RESOLUTION REITERATING THE CITY OF MIAMI
BEACH' S OPPOSITION TO OFFSHORE OIL DRILLING
OFF THE COAST OF FLORIDA AND URGING THE
CONGRESS OF THE UNITED STATES TO PERMANENTLY
BAN DRILLING WITHIN ONE HUNDRED (100) MILES
OFF OUR COAST.
WHEREAS, on December 20, 1989, the City Commission of the City
of Miami Beach passed and adopted Resolution No. 89-19848 urging
the Chairman of the United States House of Representatives Sub-
Committee on Water, Power, and Offshore Energy Resources to support
a ban on offshore oil leasing and drilling; and,
WHEREAS, Florida possesses some of the most beautiful beaches
in the world and is also blessed with some of the most unique
ecosystems; and,
WHEREAS, we must work hard to protect these fragile ecosystems
from the potential devastation of an accidental oil spill caused by
drilling off Florida ' s coast; and,
WHEREAS, the Minerals Management Service is working hard on
plans to allow drilling off the Everglades and the Florida Keys
after the President' s current moratorium on off-shore drilling
expires at the end of this decade; and,
WHEREAS, this action may jeopardize the only living coral reef
in the continental United States; and,
WHEREAS, our coastal environment is essential to Florida ' s
economy which is dependent on tourism and fishing; and,
WHEREAS, an oil spill off our coast would be devastating to
both the ecology and economy of our great state; and,
WHEREAS, South Florida ' s fragile living coral reefs, mangroves
and seagrass beds could not withstand routine oil industry
operations and would be decimated by an oil spill; and,
WHEREAS, banning drilling within one hundred (100) miles of
our coast is an important step in protecting our fragile
environment and our way of life; and,
WHEREAS, due to the current activities of the Minerals
Management Service, it is essential that the City Commission
reiterate our position regarding the banning of offshore drilling
off the coast of Florida.
NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA: That the City Commission
reiterates the City of Miami Beach' s opposition to offshore oil
drilling off the coast of Florida and urges the members of the
Congress of the United States to permanently ban offshore oil
drilling within one hundred (100) miles off our coast.

HOUSE OF REPRESENTATIVES SUBCOMMITTEE ON WATER,

BAN ON OFFSHORE OIL LEASING AND DRILLING
WHEREAS the City Commission of The City of Miami Beach,
Florida represents the peoples of _Miami _Beach on issues vital to
- Miami Beach's populace, economy and environment; and
WHEREAS, plans for offshore oil drilling threaten Florida's
coastal environment and economy; and
WHEREAS, all of Florida's coast deserves permanent protection -
• • from offshore oil drilling, especially South Florida; and
•

WHEREAS,' South Florida is home to beautiful beaches and the
famous Florida Xeys, a favorite recreation spot for natives and
tourists; and
WHEREAS, South Florida's fragile living coral reefs, mangroves
and seagrass beds could not withstand routine oil industry
operations and would be decimated by an oil spill,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE. CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA,
Section 1. The City Commission calls on The Honorable
George Miller as Chairman of the U.S. House of Representatives
Subcommittee on Water, Power, and Offshore Energy Resources to
support H.R. 2945 a bill which permanently bans leasing and
drilling south of 26 degrees north latitude (approximately
• Naples/Miami) to protect South Florida, the Florida Keys and the
Everglades; and

George Miller to amend H.R. 2945 to include a permanent no offshore
oil leasing and drilling buffer zone of at least 30 miles for all
of Florida's coastline.

SUBJECT: RESOLUTION URGING CONGRESS TO PERMANENTLY BAN
OFFSHORE OIL DRILLING OFF THE COAST OF FLORIDA
The City of Miami Beach has received a legislative alert from U. S.
Senator Connie Mack pertaining to an upcoming debate in Congress on
the possible lifting of President George Bush' s moratorium on
offshore oil drilling off the coast of Florida.
Senator Mack is requesting that the City of Miami Beach express its
support in favor of a permanent ban on offshore oil drilling o f f
the Florida coast.
The temporary one year moratorium on oil and gas drilling off the
Florida coast will expire in October, 1991, and the City' s support
in requesting a ban on oil drilling within 100 miles off our coast
is essential at this time.
On December 20, 1989, the City Commission passed and adopted
Resolution 89-19848 (copy attached) , expressing the City' s
opposition to offshore oil leasing and drilling along the Florida
coastline.
Administration Recommendation
The Admininstration recommends that the City Commission reiterate
our City' s opposition to offshore oil drilling off the Florida
coast and urge Congress to permanently ban oil drilling within 100
miles off our coast.
