RELATIONS COMMITTEE AND CREATING THE COMMUNITY
RELATIONS BOARD; THE NUMBER OF MEMBERS TO BE
ELEVEN (11) ; CREATING A STATEMENT OF PURPOSE
FOR THE BOARD; MAKING IT MANDATORY THAT ALL
MEMBERS OF THIS BOARD SHALL BE RESIDENTS OF
THE CITY OF MIAMI BEACH; REQUIRING THAT
RECOMMENDATIONS BE OBTAINED FROM THE EQUAL
EMPLOYMENT OPPORTUNITY COMMISSION (E.E.O.C. ) ,
SPANISH AMERICAN LEAGUE AGAINST DISCRIMINATION
(S.A.L.A.D. ) , ANTI-DEFAMATION LEAGUE (A.D.L. ) ,
DADE ACTIONPAC, NATIONAL ASSOCIATION FOR THE
ADVANCEMENT OF COLORED PEOPLE (N.A.A.C.P. ) ;
AND THAT THESE CHANGES BECOME EFFECTIVE
FEBRUARY 1, 1992 .
WHEREAS, the City Commission of the City of Miami Beach has
determined that the citizens of Miami Beach would be better served
by abolishing the Human Relations Committee; and,
WHEREAS, the City Commission of the City of Miami Beach has
determined that the Community Relations Board be created to more
accurately reflect and represent the Miami Beach community;
NOW, THEREFORE, be it resolved by the City Commission of the
City of Miami Beach, Florida, that:
1. The Human Relations Committee shall be abolished.
2 . The Community Relations Board shall be created.
3 . The number of members of said board shall be eleven (11) ,
the Mayor and each Commissioner appointing one (1) member each and
the remaining four (4) shall be appointed at large.
4 . The statement of purpose for said board shall be created
and read as follows: The Community Relations Board shall endeavor
to foster harmonious relationships among the many diverse groups
that constitute the City of Miami Beach. The Board shall address
the concerns of those individuals or groups who allege
discrimination because of race, religion, ethnicity, sexual
preference, gender, age or handicap. The Board or its subcommittees
may hold public forums on issues relating to its purpose and shall
report periodically to the Mayor and the City Commission.
5 . It shall be mandatory that all members of said board be
residents of the City of Miami Beach.
6. It shall be a requirement that recommendations be obtained
from the Equal Employment Opportunity Commission (E. E.O.C. ) ,
Spanish American League Against Discrimination (S.A.L.A.D. ) , Anti-
Defamation League (A.D.L. ) , Dade ActionPAC, National Association
for the Advancement of Colored People (N.A.A.C.P. ) .
7 . These changes shall become effective February 1, 1992 .

A RESOLUTION OF THE 'CITY COMMISSION OF THE CITY OF
MIAMI BEACH ESTABLISHING THE CITY OF MIAMI BEACH
HUMAN RELATIONS COMMITTEE AND PRESCRIBING ITS
MEMBERSHIP, DUTIES, POWER AND AUTHORITY.
The City of Miami Beach Human Relations Committee is hereby
created for the purpose of addressing the concerns and needs of various
segments of this City's population, including the elderly, youth,
financially-disadvantaged and handicapped. Its membership shall be
comprised of twenty-two (22) members for a period of two years beginning
February 1, 1984. The Mayor shall appoint ten (10) members of the Human
Relations Committee, seven (7) of whom shall be members of the clergy.
Each Commissioner shall appoint two (2) Committee members. Members
appointed shall have a background in one of the following areas:
(1) Human Relations; (2) Extensive Civic Activities and/or Civic
Involvement; (3) Social Services; (4) Healing Arts; (5)
Psychology/Psychiatry.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY OF MIAMI
BEACH HUMAN RELATIONS COMMITTEE IS HEREBY CREATED.

THE GOVERNANCE OF THE SEVERAL ADVISORY BOARDS AND COMMITTEES
OF THE.CITY; REPEALING RESOLUTION NO. 13248
WHEREAS. the'City Commission of the City of Miami Beach has
found

REGULAR MEMBERS APPOINTED BY. MAYOR FROM TWO TO
THREE, THEREBY INCREASING TOTAL MEMBERSHIP OF THE
COMMITTEE FROM TWENTY-ONE TO TWENTY-TWO, EFFECTIVE
JUNE 1, 1988.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA:
SECTION 1: That Resolution No. 84-17629 establishing the City of Miami
Beach, Human Relations Committee, be amended by increasing the
number of regular members appointed by the Mayor from two to three, thereby
increasing the total membership of the committee from twenty-one to twenty-.

force and effect, except that increase shall be effective
