A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO APPLY FOR AND ACCEPT FUNDING
FROM THE FOLLOWING GRANTS AND PROGRAMS: 1) MIAMI-DADE
COUNTS CENSUS 2020 GRANT PROGRAM, IN THE APPROXIMATE
AMOUNT OF $25,000, 2) U.S. DEPARTMENT OF HOMELAND SECURITY,
EMERGENCY FOOD AND SHELTER GRANT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $24,500, 3) FLORIDA DEPARTMENT OF
TRANSPORTATION, HIGH VISIBILITY ENFORCEMENT PEDESTRIAN AND
BICYCLE SAFETY GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF
$75,000, 4) CITIES FOR FINANCIAL EMPOWERMENT FUND, FINANCIAL
EMPOWERMENT CENTER GRANT PROGRAM, IN THE APPROXIMATE
AMOUNT OF $20,000, 5) U.S. DEPARTMENT OF JUSTICE, LAW
ENFORCEMENT-BASED VICTIM SPECIALIST PROGRAM, IN THE
APPROXIMATE AMOUNT OF $440,000, AND, 6) SOUTH FLORIDA WATER
. MANAGEMENT DISTRICT IN THE APPROXIMATE AMOUNT OF $1,400,000;
APPROVING AND AUTHORIZING THE APPROPRIATION OF THE ABOVE
GRANTS AND FUNDING REQUESTS, INCLUDING ANY REQUISITE
MATCHING FUNDS AND CITY EXPENSES; AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO EXECUTE ALL NECESSARY
DOCUMENTS IN CONNECTION WITH THE AFORESTATED GRANTS AND •
FUNDING REQUESTS, INCLUDING,WITHOUT LIMITATION,APPLICATIONS,
GRANT AND FUNDING AGREEMENTS, AND AUDITS, AND FURTHER
AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO TAKE ALL
NECESSARY ACTIONS RELATED TO THESE GRANTS.
WHEREAS, the City Administration (the "Administration") requests approval to submit a
grant application to Miami-Dade Counts Census 2020 Grant Program, in the approximate amount
of $25,000, for the City's Census Awareness Outreach Program, the details of which are as
follows:
• Miami-Dade Counts 2020 is a collaborative effort, built by a growing base of local
and national funders, to help ensure that everyone in Miami-Dade County is counted
in the 2020 Census.
• Miami-Dade Counts 2020 provides grants to ensure a complete census count,
especially in the most hard-to-count and reach communities, with the goal of
encouraging full participation in the 2020 Census.
• The Census is important for many reasons including, but not limited to the following:
federal and state resources are allocated based on census numbers, census numbers
determine political representation in Congress and State legislative districts, companies
rely on census data to decide where to locate and also census data is used to build the
case for policy decisions.
• The City is requesting funds to conduct a census awareness outreach program to the
City's hard-to-reach populations including the elderly, homeless,people for whom English
is their second language and low-income families.
• The program will be managed by the City's Housing and Community Services Department.
• Matching funds are not required for this grant; and
WHEREAS, the Administration requests approval to submit a grant application to U.S.
Department of Homeland Security, Emergency Food and Shelter Grant Program, in the
approximate amount of $24,500, for Phase 36 Emergency Assistance Funding, the details of
which are as follows:
• The Emergency Food and Shelter Program ("EFSP") is a federally-funded program
administrated by the Federal Emergency Management Agency ("FEMA").
• EFSP is authorized by the McKinney-Vento Homeless Assistance Act of 1987 (PL 100-
77).
• Implementation of the EFSP is not contingent on a Presidential disaster declaration,
however, the purpose of the EFSP is to supplement and expand the ongoing work of local
social service organizations, both non-profit and governmental, to provide shelter, food
and supportive services to individuals and families who have economic emergencies.
• The City has previously received EFSP grants, and the Administration is requesting
funding again this year to provide rent and mortgage assistance, food vouchers, and utility
assistance to individuals and families at-risk of homelessness.
• This request is for Phase 36 funding for Calendar Year 2019, in the approximate amount
of$ 24,500.
• Matching funds are not required for this grant; and
WHEREAS, the Administration requests approval to submit a grant application to Florida
Department of Transportation, High Visibility Enforcement Pedestrian and Bicycle Safety Grant
Program, in the approximate amount of$75,000, the details of which are as follows:
• The Florida Department of Transportation ("FOOT") has funding available for law
enforcement agencies that initiate High Visibility Enforcement campaigns to keep
pedestrians and bicyclists safe on Florida's roadways.
• This new funding is available through Florida's Pedestrian and Bicycle Focused Initiative.
• The City's Police Department operates a High Visibility Enforcement Program to keep
pedestrians and bicyclists safe on Miami Beach roadways, and the City has applied for
and been awarded these funds from FDOT in the past.
• The Administration is requesting funding in the approximate amount of $75,000 to
continue the High Visibility Enforcement Program.
• This project will first educate, then warn, and finally issue citations to violators.
• Matching funds are not required for this grant; and
WHEREAS, the City Administration requests approval to submit a grant application to
Cities for Financial Empowerment Fund, Financial Empowerment Grant Program, in the
approximate amount of $20,000 to launch a Public Finance Counseling Program, the details of
which are as follows:
• The Cities for Financial Empowerment (CFE) Fund provides funding and technical
assistance to Mayors and their teams to bring financial empowerment initiatives to local
government.
• The CFE's Financial Empowerment Initiative provides funding for professional, one-on-
one financial counseling as a standard public service to local governments.
• The CFE Fund currently supports over two dozen cities nationwide through funding,
robust technical assistance, and a national learning community.
• The Strategy is comprised of three distinct phases: Planning, Implementation, and Expert
Designation.
• The City is requesting funding for the Planning Phase of a Public Finance Counseling
Program that will deliver financial counseling through a nonprofit provider.
• The Program will improve individual and family financial stability for low and moderate-
income individuals and families.
• Through this program, the City will be able to embed financial empowerment strategies
into its infrastructure using Best Practices from the CFE coalition.
• The goal is for the City to improve individual and family financial stability by providing one-
on-one financial counseling as a public service to residents, resulting in financial stability
for these households.
• Matching funds are required in the amount of$20,000 for this grant.
• The City will use in-kind funds as a match, comprised of staff salaries (including
Department Director and Assistant Director of Housing and Community Services), State
Housing Initiatives Partnership Program (SHIP) funds, and rent; and
WHEREAS, the Administration requests approval to submit a grant application to U.S.
Department of Justice, Office of Justice Programs, Law Enforcement-Based Victim Specialist
Program, in the approximate amount of $440,000, for the Police Department's Victims Service
Program, the details of which are as follows:
• The U.S. Department of Justice provides funding, through the Law Enforcement-Based
Victim Specialist Program to better support victims through the criminal justice process by
providing services and programs that provide direct assistance to victims of crime.
• The program will provide grant funds to hire Victim Service Specialists to improve the
overall response to victims of crime.
•
• The City's Police Department is requesting funding to enhance its Victims Service
Program by adding one Victim Service Specialist position, which will allow the Department
to serve a greater number of victims and expand services.
• The funds will be used for salaries, benefits, training, and equipment for one (1) Victim
Service Specialist for three (3) years, starting October 1, 2019 and ending on or by
September 30, 2022.
• Matching funds are not required for this grant; and
WHEREAS, the Administration requests approval to submit a grant application to South
Florida Water Management District in the approximate amount of$1,400,000 for the City's Water
Main Replacement Program, the details of which are as follows:
• South Florida Water Management District (SFWMD) is the oldest and largest of Florida's
five water management districts, managing water resources in a 16-county region that
stretches from Orlando to the Florida Keys, serving a population of 8.7 million.
• SFWMD provides grant funds, through its Water Conservation Program to support water
conservation efforts of public and private water providers or users.
• The Administration is requesting funding,through the Water Conservation Program for the
City's Water Meter Replacement Project.
• The City currently uses manual readers to monitor approximately 14,000 water meters on
a monthly basis.
• This practice is no longer efficient and does not allow the department to provide residents
with the most accurate responses to address water issues.
• Advanced Meter Reading ("AMR") and Advance Metering Infrastructure ("AMI")
technologies are being implemented across the country to provide more accurate and
efficient consumption and billing data in an expeditious manner and enhance the level of
customer service.
• The City is in the process of implementing both AMI and AMR. Some of the benefits of
AMR and AMI include: improved accuracy due to meter upgrade, significant reduction in
manual labor, near real-time read data, customer access to data (through portal), alerts
and alarms and expandable network functionality.
• The Administration is requesting funding in the approximate amount of $1,400,000. The
grant requires matching funds, which are available in Project Number 60319,Water Meter
Replacement Program.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the City Manager, or his designee, to apply for and
accept funding from the following grants and programs: 1) Miami-Dade Counts Census 2020
Grant Program in the approximate amount of$25,000, for the City's Census Awareness Outreach
Program, 2) U.S. Department of Homeland Security, Emergency Food and Shelter Grant
Program, in the approximate amount of $24,500, for Phase 36 Emergency Assistance Funding,
3) Florida Department of Transportation, High Visibility Enforcement Pedestrian and Bicycle
Safety Grant Program, in the approximate amount of $75,000, 4) Cities for Financial
Empowerment Fund, Financial Empowerment Center Grant Program, in the approximate amount
of$20,000 to launch a Public Finance Counseling Program, 5) U.S. Department of Justice, Office

and audits, and further authorize the City Manager, or his designee, to take all necessary actions
related to these grants.

ANALYSIS
1. Miami-Dade Counts Census 2020 Grant Program in the approximate amount of$25,000.for

CONCLUSION
Based on the aforestated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or his designee to apply for and accept funds and execute all documents or
agreements in connection with the aforementioned grants, award programs and funding
requests.
