A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, STRONGLY
URGING U.S. SECRETARY OF COMMERCE TO CORRECT
THE UNDERCOUNTS IN THE 1990 CENSUS BY
ADJUSTING THE COUNTS FOR ALL AFFECTED CITIES,
COUNTIES, AND STATES IN THE UNITED STATES.
WHEREAS, in August, 1990, the U.S. Census Bureau
published preliminary housing and population counts for the City of
Miami Beach; and
WHEREAS, on September 14 , 1990, the City of Miami Beach
formally challenged said counts which showed an undercount of 8, 454
housing units and 390 persons living in group quarters; and
WHEREAS, the City of Miami Beach is gravely concerned
about serious inaccuracies in Census counts in our community as
well as other cities, counties, and states throughout the United
States; and
WHEREAS, accurate counts are vital for all cities as they
try to provide for adequate public services.
NOW, THEREFORE. BE IT RESOLVED BY THE MAYOR AND
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
That the U.S. Secretary of Commerce is strongly urged to
correct the undercounts in the 1990 U.S. Census by adjusting the
counts for all affected cities, counties, and states in the United
States.

SUBJECT: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, STRONGLY URGING U.S. SECRETARY OF
COMMERCE TO CORRECT THE UNDERCOUNTS IN THE 1990 CENSUS BY
ADJUSTING THE COUNTS FOR ALL AFFECTED CITIES, COUNTIES,
AND STATES IN THE UNITED STATES.
On May 24, 1991, the U.S. Department of Commerce published a
request for comments on adjustments to the 1990 Census.
In September, 1990, the City of Miami Beach formally challenged the
Census Bureau's preliminary counts, which showed an undercount of
8, 454 housing units and 390 persons living in group quarters. City
staff discovered instances in which entire blocks were not counted.
Also, a large number of major condominiums and rental apartment
buildings were either missed entirely or seriously undercounted.
The State of Florida has recently joined in one of the national
lawsuits requesting adjustments to the count. The Florida League
of Cities is also asking that all local governments go on record
supporting the adjustments, which will increase the numbers of
population in seriously undercounted cities, including Miami Beach.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission adopt a
resolution strongly urging the U.S. Secretary of Commerce to adjust
city, county, and state counts because this will provide the most
accurate count possible.
