Tourism and Cultural Development NUMBER OF MEETINGS HELD SINCE - January 01, 2003 SIX (6) HISTORY I ACTIVITIES: The Art in Public Places Ordinance #95-2985 was created as Chapter 82 Article 7 of the City Code book on April 5, 1995, with a committee of 7 members, with a term of two years, and appointed by City Commission. The Art in Public Places mission is to contribute to the enhancement of urban design through the creation of artwork that creates a sense of pace, an improvement to the visual environment for the citizens of Miami Beach. The AiPP Committee reviews and recommends acceptance and placement of proposed public art donations, commissions new works of public art through competitions, and recommends legislation concerning public art in the city. The AiPP Program is funded by 1.5 % of the construction budget of new cityowned or additions to city-owned buildings and/or public facilities; in addition, a required contribution of 1.5% from joint public/private projects, excluding noHor-profit projects with budgets under $8 million. (Ord. Amend. 6-6-01) The AiPP Fund is a source used to secure artists for design expertise and to create public artworks citywide and within a broad range of capital irtprovements projects. Art in Public Places may include up to two (2) members of either the Design Review Board or Historic Preservation Board in the selection of the artwork to be sited respectively. (Ord. Amend. 11-28-01) ACCOMPLISHMENTS: Welcomed new AiPP Liaison, Director of Tourism and Cultural Development, Donna Shaw. Reviewed offer to purchase George Condo "Miles Davis" sculpture sited at the Jackie Gleason for Art Basel. Conducted outreach to collectors for Collins Park acquisition. Recommended signage program to MBTMA to increase ridership. Initiated second annual temporary outdoor sculpture exhibit "Miami Beach Balls" to promote cultural tourism during the VCA's Festival Season 03-04. Hosted event kick-off reception with the Mayor. Secured marketing/PR grant for $20,000 from VCA. Met with Community Affairs, CIP, and Finance to discuss amending the Ordinance to expand the definition of public facilities to include more eligible projects. Installed two non-coin operating public viewing binoculars at the 14tn Street end to continue the project awareness. Binoculars were funded by the citizen contributions to the Flagler Memorial Restoration Project budget. Informational plaque to be installed. Authorized transfer of remaining funds to the Historic Preservation Division to be used for conservation of our historic landmark, the Flagler Memorial. Secured inkind contribution of Property Management with public seating and sanitation container at site. Approved $50,000 for Bandshell park artwork "Beatles Mandala." Initiated a program to refurbish and relocate VCA flamingos to "permanent loan" sites to promote cultural tourism. Confirmed sites include City Hall, TCD/555 Arts Annex, Garden Center, and Port of Miami. Proposed stes to include MDPL and Byron Carlyle. Transferred management of artist agreement for "Circle" project to CIP Department. Paid balance of public art consultant fee. Bonus pending Commission approval of Master Plan in fall. Welcomed long awaited fund reconciliation report by CIP/Finance departments. Updated Master Plan figures based on CIP transfer figures. Approved revisions and renaming of Golf Course lake project for ORB/Commission approval. Initiated contact with South Florida Landmine Acion Group (SFLAG) to coordinate N Shore Bandshell"Beatles Mandala" project outreach for 2/04, with a shared effort for a fundraising/commemorative event. Secured invitation from Mayor. FUTURE ACTIVITIES: Fill membership vacancy (open since 12/01). Amend Ordinance to increase funding sources. Implement Master Plan. Transition artist agreements to appropriate department for facilitation. Install identification plaques at all previously commissioned artworks (Aqua Vitae, Youth Center, Red Sea Road, Circle, Corona del Mar, Art Bridge, Arts Mural...). Partner with related groups to develop Collins Park landmark sculpture project. Partner with related groups to develop MacArthur Causeway welcome signage project parameters and budget. Assist with design tean/artist selection. Create funds database for budget (appropriations, transfers and expenditures). Create Collection'database (Inventory and condition). Create Project database (pending and in-progress). Develop a Flamingo Park central quad project. Develop de-accession, artist rights waiver, public domain, and any other applicable clauses to be added to artist contract/agreement. Develop Flagler Memorial educational incentive. Install informational plaque at public viewing site at14th Street end. Develop partnerships with other arts related groups (Arts Trust, Cultural Arts Council, Fine Arts Board, Bass Museum, Botanical Garden, etc). Develop annual temporary outdoor sculpture program for summer Festival Season. Develop annual partnership with ArtBasel for locating artwork in public spaces within the Basel Zone, and encourage a curate-for acquisition planning process. Seek approval/implementation of selected "Nina" artwork for Miami Beach golf course lake. Seek approval/implementation of selected "Beetles Mandala" for Bandshell Park project. Unveil "Miami Beach Balls" for Festival Season 03. Unveil "Circle" ceramic tile wall at North Shore Park Youth Center. Unveil "Corona del Mar" 2-story aluminum sculpture at S Pointe Streetscape Public Plaza. Unveil "Beatles Mandala" mosaic tile artwork at N Shore Bandshell Park. Review and discussion of minutes December 17, 2002 minutes were unanimously approved. (MW moved, JC seconded) II. Presentations ARTBASEL/George Condo "Miles Davis" outdoor sculpture @ Jackie Gleason: Roland Augustine of the luhreng Augustine Gallery in New York proposes the City consider purchasing/add the sculpture to the public art "collection." Originally curated by James Rondeau of Art Basel, all permits regarding installation in order, the sculpture was located in NYC in front of Chase Manhattan Bank, stainless steel:/no maintenance. AiPP discussed possible partnership for purchase with Arts Trust and Jackie Gleason. AiPP discussed the possibility of Art Basel pre- curating/seeking a donation each year to "collection." RA to submit proposal for acquisition. COLLINS PARK CUTURAl CAMPUS PR, MW and DH met with Marty Margulies and his curator Katherine Hines to seek recommendation for Collins Park, a future site for an artwork of significance. They suggest a "call" be placed in the publication "Sculpture" and that AiPP approach the artist Maya Un for possible "at-cost" or "pro- bono" consideration. They consider the site and the project architect (Stern) worthy of high-end artist interest and have offered to facilitate an acquisition. AiPP to consider competition for best work..., partner with UBS..., seek donation partners, to pursue all avenues. Jim to assist with outreach to the global art world. Action: AiPP/Jim to draft: letter of interest to Bob Mark of Gagosian Gallery (represent Maya Un). AiPP/Debra to approach Art Basel's Sam Keller with 1) Collins Park "acquisition potential" and 2) possible AiPP inclusion in percent-for-art at future ArtBasel/MB events. III. Old Business/Proiects Uodate BANDSHEll PARK BEATlES MANDALA: The park is to be restored in 2004, and AiPP proposes the "Beatles Mosaic Mandala" to be completed in time for the Beatles commemorative celebration 2/04. ElECTROWAVE: AiPP wishes to encourage the City to provide a routing map and install sufficient signage to identify vehicle stops. MOTION: AiPP makes a resolution to claim Electrowave Shuttle Bus vehicle designs as "public art" and to maintain them on the vehicle. In addition, AiPP recommends MBTMA initiate a directional signage component at bus stops to increase ridership. FESnVALSEASON/VCA: Temporary Outdoor Sculpture Exhibit: Committee discussed and approved application to VCA for support of a "Beach Balls" proposal for a temporary outdoor public art sculpture during the summer season. 4-6 foot beach balls are to be constructed entirely by artists and proposal is to include method for anchoring sculpture to sidewalk. Draft Call/Package to be sent to Yolanda and Ilija for review ASAP. 3 proposals to be reviewed for Administration/Coordination position (Laura Jamieson, Logistics Mgmnt, Market Co). GMVCB to be contacted re: site map. Artist Residency: Cultural Arts Council/VCA seeking up to 200 artists to live and create "culture in Miami Beach." FLAGLER RESTORATION: Project pending. AiPP encumbered maintenance funds of $24,000 from FY 01/02 and another $24,000 pending from FY 02/03, raised private funds ($24,000), and Planning is seeking grant to match. MIAMI GOLF COURSE UPDATE: ACE/AiPP to seek recommendation to Commission on next available agenda. NORTH SHORE YOUTH CENTER UPDATE: Artist to complete templates at Biscayne Elementary School. Planning to determine color of paint on building. MASTER PLAN: AiPP awaiting report from City Manager to Community Affairs before going to Commission with recommendation. MB public art color flyer distributed. MEMBERSHIP: (7) Lisa Austin is not eligible because she serves in another board. One (1) vacancy remains. Recommendations requested. IV. New Business City has hired Donna Shaw from Chicago to become Director of Cultural Affairs & Tourism, housed in ACE and to begin Feb. 3. PR suggested a stipend ($250) be offered to galleries for transportation etc. when invited to exhibit on 4th Floor City Hall. Consensus was to apply all monies to commissions not events. Tom voiced his interest in PAL/Beach High efforts to generate art supplies. OS suggested he look into the "adopt a classroom" program. Presentations BEATlES MANDALA: To be completed for dedication 2/04 - Kevin Arrow reported research indicates 250 sq ft of glass mosaic tile would cost $50,000 and would include manufacturing, transportation and installation. Additional expenses would be sub-flooring, artist fee and permitting. There would be no maintenance. Artist asked to come back with full scope of work and complete all-inclusive budget for under $50,000. Unveiling warrants major reception with George Harrison's wife and "Here Comes the Sun" celebration. Staff to seek assistance from Public Works/CIP. BEACH BALLS: Laura Jamieson presented her proposal to provide marketing, public relations and administration services. Dindy Yokel submitted a written proposal to provide marketing and public relations services. Additional proposals pending. MOTION: To award the PR to Dindy Co and search proposal for project administration. III. Old Business/Proiects Uodate COMMUNITY AFFAIRS: CIP presented their report of potential funding for AiPP over the next five years. City Manager supportive and suggests interpretation to be broadened to include Parks. Comm. Gross requested report of AiPP expenditures-to-date. City Manager recommends AiPP budget set-aside of 15- 25% for maintenance. Glenn Weiss recommends 15%. Comm. Bower suggested AiPP light old buildings and landmarks. AiPP agreed to continue to uphold policy that art dollars be spent on art, and public works and property management dollars be spent on maintenance. MonON: AiPP new commissions require no maintenance and agreed to 1%. COlUNS PARK: Site worthy major piece. JC spoke to Gagosian Gallery in New York to contact artist Maya Un. Collector Martin Margulies no longer viable prospect. Arts Trust, Art Basel, Ballet - potential partners. Diane Heller recommended Israeli artist Ora Segalis and submitted portfolio. Staff to draft "Call" for ISC listing. Budget $100,000. Action: Continue exploring options with Maya Un and other artists/sculptors. ELECTROWAVE: Recommendation to be made in the form of an LTC. BEACH BALLS: AiPP recommendation to Commission scheduled for 2/26. MILES DAVIS: George Condon sculpture available at discount $225,000. SMG not interested and Art Basel cannot donate it. DS to pursue ArtBasel involvement with AiPP regarding future installation potential for long term artworks and a percentage of entrance fees for public art. MOTION: AiPP will not acquire George Condon sculpture. (OS, MW) FLAGLER: SAT grant due March 20. Staff working w/Planning. Fundraiser ideas to be heard. SKY UNE: Rene Gonzalez to make presentation update in March. Water feature element not recommended. Maintenance concerns to be addressed. NS YOUTH CENTER CIRCLE: Artist to finish manufacture of tiles April/May and needs 3 weeks to install. CORONA DEL MAR: Artist working at foundry to create structure to be completed 2003. CITY HALL GALLERY: Diaspora Vibe Gallery currently on exhibit for Black History Month. Historical photos in March. Festival of the Arts Youth in April. MASTER PLAN: Projects for Convention Center expansion and 17th ST Corridor w/New World Symphony future AIPP funding sources. Manager recommended to consider allocation for educational component w/art walk and brochure/map and seek grant funding. MEMBERSHIP: (7) One vacancy pending. IV. New Business Meeting dates will go back to every 3rd Tuesday starting in March Jim, Yolanda, Pola, and Jody invited to judge Coca Cola high school art competition "Art of Harmony" held 2-4-03. Public Art in Public Schools proposal from Mimi Ferre reviewed. AiPP recommends "adopt a classroom" and Ocean Bank as potential sponsors. Review and discussion of minutes February 19, 2003 minutes were approved. I. Presentations MIAMI BEACH GOLF COURSE - SKY LINE PROJECT: Rene Gonzalez presented an update of his findings with regard to feasibility and funding. The foundation would be a "surface drop" system; the panels would be folded; the number of modular panels/concrete columns may be reduced; the curtain of water feature would be eliminated; however, lighting would be re-directed from between the stainless steel mirrored panels downward to the surface of the lake - illuminated the entire lake and reflecting back on the panels - a very subtle glowing effect which would turn the surface of the lake itself into the water feature. Even with the suggested revisions, the Artist believes the project may go over budget $20-50,000. ACTION: Artist to return with actual figures to complete project as originally presented, as well as realistic figures to revise the project as suggested. AiPP to revisit fundraising options with Meridian Loft developer. Yolanda and Jim to assist with fundraising/project presentation efforts. ROMERO BRITTO PROPOSAL: Peter Bodnarchuk, representing the artist, requested AiPP support of a monumental Britto sculpture to be sited at Lincoln Road or the Jackie Gleason. AiPP provided copy of "criteria and guidelines for donation policy" and informed Peter that Romero was just one of numerous artists of equal stature and to be fair to all, only concrete proposals for donation are considered for review. ACTION: Staff to draft letter to recommend donation of Beach Ball. II. Old Business/Proiects Uodate BEACH BALLS PROJECT UPDATE: GMCVB proposed loan of 6 beach balls for a PR stunt trip to New York. Since selection of Project Administrator has yet to be made and artist/sponsor recruitment is somewhat delayed, AiPP will re- consider request at a later date. Cre8tiv Juice declined; Sara Martin (arts handler/arts sales rep from Ft Lauderdale) submitted a proposal; however, Market Co the strongest candidate. Pola to discuss with Christina. ACTION: Press Conference/Kick-off event scheduled for April 8th at City Hall. Call to Artist deadline to be pushed back to April 25, Building Dept review week of April 28, AiPP design selection May 2. FLAMINGOS ON THE BEACH: Sid Daniels to repair/restore all sculptures for $600 to include materials and labor. VCA to submit ownership agreement in writing. Staff to propose program of permanent display. BANDSHELL PARK - BEATLES MANDALA PROJECT UPDATE: Artist/Staff working on feasibility and attempting to meet with City Departments. NORTH SHORE YOUTH CENTER - CIRCLE PROJECT UPDATE: Artist to finish manufacture of tiles April/May and install June/July. CITY HALL EXHIBIT SPACE: Current exhibit - historical photos titled "Then & Now;" Festival of the Arts Youth Gallery" scheduled for April/May. Fine Arts Board working on developing program for indoor exhibit spaces citywide. COLUNS PARK PROJECT UPDATE: Artist Maya Un working on project for City of Miami, and feels Miami Beach in too close proximity. ArnON: Call to Artists to be drafted, budget $100,000. Staff to attend CPOC meeting 3/27. COMMUNITY AFFAIRS/ORDINANCE-FUNDING UPDATE: City Manager has recommended 25% for maintenance, AiPP voted on 1% at last meeting, Glenn Weiss is comfortable with 15%. MOTION: AiPP approved of an annual 15% set-aside for maintenance of AiPP acquired or commissioned artworks only. ELECTROWAVE SHUTTLE DESIGN UPDATE: Staff working on exhibit of original designs for City Hall. FLAGLER MEMORIAL RESTORATION PROJECT UPDATE: Glenn Weiss suggests AiPP refrain from monument conservation/restoration projects, transfer all earmarked funding to Historic Preservation Dept. and considered educational component only. Presentations MB GOLF COURSE - SKY UNE update The project funding history reflects that at the time of drafting the Call to Artists, the appropriation from the golf course was approximately $34,000 so to increase funding, AiPP earmarked appropriations from Flamingo Park and Scott Rakow project. In order to reach a project goal of $100,000, private sector contributions would be needed and letters from the Mayor and the City Manager to the Flagler Holding Group (Meridian lofts), Publix, the Holocaust Memorial and the Chamber of Commerce were to no avail. Therefore, the project budget remains as stated in the Call to Artists, "up to $100,000." Rene Gonzalez has had discussions wlcity structural & electrical engineers and identified the most cost effective foundation system and is hopeful that AiPP (Jim & Yolanda) may be able to raise additional funds. Project revisions recommended - vertical columns and less floor pads. He will return in May. SOUTH FLORIDA LAND MINE ACTION GROUP Mission to create awareness of land mines in Central and S America; every 32 minutes there is a blow up and children are the main victims. land mines cost $3.50 to purchase (cheaper than barbed wire) but $300 to be removed. Paul Macartney is an advocate of land mine awareness, and it is one of Colin Powell's personal projects. AiPP/N Beach is considering a commemorative event to celebrate the Beatles visit 40 years ago. Beatles Mandala presentation could aid in fundraising as part of celebration of project unveiling (mandala banners, etc.). Permission from city may be required. JC was appointed liaison for this project. III. Old Business COLUNS PARK CENTRAL QUAD Maya Un not available (committed to City of Miami). $135,000 may not be enough for a major piece from a recognized sculptor, but may be sufficient for an emerging artist. OS and JC will explore options. Collins Park Oversight Committee requesting update at their meeting 5/9. COMMUNITY AFFAIRS Draft Ordinance Amendments, ClP reconciliation, budget projections, and master plan are all to be presented at next meeting, prior to going to commission for approval. With Ord. Amendments appropriations could provide up to $55,000 more, and there are approx $500,000 for the next 2-3 years, plus NWS funding and CCenter renovations which could generate an additional 500-1MIL. Artists lack a pre-fabricated permitted form to work on and space to work on something with a minimum of 4-feet in diameter. Arts Trust has agreed to process payments and expenditures. COLLINS PARK Donna recommends AiPP partner with the Friends of the Bass for funding and outreach. Staff to contact Alex Lamis the project architect for an update. COMMUNITY AFFAIRS Staff has been working with consultant and legal to draft amendments to Ordinance to reflect the following: - to NOT include contingency allowances - to include change orders over $500,000 - to define site work - to broaden the definition of "public facilities" to include more eligible projects for funding ." "including but not limited to additions to, or renovations of buildings, pools, parks, and recreation trail construction" - to appropriate 50% to AiPP with the annual CIP budget, and the remainder at the time of contract award - to include reference to parameters of site restrictions with regard to RDA and bond funds - to include the geographic sectors (south, mid, north) of Miami Beach in the process of site selection - to include the right to set aside up to 15% of the annual budget for conservation Staff to research the impact of funding with the more broadened view of public facilities prior to next meeting of Community Affairs. FLAGLER RESTORATION AiPP has collected citizen contributions at fundraisers held 5/23/01 and 2/19/02 in the amount of $24,500, for the restoration of the Flagler Memorial on Monument Island. Prior to transferring the monies to the Historic Preservation Division to serve as matching grants for restoration, AiPP will purchase two public viewing binoculars (l-adult, l-child/ADA), a bench, and a plaque, to be installed at the 14th Street end off of West Avenue. This site is newly landscaped and streetscaped and is in close proximity by land. The site is to become a means of awareness and outreach for future funding and education. Staff to draft letter to contributors/community of historic sites and educators. MOTION: to use the Flagler monies to purchase two public viewing binoculars and a bench to further awareness for education and restoration of the historic site. Rene would also like to rename the artwork "Nina" after his daughter. Staff to schedule meeting with GP and the golf course architect to discuss final details. AiPP agreed to recommend advancement of funds for soil boring tests to be conducted prior to DRB presentation. AiPP requested assistance from TCD. Staff to schedule item for Design Review in August and Commission in September. Old Business BEACH BALLS Merle reported that the Project Administrator had resigned and the Public Relations/Marketing firm has completed three months of the 5 month agreement and has been paid accordingly. There are 7 balls confirmed and 7 balls pending for display during the summer 03. The Arts Trust has agreed to process payments and expenditures and TCD is assisting with securing space for artists to work. A pre-fabricated template has been obtained. Recommended part-time temp assistance can be paid from ball sponsorship. COLUNS PARK CIP to coordinate. Jim, Debra, and Merle volunteered to attend future meetings of Collins Park Oversight Committee. COMMUNITY AFFAIRS Ordinance draft under review by Executive Staff. Item to be discussed by Community Affairs in July. Committee will be informed. FLAGLER RESTORATION AiPP has authorized the purchase of two public viewing binoculars and a bench ($4500) to be installed at the end of 14th Street as an educational component to the master plan and for continued awareness of the restoration needs.
