A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH ABOLISHING THE
MIAMI BEACH LIBRARY ADVISORY BOARD AND
CREATING THE CITY OF MIAMI BEACH AD-HOC
LIBRARY COMMITTEE, WITH MEMBERS TO BE
APPOINTED ON AN AT-LARGE BASIS AND WITH THE
COMMITTEE TO EXIST FOR A ONE YEAR PERIOD.
WHEREAS, on February 5, 1992 , the Mayor and City Commission
passed Resolution No. 92-20443 which, among other matters,
originally considered abolishing the Miami Beach Library Advisory
Board as the library system is under the jurisdiction and control
of Metropolitan Dade County; and
WHEREAS, the Mayor and City Commission wish to constitute an
Ad-Hoc library committee on a limited term basis in lieu of
continuing the existence of a permanent Library Advisory Board.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA:
Section 1.
That Resolution No. 86-18594 , which established the Library
Advisory Board, is hereby repealed.
Section 2 .
That there is hereby created an Ad-Hoc Library Committee of
the City of Miami Beach, whose purposes and functions shall be as
described in the attached "Mission of the Miami Beach Library Ad-
Hoc Committee" prepared by Marcia R. Green and Dr. Solomon Lichter,
members of the standing Dade County Library Board of Governors.
Recommendations for appointments may be made by Marcia R. Green and
Dr. Solomon Lichter as well as others concerned with this
Committee.
Section 3.
That the members of the Committee shall total nine (9) , shall
be appointed at-large and shall be appointed by a majority of the
Mayor and City Commission.
Section 4.
That this Ad-Hoc Committee shall automatically cease to be in
MISSION OF THE MIAMI BEACH AD-HOC LIBRARY COMMITTEE
1. To encourage the City Commission to provide long range
recommendations regarding the future of library facilities on
Miami Beach, and to express citizen views on this topic to the
Commission.
2 . To identify and provide for the training of advocates for the
library who can then work effectively with all governmental
levels on behalf of the library.
3 . To work to encourage greater student use of the library by all
public and private school students, and in this connection, to
address the problem of transportation for the students to
visit the Miami Beach libraries in class groups.
4 . To promote youth and adult literacy.
5. To meet with the staff of all adult education and community
school programs on Miami Beach to encourage library use by
these students, and to encourage these students to get library
cards.
6. To reconvene the Council of Schools, comprised of media
specialists of all public or private schools attended by Miami
Beach students. The express purpose of the Council of Schools
is to promote the highest level of library service for the
students through its close cooperation with the public
library, and each other. The Board should also take on the
role of encouraging the community at large to assist efforts
of the Council of Schools, when needed. •
7 . To foster good communication between the Miami Beach community
and the library. To hear citizen concerns regarding the
library and direct an expression of these concerns to the
appropriate parties. For example, problem of parking for
library programs might be referred to the city.
8. To assure that the individuality of libraries on Miami Beach
be maintained, and that the spirit character, history, and
cultural influences of Miami Beach and its people be reflected
and preserved in generous measure in the library setting,
services, and collection. To suggest to appropriate library
staff or administration subjects for exhibits or programs
which might further this goal.
9. To encourage the privatesector to adopt the project of
supplying schools with equipment necessary for computer link
between school libraries computer system and the public
library system.
10. To report annually to the City Commission to keep it apprised
of the general progress of the library and the efforts of the
city library board, and to touch upon any related matters the
Board feels may be of significance.
