A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
SUBMISSION OF THE COMPREHENSIVE HOUSING
AFFORDABILITY STRATEGY (CHAS) TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT,
IN ACCORDANCE WITH TITLE I OF THE CRANSTON-
GONZALEZ NATIONAL AFFORDABLE HOUSING ACT OF
1990 AND THE HOUSING AND COMMUNITY DEVELOPMENT
ACT OF 1974, AS AMENDED, ONCE THE REQUIRED
PUBLIC COMMENT PERIOD IS CONCLUDED AND THE
DOCUMENT IS FINALIZED.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:
WHEREAS, the recent passage of the Cranston-Gonzalez National
Affordable Housing Act of 1990 requires that the City' s Economic
and Community Development Department prepare and submit to the U.S.
Department of Housing and Urban Development, a Comprehensive
Housing Affordability Strategy (CHAS) ; and
WHEREAS, this document replaces two current documents required
by HUD, the Housing Assistance Plan (HAP) for the Community
Development Block Grant Program, and the Comprehensive Homeless
Assistance Plan (CHAP) for the McKinney Act Programs administered
by HUD; and
WHEREAS, in order to continue receiving Federal Community
Development Block Grant (CDBG) funds, and be eligible for eleven
other federal grants as well as two State operated programs, the
City must have a HUD approved CHAS in place; and
WHEREAS, non-governmental agencies; e.g. , private not-for-
profits,
ot-for-
profits, are also eligible to apply for certain programs covered
under the CHAS submitted by the City, if such non-profit secures a
"Certification of Consistency" with the CHAS ; and
WHEREAS, a Public Hearing on the CHAS was held on November 21,
1991, at 3 : 00 p.m. , in order to obtain citizen input, in addition
to advertising the 60-day written comment period on the CHAS which
concludes on December 11, 1991; and
WHEREAS, the submission of the Comprehensive Housing
Affordability Strategy is in line with the standard procedure
utilized for the annual submission of the CDBG application and
former Housing Assistance Plan (HAP) now replaced by this CHAS
document.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the City Commission hereby
authorizes the City Manager to submit the Federally required
Comprehensive Housing Affordability Strategy (CHAS) , following the
60-day public comment period after which this draft document will
be finalized, to the U.S. Department of Housing and Urban
Development.

SUBJECT: AUTHORIZATION TO SUBMIT THE COMPREHENSIVE HOUSING
AFFORDABILITY STRATEGY (CHAS) TO THE U.S. DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT
The City of Miami Beach is an entitlement recipient of Federal
Community Development Block Grant (CDBG) funds from the U.S.
Department of Housing and Urban Development. Each year the City
receives approximately $2 million to undertake various eligible
activities, and in order to continue receiving these funds and
other funds, the City must meet the three (3) Statutory National
Objectives of the program and provide affordable housing for Miami
Beach residents.
BACKGROUND:
The recent passage of Title I of the National Affordable Housing
Act requires that in order to apply for certain HUD programs, local
governments must have an approved Comprehensive Housing
Affordability Strategy (CHAS) . This CHAS document replaces two
current documents required by HUD; 1) the Housing Assistance Plan
(HAP) for the CDBG program, and 2) the Comprehensive Homeless
Assistance Plan (CHAP) , for the McKinney Act Programs. The intent
of the legislation is to encourage grantees to create a need-based,
rather than resource-based, strategy. The CHAS provides an action-
oriented management tool for local governments to first identify
housing needs, and then to identify the resources and programs that
can be used to address those needs. The Economic & Community
Development Department coordinated the information/research
necessary and prepared of document, with assistance from numerous
City departments.
CHAS CONTENT:
The legislation requires that the CHAS document address fourteen
(14) areas (pursuant to the statutes) , which HUD has combined into
three components as follows:
• COMMUNITY PROFILE - which identifies the affordable
housing needs of very low income, low income and moderate
income families, homeless families and individuals, and
others with special needs who require support services.
• FIVE YEAR STRATEGY - for housing investment.
• ONE YEAR PLAN - to apply for available resources to meet
the needs identified in the CHAS.

PROGRAMS AFFECTED:
In order to be eligible to continue to receive Federal entitlement
program funds, such as the CDBG program, grantees must have a HUD
approved CHAS in place. Also, most HUD programs will require a
CHAS before an application for 1992 funds will be considered, e.g. ,
an approved CHAS must exist before grantees can submit an
application for the following programs:
• Community Development Block Grant Progam - CDBG
• HOME Program (Affordable Housing)
• HOPE I, HOPE II, and HOPE III
• Shelter Plus Care
• Supportive Housing for the Elderly (Section 202)
• Supportive Housing for Persons with Disabilities (Section
811)
• Emergency Shelter Grant Program (ESGP)
• Supplemental Assistance for Facilities .o Assist the
Homeless (SAFAH)
• Transitional Housing for the Handicapped
• HUD also plans to require a certification of consistency
with the CHAS for receipt of Section 8 existing housing
vouchers and certificates
In addition, the following two (2) programs administered by the
State require an approved CHAS before a funding application can be
considered:
• Low Income housing Preservation
• Permanent Housing for the Handicapped
Also, it should be noted that non-governmental agencies are
eligible to apply for some of the programs covered by the City' s
CHAS. In order to ensure compliance with the CHAS requirements,
the non-profit must secure a "certification of consistency" with
the CHAS, from the City of Miami Beach.
CITIZEN PARTICIPATION:
The legislation requires that before submission of the CHAS to the
U.S. Department of HUD, that the document is made available for
review by the public for a period of 60 days.
The document is currently in "draft form" , and will be finalized
once this required 60 day public comment period is concluded on
12/11/91. Also, as required, a Public Hearing was held on 11/21/91
at 3 : 00 p.m. at which eleven (11) members of the public were in
attendance, and eight (8) people spoke. Additionally,
presentations regarding the purpose and content of the CHAS were
made to: the Miami Beach Development Corporation, the North Beach
Development Corporation, the City' s Loan Review Committee, and the
Community Development Advisory Committee. In addition, we have
coordinated our efforts with all local governments in Dade County,
as well as the State Department of Community Affairs and various
homeless groups. Once the comment period is completed on 12/11/91,
all comments will be considered and the document finalized.
ADMINISTRATION RECOMMENDATION:
It is recommended that the Commission approve the attached
Resolution authorizing the City Manager to submit of the final CHAS
document (when complete) to the U.S . Department of Housing and
Urban Development. This is the standard procedure utilized for the
annual submission of the CDBG Application and former Housing
Assistance Plan (HAP) , now replaced by the Comprehensive Housing
Affordability Strategy (CHAS) document.
