A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
FINANCE AND CITYWIDE PROJECTS COMMITTEE, AND RETROACTIVELY
APPROVING THE CITY'S SPONSORSHIP OF THE 2019 FIU SURF & TURF
BEACH VOLLEYBALL TOURNAMENT, HELD IN LUMMUS PARK ON MARCH
29-30, 2019 (THE "EVENT"), INCLUDING A FEE WAIVER IN THE AMOUNT OF
$4,972, AND A CASH SPONSORSHIP TO THE FLORIDA INTERNATIONAL
UNIVERSITY IN SUPPORT OF THE EVENT, IN THE AMOUNT OF $3,406.
WHEREAS, the Florida International University ("Event Organizer") is a public university of the
State of Florida that produces an annual NCAA Women's Invitation Beach Volleyball Tournament that is
free to the public and widely considered as the premier collegiate beach volleyball tournament on the
East Coast, and one of the top two in the nation; and
WHEREAS, the 7th Annual FIU Surf & Turf Beach Volleyball Tournament (the "Event") was held
in Lummus Park on March 29-30, 2019, and brought nine (9) top ranked volleyball teams to the City of
Miami Beach; and
WHEREAS, this outdoor sporting Event promoted health and wellness in Miami Beach, and
resulted in 180 local Miami Beach hotel room nights for participating teams, and an additional 64 hotel
room nights for families and staff; and
WHEREAS, in 2020, the Event Organizers are looking to televise the event and are seeking
sponsors; and
WHEREAS, at the April 10, 2019 City Commission meeting, the Event Organizer's request for the
City to waive special event fees and sponsorship was referred to the Finance and Citywide Projects
Committee ("FCWPC") April 19, 2019 meeting. The special event fee waiver in an amount of$4,972.00
represents $250.00 in application fees, $250.00 in permit fees, $750 in vehicle beach access passes,
$2,996 in square footage fees, $726 in Lummus Park user fees and $3,406.50 in Police Administrative
fees; and
WHEREAS, during the April 19, 2019 FCWPC meeting, the Committee recommended approval
a retroactive waiver of special event fees in the amount of$4,972.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the
recommendation of the Finance and Citywide Projects Committee and retroactively approve the City's
sponsorship of the 2019 FIU Surf & Turf Beach Volleyball Tournament, held in Lummus Park on March
29-30, 2019 (the "Event"), including a fee waiver in the amount of$4,972, and a cash sponsorship to the
Florida International University in support of the event, in the amount of $3,406.

RECOMMENDATION
The Administration recommends the one time retroactive approval of the waiver of special event
permit fees in the amount of$4972.00 and a sponsorship of$3406.50 for City services.
The request for special event permit fee waivers are unrealized revenues, however, funding
would need to be identified for the sponsorship.
The Administration believes that the FIU event brings a uniquely positive health and
wellness promotion of Miami Beach to Lummus Park; provides an element of economic
development; provides a Resident Benefit with free entrance; and promotes our City on a
national scale in a positive way.
ANALYSIS
Florida International University(FIU) is a not for profit organization that produced the 7th annual
FIU Surf & Turf Beach Volleyball Tournament, which was held at Lummus Park on March 29th
and 30th 2019. The fee waiver and requested sponsorship below, would be done retroactively,
as the organization came to the administration on Monday March 18, 2019 to discuss this
request.
The FIU Surf & Turf Beach Volleyball Tournament is an NCAA Women's Invitational
Tournament, held annually in South Beach at Lummus Park Beach Courts. The tournament
started with 4 teams in year 1 in 2012 and now is considered as the premier college hosted
tournament in the nation.
This event is free for the public to watch, with hundreds of spectators lining the

serpentine, and offers a positive athletic, community benefit to the area, while offering economic
impact, as teams and families stay in local hotels - guaranteed 180 hotel rooms nights (90
rooms x 2 nights) for the participating teams and an additional 64 room nights for families, and
staff.
In 2020, F I U is in talks with ESPN to televise the event on a national level.
The organization has requested a permit fee waiver, based on their not for profit status, and is
also requesting that the Mayor and Commission consider providing a sponsorship to cover City
Services.

The organization is requesting a fee waiver in the amount of $4,972.00 and a cash sponsorship
of $3,406.50 to be used towards Police and City Services. While waiver of fees are
unrecognized revenues, funding would need to be identified in the budget to offset the costs
incurred by the Police Department for this event.

CONCLUSION
During the May 29, 2019 FCWPC meeting, the Committee approved, retroactively, the waiver
of special event fees in an amount not to exceed $4,972.00 and asked that the administration no
longer entertain retroactive fee waivers or sponsorships.

No. 8 FIU BVB Gears Up for Premier Event of the Year on South Beach
MIAMI (March 19, 2019)— Despite it being just a few days away, the No. 8 FIU beach volleyball team is gearing
up and getting ready to host one of the premier collegiate beach volleyball tournaments in the nation, the 2019
Surf-N-Turf Classic, March 29-30, at the Lummus Park Beach Courts on South Beach. The event is free and open
to the public.
"Our Surf-N-Turf Classic has become one of the most prestigious and largest tournaments in our sport," said FIU
beach volleyball Head Coach Rita Buck-Crockett. "This year we are hosting some of the top teams in the country,
teams that are ranked throughout the AVCA (American Volleyball Coaches Association)Top 20. It is a very
important weekend for us and the other teams. In addition, our event team does a great job to make the area
look like a beach volleyball village, and it's a great experience for all of the student-athletes and coaches."
The Classic, in its seventh season, will feature nine teams that are either ranked or getting votes in the week four
AVCA Top 20 poll, including five teams in the top 10(No. 1 UCLA, No. 3 Florida State, No. 4 LSU, No. 8 FIU and
No. 10 Stetson). In addition to being the top-ranked team in the country, UCLA is also the defending NCAA
National Champions and the defending champion of the 2018 Surf N Turf. The Bruins will face Florida State at
11:00 am on Saturday, March 30, in what will be a rematch of the 2018 National Championship Dual.
In addition to FIU, UCLA, Florida State, LSU and Stetson, other teams competing are: No. 15 Florida Atlantic, No.
16 Grand Canyon, No. 20 TCU, and Tulane who is receiving votes for the Top 20 poll.
The Panthers, 8-5 overall and 3-0 in the Coastal Collegiate Sports Association (CCSA), come into the Surf-N-Turf
Classic with a 21-8 record all-time in the event. On Friday, the Panthers will face Stetson at 10:00 am, Grand
Canyon at 2:00 pm, and LSU at 4:00 pm and on Saturday they will face Tulane at 9:00 am, FSU at 1:00 pm and
top ranked UCLA at 4:00 pm.
Last season, the Panthers posted a 23-12 record,and a 7-3 mark in CCSA play, advancing to their first-ever NCAA
Championships in Gulf Shores, Alabama. FIU finished the year ranked No. 9 in the final AVCA poll, and No. 10 in
the final DiG Magazine rankings.
