SUBJECT: Historic Preservation Board Recommendation Pertaining to
an Application for a Certificate of Appropriateness for
Demolition of Properties Located at 638-666 Collins
Avenue
The Request
The applicant, Ballet Valet Corp. , is requesting a Certificate of
Appropriateness to:
1. Partially demolish the structure located at 638 Collins
Avenue; and,
2 . Partially demolish the structure located at 660-666 Collins
Avenue.
The above noted buildings are located in the Ocean Drive/Collins
Avenue Historic District. The proposed new use for the site will
be an at-grade parking lot.
Review Process
The City's Zoning Ordinance establishes •a review process for
applications seeking a Certificate of Appropriateness for
Demolition for historic and non-historic buildings. Should the
Historic Preservation Board confirm the staff's non-historic
classification of a building, then the owner is permitted to
demolish the structure without further review. Should the Historic
Preservation Board find the property is historic, then the Historic
Preservation Board submits a recommendation pertaining to the
issuance of a Certificate of Appropriateness for Demolition to the
City Commission, who will make the final determination as to
whether a permit for demolition should be issued. The City
Commission is required to hold a public hearing prior to making its
decision on the issuance.
Analysis of Existing Structures
638 Collins Avenue: Built as a Greyhound Bus Terminal in 1947, the
structure has also been known as the Dipper Bar and most recently,
Chow Restaurant. The building is representative of the development
period of the Ocean Drive/Collins Avenue Historic District. The
structure is classified as "historic" in the Miami Beach Historic
Properties Data Base. The building was designed by Russell
Pancoast (grandson of John Collins) who is considered as a local
master architect.

660-666 Collins Avenue: Built in 1925 as the Coral Hotel, the
structure has had numerous names including the Buckeye Hotel and
Sydell 's Fruit Stand. The building has architectural significance
and is representative of the significant development period of
Miami' Beach. The structure is classified as "historic" in the
Miami Beach Historic Properties Data Base. The building was
designed by Robert Taylor, who is considered to be a local master
architect.
Other Buildings on Site: Two other buildings on site were
determined by the Historic Preservation Board to be non-historic.
Evaluation Criteria
The attached chart (see the Historic Preservation and Urban Design
Department report) presents an analysis of the Evaluation Criteria
(Section 19-6 (C) (5) of the Zoning Ordinance) . Staff finds that the
Historic Preservation Board's recommendation is consistent with the
Evaluation Criteria.
Historic Preservation Board Recommendation
The Historic Preservation Board heard the request at a public
hearing on February 6, 1992. At this meeting the Board took the
following actions:
1. The structures located at 638 and 660-666 Collins Avenue were
classified as historic. The structures located at 658 and 666
(rear) Collins Avenue were classified as non-historic.
2. The Board recommends that the City Commission approve the
partial demolition of 638 Collins Avenue. The front (east)
portion of the structure shall be retained to a depth of
approximately 16 feet and rehabilitated as indicated in plans
submitted to the Board.
3 . The Board recommends the City Commission approve the partial
demolition of 660-666 Collins Avenue. The front (east)
portion of the structure shall be retained to a depth of
approximately 16 feet. A new rear wall shall be constructed
and surfaced with stucco. The building shall be painted to
provide an adequate public appearance.
The Board noted that its affirmative recommendation for partial
demolition to create a parking lot was based on conditions
particular to this application and does not establish a precedent
in favor of partial demolitions or demolition of historic buildings
for parking.
Administration Recommendation .
The Administration recommends that the City Commission approve the
Historic Preservation Board recommendation and adopt the attached
resolution.

At ' s February 6, 1992 meeting, the Miami Beach Historic
Preservation Board took the following actions:
1 . The Board determined that the structures located at 658
Collins Avenue and the rear building at 666 Collins Avenue are
non-historic. Therefore, you may apply for a permit from the
Building Department to demolish these structures subject to
the following condition:
A building permit has been paid for and issued
on the proposed new use as submitted to the
Board.
2 . The Board determined that the structures located at 638 and
660-666 Collins Avenue are historic.
3 . The Board voted (7-1) to recommend in favor of the partial
demolition of the two historic structures subject to the
following conditions:
a. The front (east) portion of 638 Collins Avenue shall be
retained and rehabilitated as proposed by the applicant
and included in plans submitted to the Board.

b. The front (east) portion (no less than 16 feet in depth)
of 660-666 Collins Avenue shall be retained with a new
rear wall, new stucco shall be applied and the building
painted to provide adequate public appearance. The
design of these modifications shall be approved by staff.
The Board stated for the record that its affirmative recommendation
of partial demolition was particular to this request and existing
site conditions. The Board found that these conditions did not
establish a precedent in favor of partial demolitions or demolition
to create parking.
The Board's recommendations will be transmitted to the City
Commission for scheduling a public hearing.
