RESOLUTION 91-20294 RESOLUTION No. 91-20294 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, PROVIDING FOR THE FIRST AMENDMENT TO THE PARKING ENTERPRISE FUND BUDGET FOR FY 1990/91; PROVIDING FOR (1) APPROPRIATION OF FUNDS FOR AIR-RIGHTS APPRAISAL AT CERTAIN PROPERTIES LOCATED IN SOUTH BEACH; (2) APPROPRIATION OF FUNDS FROM REVENUE BOND PROCEEDS FOR THE PURCHASE OF APPROXIMATE 70 METERS IN ACCORDANCE WITH MODIFICATIONS TO THE COMPREHENSIVE OCEAN DRIVE PARKING PROGRAM; (3) APPROPRIATION FROM OPERATING FUNDS FOR PURCHASE OF 500 BARRICADES; AND (4) INCREASE OF APPROPRIATION TO CAPITAL ACCOUNTS FROM ENTERPRISE OPERATING AND RrNrVAL/RCDLAC CMCNT FUNDS. WHEREAS, the City is desirous of determining a fair market value of air rights for parcels located at 636-666 Collins Avenue for the potential use of these properties for future public parking facilities which requires a professional market appraisal at a cost of $8,500 to be funded from Parking Revenue Bonds; and WHEREAS, after a six-month evaluation of the Comprehensive Ocean Drive Parking Program, it has been determined that select locations on the west side of Ocean Drive should be identified as metered parking spaces which require the purchase of approximately 70 meters funded from Parking Revenue Bonds; and WHEREAS, the Administration has analyzed the potential of purchasing barricades for use by city agencies (with charges returning to the Enterprise Fund in lieu of paying outside companies for these services) and found that it would be to the City's best interest to so purchase these items from Parking Enterprise Operating Funds; and WHEREAS, current year's capital expenditures projects such as vehicle replacement, office furniture and equipment as well as lot maintenance equipment, are projected to be exceeded by $35,000. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Commission of the City of Miami Beach hereby amends the FY 1990/91 Parking Enterprise Fund budget through the allocation of existing appropriations and by increasing appropriations in the amount of $73,500 with corresponding increases in revenues. Included in this amendment are provisions for the following special projects and planned operating expenditures. 1. The City has contracted for two air-rights appraisals of properties located at 636-666 Collins Avenue. The services will be provided by two certified appraisal companies at a cost of $8,500. It is recommended that the funding for these services be appropriated from the Parking Revenue Bond Fund. 2. After a six-month analysis of the Comprehensive Ocean Drive Parking program, the Administration, in conjunction with all of the user groups, g have determined that some modifications to the program are necessary. Included in these revisions will be the addition of approximately 70 meters to select locations on the west side of Ocean Drive. These meters must be purchased and funds be appropriated from bond funds accordingly. Costs for these items are $20,000. 3. To save money in the operating funds, the Department has analyzed the potential of purchasing barricades for storage and rental to other city agencies, in lieu of contracting with outside agencies for this service. The initial capital outlay is estimated at $20.00 per barricade. Based upon the largest number of barricades used for a single event, the administration has estimated that 500 barricades should be purchased. Cost for these items are $10,000 with funding from operating revenues; payback on the funds would be approximately on year (based upon the existing rental rate) . 4. Current year's projection for capital expenditures (including replacement of vehicles, office equipment, ice maker, and lot maintenance equipment) are projected to exceed the original budget by approximately $35,000. It is recommended that funds be appropriated from the Parking Enterprise Fund renewal/replacement account and enterprise operating funds in the amounts of $25,000 and $10,000 respectively.
