A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE
CITY MANAGER TO REVOKE ALL CURRENT PARKING
DECALS ISSUED WITHOUT EXPIRATION DATE, AND
PROVIDING THAT, HEREAFTER, WITH THE EXCEPTION
OF TEMPORARY PERMITS ISSUED FOR THIRTY DAYS OR
LESS, ALL CITY PARKING DECALS ISSUED TO ALL
CITY EMPLOYEES, BOARD AND COMMITTEE MEMBERS
AND ALL OTHER INDIVIDUALS SHALL BE ISSUED ONLY
ON A YEARLY BASIS AND SHALL BE ISSUED ONLY TO
PERSONS ENGAGED IN REGULAR AND NECESSARY,
SERVICE TO THE CITY WHICH REQUIRES THEM TO
PARK A VEHICLE AT METERED LOCATIONS WITHIN THE
CITY.
WHEREAS, monies generated by metered parking within the City
are a significant source of revenue needed for the operation of the
City' s parking system; and
WHEREAS, the City Commission believes that, with the exception
of decals issued to certain active City employees, City parking
decals exempting the recipients from paying for metered parking
within the City of Miami Beach should only be issued to persons who
are currently engaged in regular and necessary service to the City
and who need to park a vehicle while performing such service; and
WHEREAS, the City Commission has been informed that City of
Miami Beach Parking decals have been issued to certain recipients
who are not currently engaged in service to the City, and that the
exemption of such persons from the necessity of paying for metered
parking within the City is unwarranted and costly to the City; and
WHEREAS, the City Commission believes that, with the exception
of temporary permits issued for thirty (30) days or less, City
parking decals should only be issued on a yearly basis so as to
insure that they are being issued to appropriate recipients.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is hereby
directed to revoke all current City of Miami Beach parking decals
issued without expiration date at the earliest practical date, and
that hereafter, with the exception of temporary permits issued for
thirty days or less, all parking decals issued to all City
employees, Board and Committee members and all other individuals

shall be issued only on a yearly basis and shall be issued only to
persons engaged in regular and necessary service to the City which
requires them to park a vehicle at metered locations within the
City; the Administration is further directed to notify all current
holders of City parking decals of this Resolution as soon as
possible.

SUBJECT: RESOLUTION - PARKING DECALS
Commissioner Susan Gottlieb requested that the City Attorney's
Office draft a resolution providing that, with the exception of
temporary permits issued to persons needing them for thirty days or
less, all City parking decals issued to city employees, board
members and other individuals shall only be issued on a yearly
basis. The resolution also provides that City parking decals
issued without an expiration date shall be revoked, effective at
the earliest practical date, and that, hereafter, the yearly city
parking decals issued shall only be issued to persons employed by
or engaged in service to the City who need to park in metered
spaces in connection with such duties or service.
Commissioner Gottlieb has also included materials pertaining
to City policy for issuing temporary permits to certain individuals
and decals to employees.

CITY PARKING PERMITS
(NON-EMPLOYEES)
POLICY
From time to time, certain individuals other than city employees perform work on behalf of
the City. These individuals would include, but not be limited to, the following: consultants,
volunteer workers, employees from other governmental jurisdictions, visiting dignitaries, etc.
These persons may be issued a temporary parking permit which allows them to park free of
charge at specific city parking meters. These permits are granted at the discretion of the City
Manager. An annual list is to be submitted for the Commission OK.
PROCEDURE
1. The City Manager forwards a requesting memorandum to the Parking Director.
This request will specify the name of the person, type of vehicle, license plate
number, the nature and location of the business to be conducted while utilizing
these permits, and the appi xirnate duration of the activity. No permit shall be
valid for more than thirty days.
2. The parking department will issue a numbered temporary permit with an
expiration date upon receipt of the requesting memorandum. The meter
locations where the permit shall be valid will be determined by the Parking
director, unless the requesting memorandum states otherwise.
3. When the permit is received, the individual will sign the requesting
memorandum which will be kept on file in the Parking Department.
Additionally, this information will be entered into a computer for future
reference.
4. only one permit per requesting memorandum will be issued. If additional
permits are needed, they must be submitted through a new memorandum from
the City Manager.

CITY-WIDE PERMITS
POLICY
Employees who have a frequent need to use their personal vehicles on City business maya be
issued a city-wide parking permit which allows them to park free of charge at nay city parking
meter. These permits are granted at the employee's Department Director's discretion, and
are subject to the approval of the Personnel Director.
The Mayor and City Commissioners shall receive a maximum of two (2)*city-wide decals for
use on their private vehicles. These decals shall bear an expiration date which shall be the
last day of their term of office. Upon leaving office, each commissioner shall receive one
decal per year.
PROCEDURE
1. The employee's Department Director forwards-a requesting memorandum to the
Personnel Director. The request must specify that the employee will frequently utilize
his/her vehicle for City business and must also specify the make, model, year, and
license plate number of the vehicle.
2. The employees must further justify the use of the city-wide decal by filling out the City-
wide Parkina Decal Loa for a period of one (1) month. This log can be obtained from
the Personnel Department. After review, the Department Director signs the log and
forwards it to the Assistant to the Director of Personnel. A sample of this log is
provided following this procedure.
3. City Commissioners may go directly to the Parking Department with their vehicle to
receive their decal. A document will be kept on file, signed by the Commissioner, to
verify receipt. Replacement decals will be issued upon receipt of the old decal or the
remains of same.
NOTE
Upon separation from the City, any employee who has been issued any type of parking decal
must scrape it off the windshield of the vehicle and return the decal to the Personnel
Department. The employee's last paycheck will not be released until the decal has been
returned.
