation.
A mandatory pre-bid conference and walk-through inspection were held on
March 23, 1994 at 9:00 a.m. Only those vendors who attended were
permitted to submit bids for this contract. All prospective bidders
were advised that this project must be completed by May 12, 1994, and
that construction activities that are disruptive shall occur after 9:00
p.m. to minimize disruption to commercial activities. Scheduling or
sequencing of work shall be coordinated between all contractors and a
representative of the City of Miami Beach, as several other improvement
projects will be in progress at the same time.
ANALYSIS:
Fifty-five notices and twelve specifications were mailed for this bid
which opened on March 31, 1994, resulting in the receipt of five bid
responses.

CONCLUSION:
Based on the fact that the lowest bidder meets all specifications and
took no exceptions, this award should be made to Recio & Associates,
Inc.
