A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, URGING THE FLORIDA
LEGISLATURE TO APPROVE THE $1.3 MILLION BUDGET
NECESSARY FOR THE IMPLEMENTATION OF THE ELECTRONIC
REGISTRATION INFORMATION CENTER("ERIC") PROGRAM DURING
THE 2020 FLORIDA LEGISLATIVE SESSION, AND DIRECTING THE
CITY CLERK TO SEND A COPY OF THIS RESOLUTION TO THE
MEMBERS OF THE COMMISSION OF MIAMI-DADE COUNTY, FLORIDA
LEAGUE OF CITIES, INC., AND TO ALL MEMBERS OF THE SOUTH
FLORIDA LEGISLATIVE DELEGATION.
WHEREAS, pursuant to Senate Bill 276, entitled "Voter Registration List
Maintenance," which was enacted during the 2018 Legislative Session, Florida will join
the non-partisan Electronic Registration Information Center ("ERIC") program, a
bipartisan cooperative working to improve the accuracy of America's voter rolls; and
WHEREAS, as part of the ERIC program, Florida's voter registration data will be
cross-checked against information from 28 other states; and
WHEREAS, the ERIC program was developed in 2012 by the nonprofit Pew
Charitable Trusts, and uses voter registration rolls of its member states to compare voting
list; and
WHEREAS, the system works by combining voter registration information with
other databases, such as driver license records, Social Security numbers and the U.S.
Postal Service's national change of address registry and relies on algorithms designed to
detect inaccuracies in member states' data; and
WHEREAS, the program will allow Florida to identify duplicate registrations, and
outdated records from voters who have moved or died and determine who is eligible to
vote but has not yet registered; and
WHEREAS, states that have joined ERIC report having an increase in voter
registration rates and more accurate voting lists; and
WHEREAS, the ERIC program requires states to send mailers to eligible but
unregistered voters every federal election cycle; and
WHEREAS, the cost of joining and implementing ERIC is approximately $1.3
million; and
WHEREAS, joining ERIC is a significant development for Florida — and could
result in millions of eligible voters added to the voting rolls; and
WHEREAS, as such, the Mayor and City Commission of the City of Miami Beach •
urge the Florida Legislature to approve the budget of $1.3 million for the implementation
of the ERIC program during the 2020 Legislative Session.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City •
Commission hereby urge the Florida Legislature to approve the$1.3 million budget necessary for
the implementation of the Electronic Registration Information Center("ERIC") program during the
2020 Florida legislative session, and directing the City Clerk to send a copy of this Resolution to
the members of the commission of Miami-Dade county, Florida League of Cities, Inc., and to all
members of the South Florida Legislative Delegation.
