A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
EXECUTION OF A PRELIMINARY/LETTER CONTRACT FOR
A JOB TRAINING PARTNERSHIP ACT (JTPA) TITLE
II-A ENTERPRISE ZONE PROGRAM GRANT IN THE
AMOUNT OF $77 ,942 FOR THE MIAMI BEACH ACTIVITY
CENTER/LOG CABIN PROGRAM, FROM THE SOUTH
FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM,
AND TO APPROPRIATE SAID FUNDS FOR EXPENDITURE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:
WHEREAS, on January 23 , 1992 , the City received official
notification from the South Florida Employment and Training
Consortium (SFETC) of our allocation of $77 , 942 for fiscal year
1992 under the Job Training Partnership Act (JTPA) , Title II-A,
Enterprise Zone Program; and
WHEREAS, on December 3 , 1991, the Department of Economic and
Community Development submitted an application for the JTPA Title
II-A Enterprise Zone Program targeted to serve the developmentally
disabled (mentally retarded) segment of the population which
resides in two eligible Enterprise Zones (South Beach - E2 1415 and
North Central Dade - E2 1400) ; and
WHEREAS, this grant will allow the City to undertake a
Supported Employment Program combining on-site training and on-the-
job training in the areas of restaurant and custodial services,
enabling these individuals to become functionally employed within
our community; and
WHEREAS, this is a performance based grant wherein costs are
reimbursable to the City based on the actual number of placements
made; and
WHEREAS, the South Florida Employment and Training Consortium
has extended the submission deadline from January 31, 1992 to
February 14 , 1992 .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the City Commission hereby
authorizes the Mayor to execute a preliminary letter/contract for
a Job Training Partnership Act (JTPA) , Title II-A, Enterprise Zone
Program Grant in the amount of $77 , 942 for the Miami Beach Activity
Center/Log Cabin Program from the South Florida Employment and
Training Consortium, and to appropriate said funds for expenditure.

Your organization has been selected for award of the contract for operation
of a Title II-A - Services to Enterprise Zones of Dade County program upon
the condition that all documentation and elements that are necessary for
the full contract package are incorporated by modification number
EZ-PY'91-20-01 into this contract no later than 60 days from the effective
date of this contract as noted above. Documentation which is required
includes but may not be limited to an itemized budget, copies of
documentation of licencing and incorporation in the State of Florida, names
and positions of Board of Directors, organizational responsibilities,
recent audit report or certification of sound fiscal management,
income/FICA tax certification and IRS identification number, personnel
policies and procedures, affirmative action plan, documentation of
applicable insurance and bonding, and certification of absence of debarment
and suspension.
A more extensive agreement will be submitted for your signature as soon as
possible.
It is very important that you sign this contract and return it to Emma del
Forn, SFETC Assistant Director for Operations, to be received no later than
January 31, 1992. If you have any questions please call Ms. del Forn at

The undersigned have the authority to legally bind by contract the entities

AGREEMENT FOR A PRELIMINARY/LETTER CONTRACT FOR A JOB

ZONE PROGRAM GRANT IN THE AMOUNT OF $77,942 FOR THE MIAMI

We are pleased to advise you that the City has received official
notification from the South Florida Employment and Training
Consortium (SFETC) , of our allocation of $77 , 942 for fiscal year
1992 , under the Job Training Partnership Act (JTPA) Title II-A
Enterprise Zone Program. Please be advised that this is a
performance based grant, therefore costs are reimbursable to the
City, based on the actual number of placements made.
On December 3 , 1991, the Department of Economic and Community
Development submitted an application for the above referenced
program which is targeted to serve the developmentally disabled
(mentally retarded) segment of the population which resides in two
eligible Enterprise Zones (South Beach - E2 1415 and North Central
Dade - E2 1400) .
This grant award will allow the City to undertake a Supported

is a unique opportunity to enable developmentally disabled
(mentally retarded) individuals to become functionally employed
within our community.
At this time, it is necessary that the attached preliminary/letter
contract be executed in order for the City to obtain this grant.
Since an extension has been granted, the preliminary/letter
contract must be received by the South Florida Training Consortium
by February 14 , 1992 .
We will present the full contract package, when received, to the
City Commission for approaval.
ADMINISTRATION RECOMMENDATION:
The Administration recommends adoption of the attached Resolution
authorizing and directing the Mayor to execute the attached
preliminary/letter contract, and to appropriate said funds for
expenditures.
