AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AMENDING CHAPTER 2 OF THE MIAMI
BEACH CITY CODE, ENTITLED "ADMINISTRATION," BY AMENDING
ARTICLE IV, ENTITLED "OFFICERS AND EMPLOYEES," BY AMENDING
SECTION 2-191, ENTITLED "ENUMERATION OF ORGANIZATIONAL
UNITS," BY AMENDING SUBSECTIONS (G), (I), (Q), AND (R) THEREOF TO
REPLACE THE NAME OF "DEPARTMENT OF EMERGENCY
MANAGEMENT" WITH THE "PROPERTY MANAGEMENT DEPARTMENT",
TO CHANGE THE NAME OF THE "TRANSPORTATION DEPARTMENT" TO
THE "TRANSPORTATION AND MOBILITY DEPARTMENT", TO CHANGE
THE NAME OF "OFFICE OF COMMUNICATIONS" TO THE "OFFICE OF
MARKETING AND COMMUNICATIONS", AND TO CHANGE THE NAME OF
"OFFICE OF BUDGET AND PERFORMANCE IMPROVEMENT" TO THE
"OFFICE OF MANAGEMENT AND BUDGET"; AND FURTHER AMENDING
SECTION 2-191 BY CREATING SUBSECTIONS (Y) AND (Z) TO ADD THE
"OFFICE OF INSPECTOR GENERAL" AND THE "FLEET MANAGEMENT
DEPARTMENT"; AND, PROVIDING FOR REPEALER, SEVERABILITY,
CODIFICATION, AND AN EFFECTIVE DATE.
WHEREAS, subsection (g) of Section 2-191 of the Miami Beach City Code must be
amended to remove the name "Department of Emergency Management," as the department has
been incorporated into a division under the Fire Department; and
WHEREAS, as such, "Department of Emergency Management" will be replaced with
"Property Management Department", which was formerly a division of Public Works but is now a
standalone department; and '
WHEREAS, subsection (i) of Section 2-191 of the City Code must be amended to change
the "Transportation Department" to the "Transportation and Mobility Department," in order to more
accurately reflect the department's mission, with an emphasis on multimodal mobility; and
WHEREAS, subsection (q) of Section 2-191 of the City Code must be amended to change
the name of the "Office of Communications" to the "Office of Marketing and Communications," in
order to more accurately reflect the department's mission, which now includes marketing,
sponsorships, the City's website and community outreach in addition to the communications such as
press relations and digital media; and
WHEREAS, subsection (r) of Section 2-191 of the City Code must be amended to change
the name of the Office of Budget and Performance Improvement" ("OBPI") to the "Office of
Management and Budget," to reflect the current role and mission of the department, and to assign a
name most commonly used in municipalities; and
WHEREAS, in addition, the OBPI has undergone substantial changes over the past few
years, with the Audit and Organizational Development Division removed from the department and
strategic planning and resiliency functions shifted to the Finance Department and to the Chief Resiliency
Officer, respectively: and
WHEREAS. on February 23, 2019, the Mayor and the City Commission adopted
Ordinance 2019-4239, creating the Office of the Inspector General; and
WHEREAS. as such, Section 2-191 of the City Code must be amended in order to create
subsection (y)and add the "Office of the Inspector General"
WHEREAS, Section 2-191 of the City Code must be amended in order to create
subsection (z) and add the "Fleet Management Department," which was formerly a division of
Public Works but is now a standalone department. _
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA:
SECTION 1. Section 2-191 of Division I. of Article IV. of Chapter 2 of the City Code, entitled
"Administration," is hereby amended as follows:
CHAPTER 2
ADMINISTRATION
ARTICLE IV. OFFICERS AND EMPLOYEES
Division I. Generally
Sec. 2-191. Enumeration of Organizational Units.
The administration or organization units of the city shall be as follows:
(a) Office of the city manager.
(b) Office of the city attorney.
(c) Office of the city clerk.
(d) Finance department.
(e) Human resources department.
(f) Building department.
(g) Property management department Department of emergency management.
(h) Parks and recreation department.
(i) Parking department.
(j) Fire department.
(k) Police department.
(I) Transportation and mobility department.
(m)Public works department
(n) Office of housing and community services.
(o) Code compliance department.
(p) Office of capital improvements projects.
(q) Office of marketing and communications.
(r) Office of management and budget and performance improvement.
(s) Information technology department.
(t) Procurement department.
(u) Tourism and culture department.
(v) Planning department.
(w) Environment and sustainability department.
(x) Economic development department.
(y) Office of the inspector general.
(z) Fleet management department.
SECTION 2. CODIFICATION
It is the intention of the Mayor and City Commission of the City of Miami Beach, and it is
hereby ordained that the provisions of this ordinance shall become and be made part of the Miami
Beach City Code. The sections of this ordinance may be renumbered or relettered to accomplish
such intention, and the word "ordinance" may be changed to "section," "article," or other
appropriate word.
SECTION 3. REPEALER
All ordinances or parts of ordinances in conflict herewith be and the same are hereby
repealed.
SECTION 4. SEVERABILITY
If any section, subsection. clause or provision of this Ordinance is held invalid, the remainder
shall not be affected by such invalidity.
SECTION 5. EFFECTIVE DATE
This Ordinance shall take effect on the 2( day of Se ti019

RECOMMENDATION
The Administration recommends approval of the ordinance.
ANALYSIS
The administration finds the need to update Chapter 2 of the Miami Beach City Code entitled
"Administration" by amending Article IV, entitled "Officers and Employees,"by amending
division I, entitled "Generally," by amending section 2-191, entitled "Enumeration of
Organizational units," we have had departmental changes and need to amend subsections (g),
(i), (q), and (r). We need to eliminate subsection (g) Department of Emergency management.
The department has been incorporated into a division under the Fire Department. Subsection
(g) will now be the Department of Property Management. The Department of Property
Management was formerly a division under the Public Works department however, it is now a
standalone department. Subsection (i) will be updated to change the name of "Transportation
Department" to "Transportation and Mobility Department" in order to more accurately reflect the
department's mission with an emphasis on multimodal mobility. Subsection (q)will be updated to

change the "Communication's Department" to the "Office of Marketing and Communications," in
order to more accurately reflect the department's mission, which now includes marketing,
sponsorships,the City's website and community outreach in addition to communications such as
press relations and digital media. Subsection (r) will be updated to change the name of the
"Office of Budget and Performance I mprovement" to the "Office of Management and Budget"
to reflect the current role and mission of the department and to assign a name most commonly
used in municipalities. The administration finds the need to add subsection (y) "Office of
Inspector General". In February 2019 the Mayor and the City Commission adopted Ordinance
2019-4239, creating the Office of the Inspector General. There is a need to add subsection (z)
"Fleet Management Department" which was formerly a division of the Department of Public
Works and is now a standalone department.
CONCLUSION
The Administration recommends approving the proposed ordinance amendments and setting a
second reading
