RFP NO. 32-96/98 Fo.R PARKING CASHIERS AND ATTENDANTS Fo.R THE CITY o.F MIAMI BEACH MUNICIPAL PARKING WHEREAS, on November 15, 1996, a Request for Proposals was issued to solicit proposa. s f )r Parking Cashiers and Attendants for the City of Miami Beach Parking System (RFP No.32-96/98); ald WHEREAS, a Selection Committee appointed by the City Manager met twice, first to short-li:;t t Ie respondents, and second, to rank the respondents according to the RFP; and WHEREAS, the Selection Committee selected VIP/Beach Parking Systems and Central PaJ'kilg System of Florida, Inc., as the top-ranked proposers; and WHEREAS, the Selection Committee's choice was split in their recommendation to the Ci y Manager; and WHEREAS, the City Manager's recommendation to the Mayor and the City Commission was 0 enter into negotiations with VIP/Beach Parking Systems. CONTRACT FUNDING: Funding is available from the Parking Department Account Number 480.0463.000312. BACKGROUND & ANALYSIS: The City of Miami Beach issued RFP Number 32-96/98 on November 15, 1996, to solicit proposa s for Parking Cashiers and Attendants for the City of Miami Beach Municipal Parking System. The Agreement will be for a one-year period, with two (2) one-year extensions at the option o:tl e City. The RFP specified that the contractor provides the labor, management, and supervision oftraimd and uniformed parking cashiers at each of the City-operated cashiered parking facilities, weeker d attended lots, and as needed by the Parking Department. The contractor would be responsibll~ fllr providing labor, management and supervision 24 hours per day, seven (7) days per week, 365 da:s per year. The regularly attended parking facilities are as follows: 7th Street & Collins A vl~me Garage (24 hrs. per day), 17th Street Garage (24 hrs. per day), 13th Street Garage (24 hrs. per da)), 42nd Street Garage (12 hrs. per day), and 12th Street & Drexel Garage (24 hrs. per day). Eighteen specification packages were mailed, resulting in the receipt of eleven proposals. fv 0 proposals reached final Evaluation Committee consideration. The first meeting, held on April 15, 1997, resulted in th~ creation ofa "short list" of two proposals, Central Parking Systems of Florida, Inc. and VIP/Bean Parking Systems, Inc. The second meeting, held on April 17, 1997, was for the purpose of hea rin .~ presentations from the two finalists. The Members of the Evaluation Committee are as follows: Elayne Weisburd, Co-chair, City of Miami Beach Parking and Transportation Commiltel: Izzy Binstock, Internal Auditor, City of Miami Beach Jacqueline Gonzalez, Acting Parking Director, City of Miami Beach Simon Cruz, City of Miami Beach resident and business person (Two other Committee members, Mark Soyka and Neil Fritz, were unable to attend.) The Evaluation Committee split evenly between the two finalists. Jacqueline Gonzalez and [Z2 y Binstock ranked Central Parking as their first choice, while Elayne Weisburd and Simon Cruz rallkt d VIP/Beach Parking as their first choice. After weighing the many factors involved in this very close competition, the City Manager decldt d that the best interest of the City would be served by selecting VIP/Beach Parking, the incumber t, and so recommended to the Commission. CONCLUSION: The Mayor and City Commission heard this item on May 7, 1997, at which Commissioner Gottlit. b made a motion seconded by Commissioner Shapiro to award the contract to Central Parking; th It motion failed on a vote of 3 - 4. Commissioner Pearlson then made a motion to approvt tl e Administration's recommendation, and Commissioner Liebman seconded his mojo 1. Commissioner Kasdin then made a motion, which Vice-Mayor Gottlieb seconded, to defer veith g on the motion until the Commission Meeting of June 18, 1997.
