RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AUTHORIZING THE CITY TO PREPARE AND
SUBMIT AN APPLICATION FOR CONTINUED FUNDING OF A GRANT
FROM THE STATE OF FLORIDA, DEPARTMENT OF HEALTH AND
REHABILITATIVE SERVICES (HRS) , FOR THE RETARDATION
PROGRAM, IN ACCORDANCE WITH THE GRANT PERIOD AND THE
AMOUNT ALLOCATED BY HRS.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:
WHEREAS, the State of Florida, Department of Health and
Rehabilitative Services (HRS) is desirous of having the City of
Miami Beach apply for continued funding to provide developmental
training and transportation services for mentally retarded adults;
and
WHEREAS, the City is desirous of submitting an application for
continued funding, in order to provide these essential services to
mentally retarded adults in the estimated amount of $166, 599 for
the period of October 1991 through June 1992 ; and
WHEREAS, the City will prepare the budget in accordance with
the applicable grant period and the amount allocated by HRS, with
the final grant amount to be negotiated between the City of Miami
Beach and the State of Florida Department of HRS.
WHEREAS, it is necessary that such funds be appropriated for
the final grant amount.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that: 1) the Administration be
authorized to prepare and submit an application to the Department
of HRS in accordance with the grant period and the amount allocated
by HRS, and 2) the final grant offered from the State of Florida
Department of HRS be accepted; that funds be appropriated for the
final grant amount; and that the Mayor and the City Clerk be
authorized and directed to execute the contract, in order to
provide developmental training and transportation services for up
to forty (4 0) mentally retarded adults at the Miami Beach Activity
Center.

SUBJECT: REQUEST FOR AUTHORIZATION TO PREPARE AND SUBMIT AN
APPLICATION FOR CONTINUED FUNDING OF A GRANT FROM THE
STATE OF FLORIDA, DEPARTMENT OF HEALTH AND REHABILITATIVE
SERVICES (HRS) , FOR THE RETARDATION PROGRAM, IN
ACCORDANCE WITH THE GRANT PERIOD AND THE AMOUNT ALLOCATED
BY HRS
The attached Resolution requests City Commission approval to apply
to, and enter into negotiations with the State of Florida
Department of Health and Rehabilitative Services (HRS) for • the
provision of continued funding of the Retardation Program at the
Miami Beach Activity Center. It is anticipated that negotiations
between the two parties will commence in early August.
The application including the budget, will be prepared in
accordance with the applicable grant period, i.e. October 1991
through June 1992 , and the amount allocated by HRS. The final
grant amount will be negotiated between the City of Miami Beach and
the State of Florida Department of HRS, for an estimated amount of
$166, 599 to provide developmental training and transportation
services for up to forty (4 0) mentally retarded adults at the Miami
Beach Activity Center. The Center currently serves forty-eight
(4 8) retarded adults at 8128 Collins Avenue, 35 of whom are funded
through this HRS grant.
ADMINISTRATION RECOMMENDATION:
The Administration recommends adoption of the attached Resolution
which authorizes the preparation and submission of an application
to HRS, and that the final negotiated grant amount be accepted;
that funds be appropriated for the final grant amount; and that the
Mayor and the City Clerk be authorized and directed to execute the
contract.
