A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AN AGREEMENT BETWEEN
DADE COUNTY RECYCLING, INC. AND THE CITY OF
MIAMI BEACH FOR PROVIDING A PILOT RECYCLING
SYSTEM FOR MULTI-STORY BUILDINGS SUBJECT TO
THE AVAILABILITY OF RECYCLING GRANT FUNDS AND
APPROVAL FROM METROPOLITAN DADE COUNTY AND THE
STATE OF FLORIDA FOR THE USE OF SAID GRANT
FUNDS, AND TO BRING THE NEGOTIATED AGREEMENT
BACK TO THE CITY COMMISSION AT A FUTURE
MEETING FOR APPROVAL
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA:
WHEREAS, the City of Miami Beach supports the concept of
recycling to reduce use of landfill and protect our natural
resources; and
WHEREAS, the City of Miami Beach advocates providing an
efficient and cost effective recycling program to all citizens of
the community; and
WHEREAS, the City of Miami Beach housing units are
predominantly in multi-story buildings and there is no practical
program for providing recycling services to these buildings; and
WHEREAS, Dade County Recycling, Inc. , has developed a
concept for providing recycling services which may be feasible in
certain high rise buildings; and
WHEREAS, the City is desirous of testing the concept to
evaluate the results for the benefits of the community as a whole.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, THAT:
The City Manager is hereby authorized to negotiate an
agreement whereby Dade County Recycling, Inc. , will provide and
maintain and carry out all work including all disposal of
recyclables of a system known as "Hi-Rise Recycling System" in a
high rise building in the City of Miami Beach and the City of Miami
Beach agrees to provide recycling grant funds not to exceed
$26, 000. 00, on a one-time basis for a pilot program to install,
operate and evaluate the "Hi-Rise Recycling Systems" , and to bring
the negotiated agreement back to the City Commission at a future
meeting for approval.

SUBJECT: HI RISE RECYCLING PILOT PROGRAM — USE OF RECYCLING GRANT
FUNDS
Dade County Recycling, Inc. , a private corporation in the City of
Miami Beach, has developed a concept known as "Hi Rise Recycling
System" for services in certain high buildings.
The Company has submitted a proposal requesting the use of
recycling grant funds for installation and operation of one of
these units in a location in the City for the purpose of
experimentation and evaluation.
City staff has reviewed the operation of a preliminary unit and,
based on these observations, supports the concept of a complete
installation in a building accessible to City staff for total
evaluation.
City staff has also reviewed this matter with Metro Dade County and
determined that grant funds from the City' s allocation can be used
subject to all grant submittal criteria.
Dade County Recycling, Inc. , has submitted an agreement which has
to be further reviewed and amended, however, in order to expedite
the matter the administration submits the concept for Commission
consideration.
ADMINISTRATION RECOMMENDATION:
The administration recommends that the City Commission, subject to
final approval of Metro Dade County and the State of Florida,
authorize the use of recycling grant funds, not to exceed $26, 000
for a pilot hi rise recycling program and further authorize the
City Manager to negotiate an agreement with "Dade County Recycling,
Inc. " to implement the system in a hi rise building in the City of
Miami Beach for the purpose of experimentation and evaluation and
to bring the negotiated agreement back to the City Commission at a
future meeting for approval.
