FLORIDA, APPROVING THE RECOMMENDATION OF THE
COMMISSION'S CAPITAL IMPROVEMENTS COMMITTEE TO
ADOPT THE PROPOSED MIAMI BEACH FY 1990/91 -
1995/96 CAPITAL IMPROVEMENTS PROGRAM (CIP) ;
THE SAME BEING A SIX-YEAR COORDINATING PLAN
FOR PUBLIC IMPROVEMENTS AND CAPITAL
EXPENDITURES OF THE CITY.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA THAT:
WHEREAS, the Commission' s Capital Improvements Committee held
a public meeting on May 6, 1991 for consideration of the FY 1990/91
1995/96 Capital Improvements Program (CIP) ; and
WHEREAS, at the conclusion of said public meeting, the
Committee recommended unanimously that the City Commission adopt
said Capital Improvements Program as amended; and
WHEREAS, the City Commission of the City of Miami Beach
concurs with the Committee' s recommendation and wishes to adopt the
FY 1990/91-1995/96 Capital Improvements Program as amended by the
Capital Improvements Committee.
NOW, THEREFORE, BE IT DULY RESOLVED that the City Commission
of the City of Miami Beach, Florida that the FY 1990/91-1995/96
Capital Improvements Program is hereby adopted as amended by the
Capital Improvements Committee.
PASSED AND ADOPTED THIS 5th day of June , 1991.

IMPROVEMENTS AND CAPITAL EXPENDITURES OF THE CITY.
THE REQUEST
The Administration requests that the City Commission approve the
Capital Improvements Program (CIP) as amended by Capital
Ca ital
Improvements Committee. The purpose of the six-year program is to
schedule and coordinate public improvements, to identify funding
sources, and to serve as a tool for implementing the Comprehensive
Plan and special area plans.
BACKGROUND
Everyyear, each City department with potential capital projects
(costing at least $10, 000 with a life span of three years or more)
has submitted capital project request summary sheets to the

Planning and Zoning Department. A CIP Technical Review Committee,
composed of staff members from the Finance, Economic and Community
Development, Office of Management and Budget, Planning and Zoning,
and the Public Works Departments reviews the requests for
completeness and appropriateness, and evaluates each project
according to established criteria. The evaluation includes
consistency with the four city goals and the financing, timing and
coordination of projects.
PLANNING AND ZONING DEPARTMENT ANALYSIS
The FY 1990 - 1996 Capital Improvements Program (CIP) is a citywide
plan for public improvements and capital expenditures on an annual
basis over the sixyearperiod. The
• proposed document was provided
to the City Commission on March 28, 1991 (LTC #51-1991) .
The proposed CIP document has identified 44 projects estimated to
cost a total of $82, 882 , 000. The community revitalization category
is the largest, with 14 projects costing $44, 198 , 000, followed by
the public facilities category with only one project costing
$16, 200, 000. Public works is
the third largest category with 13
projects costing $11, 854 , 000. The public safety category has 3
projects amounting to $4 , 658 , 000; the public parking category cate or has
3 projects costing $4 , 407, 000; and the parks and recreation
category has ten projects costing $1, 565, 000.

Approximately 22%, or $18, 588, 000, of the entire six-year program
has been appropriated to projects to be funded prior to September
30, 1991 and 24 .7%, or $20,520, 000, of the program' s cost is
allocated to FY 1991/92 . The remaining 53%, or $43 , 774 , 000, has
been allocated to the last four years of the program.
CAPITAL IMPROVEMENTS COMMITTEE RECOMMENDATION
On May 6, 1991, the City Commission Capital Improvements Committee
met and discussed the CIP. They voted unanimously to approve the
proposed CIP with one amendment. The Lincoln Road Improvements
request (page 39) , which is estimated at $5, 000, 000 for FY 1995/96
is to be rescheduled with expenditures of $$2 , 500, 000 for FY 1992/93
and $2,500, 000 for FY 1993/94.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission adopt a
resolution approving the 1990/91 to 1995/96 Capital Improvement
Plan as amended by the City Commission Capital Improvements
Committee.
