RESOLUTION 91-20245 RESOLUTION 91-20245 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE COMPLETION AND SUBMISSION OF AN APPLICATION FOR FUNDING UNDER THE EMERGENCY SHELTER GRANT PROGRAM TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) , PURSUANT TO TITLE IV OF THE STEWART B. MCKINNEY HOMELESS ASSISTANCE ACT, PL 100-77 (7/22/87) AND SECTION 485 OF THE STEWART B. MCKINNEY HOMELESS ASSISTANCE AMENDMENTS ACT OF 1988, PL 100-628 (8/10/88) ; AND AUTHORIZATION TO APPROPRIATE SUCH FUNDS WHEN RECEIVED. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA; WHEREAS, on July 22 , 1987 President Reagan signed into law the Stewart B. McKinney Homeless Assistance Act intended to provide urgently needed assistance to protect and improve the lives of the homeless; and WHEREAS, the City of Miami Beach was allocated $46, 000 for Fiscal Year 1991 to be used for either rehabilitation, operation or maintenance, the provision of essential services, or an appropriate combination of the three, at a shelter for the homeless; and WHEREAS, there is no shelter currently in operation within the City of Miami Beach and the City' s allocation of $46, 000 is insufficient to undertake or implement a new project within the City; and WHEREAS, the combined allocations received by the City of Miami Beach from 1987-90 were utilized for the renovation and operation of the Miami Mission Association' s shelter for homeless women and children; and WHEREAS, this shelter is currently in operation and in need of funds for continued operating and maintenance costs; and WHEREAS, it has been agreed that priority for the placement at the shelter will be given to the housing needs of Miami Beach residents who have been displaced by the closing of unsafe buildings through code enforcement action, or other City actions, or who have been unable to obtain adequate housing through their own means, in return for the assistance from the City of Miami Beach with the Miami Mission Association' s operating costs of the facility. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager be authorized and directed to complete and submit the application for funding under the Emergency Shelter Grant Program to the U.S. Department of Housing and Urban Development by March 7 , 1991. SUBJECT: SU8MISSION OF THE EMERGENCY SHELTER GRANT PROGRAM APPLICATION TO THE U.S. DEPARTMENT OF HUD @ $46,000 On January 22 , 19 91, the City received official notification from the U.S. Department of Housing and Urban Development (HTJD) , of our allocation @ $46, 000 for Fiscal Year 1991, under the Emergency Shelter Grants Program. The City' s previous allocations were used for the operation and maintenance costs at the Miami Mission Association, Inc. , a shelter for homeless women and children. In return, Miami Beach homeless women and children are being given priority for placement at the shelter. Since the women's and children's shelter has a proven track record, and requires additional operating funds, it is recommended that we continue to support this fine facility with our new allocation. The priority agreement will remain intact insuring housing for the City's homeless women and children. Also, as you are aware, there is no shelter currently in operation within the City of Miami Beach, and the City' s allocation of $46, 000 is insufficient to undertake or implement a new project within the City. ADMINISTRATION RECOMMENDATION The Administration recommends that the City Manager be authorized and directed to submit the, application for funding under the Emergency Shelter Grant Program to the U.S. Department of Housing and Urban Development (HUD) by March 7, 1991, and that the City Manager be the authorized signator. Also, should the funds be allocated from the U.S. Department of HUD, that the City be authorized to appropriate such funds when received. This use of the funds has proven to be the most beneficial to the clients and the City since the annual allocations were insufficient to undertake a new project within Miami Beach and an agreement was reached that priority placement would be given to the housing needs of Miami Beach residents. The shelter, located at 2250 N.W. 1st Avenue in Miami, Florida, has a proven track record. Since its opening on January 2 , 1989 , approximately forty residents have been housed there each night. Both a transient and a long-term program are offered. In addition to providing the clients with a safe place to sleep, on-site social workers provide counseling and training to assist the residents in becoming self-sufficient. The clients also receive three meals each day and clean clothing. Transportation to medical appointments, job interviews and other social service agencies is provided with the van purchased by this grant last year. The City of Miami Beach is proposing to use the 1991 allocation for the continued operation and maintenance of the women and children' s shelter. The shelter is in need of minor repairs and maintenance, as well as assistance with continuing operating expenses. New equipment is needed for the child care component. The match for the grant will be provided by the Miami Mission Association through their administrative costs of operating the shelter, as outlined in the back-up documentation that is included in this application. The project is categorically exempt from environmental review as outlined under 24 CFR 58. 35 due to no funding being used for rehabilitative costs. (Name and Title) February 22, 1991 (Signature of Chief Executive Officer) (Date) CITY OF MIAMI BEACH, FLORIDA EMERGENCY SHELTER GRANT PROGRAM - FY 1991 ENVIRONMENTAL REVIEW OF A PROJECT The City of Miami Beach is applying for a grant in the amount of $46, 000, which will be used to pay for maintenance and operating costs. On January 1989 , the City prepared an environmental review of this program. That review was intended to encompass more than one funding year of the program. The description of the activities to be undertaken with this new funding allocation (Fiscal Year 1991) is substantially the same as before. Under 24 CFR Part 58 . 34 (b) a recipient does not have to submit a Request for Release of Funds (RROF) and certification, and no further approval from HUD will be needed by the recipient for the drawdown of funds to carry out the project. It is found that the project is not a major federal action which would significantly affect the quality of the human environment.
