A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE AMENDMENT NO. 2 TO THE
ARCHITECTURAL AND ENGINEERING (A/E) DESIGN SERVICES
AGREEMENT BETWEEN THE CITY OF MIAMI BEACH, FLORIDA AND
CALVIN, GIORDANO AND ASSOCIATES, (CGA) FOR ADDITIONAL
ARCHITECTURAL AND ENGINEERING DESIGN SERVICES ASSOCIATED
WITH THE PREPARATION OF AN ARBORIST REPORT, REDESIGN OF THE
MAIN PATHWAY, AND PREPARATION OF SELECT RENDERINGS, FOR
THE NORTH BEACH OCEANSIDE PARK PROJECT, IN THE NEGOTIATED
NOT-TO-EXCEED AMOUNT OF $129,893, WITH PREVIOUSLY
APPROPRIATED FUNDING.
WHEREAS, on December 9, 2015, the Mayor and City Commission adopted Resolution
No. 2015-29233, pursuant to Request for Proposals No. 2015-211-KB, authorizing the Mayor and
City Clerk to negotiate an agreement with CGA, Inc. for architectural and design services for the
North Beach Oceanside Park Project (Project); and
WHEREAS, on June 23, 2016, the Mayor and City Clerk executed an agreement with
CGA for architectural and design services for the Project, in the amount of$660,220; and
WHEREAS, on July 13, 2016, on the recommendation of the Neighborhood/Community
Affairs Committee, the City Commission discussed the potential location of a skate park, and
requested that the design team provide a conceptual plan for an all-wheels park at the following
potential sites: North Beach Oceanside Park, the City's "West Lots," and the 72nd Street parking
lot (Lot 92); and
WHEREAS, on August 19, 2016, Amendment No. 1 to the Agreement was executed in
the amount of $49,330, for the preparation of additional design studies to be performed by CGA
and its sub-consultant West 8, Inc., for the development for the three (3) conceptual plans; and
WHEREAS, during the design review process comments were received regarding the
width of the pathways, and in order to reduce the amount of impervious areas, the design team,
as part of this Amendment No. 2, will revise the construction drawings to reduce the width of
the main pathway for the Project; and
WHEREAS, as required by the permitting agency, a report prepared by an ISA
certified arborist and/or ASCA registered consulting arborist must be provided, documenting
the condition and reason for removal or relocation of specimen trees; and
WHEREAS, CGA has been tasked with the preparation of renderings and graphics
which will help to visualize park improvements; and
WHEREAS, CGA has provided proposals for the modification of the pathway widths,
the preparation of a required Arborist Report and the preparation of select renderings, in
a not to exceed amount of $129,893; and
WHEREAS, City staff has reviewed the proposals and found them to be commensurate
with the additional scope and expected effort; and
WHEREAS, this Amendment No. 2 will increase the total contract amount to $839,443.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the Mayor and City Clerk to execute Amendment No. 2 to the
Architectural and Engineering (NE) Design Services Agreement between the City of Miami
Beach, Florida and Calvin, Giordano and Associates, (CGA) for additional Architectural and
Engineering Design Services associated with the preparation for an Arborist Report, redesign of
the main pathway, and preparation of select renderings, for the North Beach Oceanside Park
Project, in the negotiated not-to-exceed amount of $129,893, with previously appropriated
funding.

This Amendment No. 2 to the Agreement made and entered this '1 day of ; 2019, by and
between the CITY OF MIAMI BEACH, a municipal corporation existing under the laws of the State
of Florida, having its principal offices at 1700 Convention Center Drive, Miami Beach, Florida 33139
(hereinafter referred to as CITY), and Calvin, Giordano and Associates, Inc., having its offices at
1800 Eller Drive, Suite 600, Fort Lauderdale, Florida, 33316 (hereinafter referred to as CGA).
RECITALS
WHEREAS, on December 9, 2015, the Mayor and City Commission adopted Resolution

covenants, agreements, terms, and conditions herein contained, and other good and valuable
consideration, the respect and adequacy are hereby acknowledged, do agree as follows:
1. ABOVE RECITALS
The above recitals are true and correct and are incorporated as a part of this Amendment
No. 2.
2. MODIFICATIONS
A. The Agreement is amended to incorporate Exhibit A — Additional Services Agreement
(incorporating proposals for each of the additional scopes of work, CGA Nos. 15-7934.4;
15-7934.5; and 15-7934.6).
3. RATIFICATION
The City and Consultant ratify the terms of the Agreement, as amended by this Amendment
No. 2. Except as provided herein, the terms of the Agreement, as amended, remain
unchanged and in full force and effect.

Construction Services Due to the client's request for work outside the original scope of services, Calvin, Giordano&
Data Technologies& Associates. Inc. will provide the following additional services:

Electrical Engineering As of the drafting of this proposal,the construction plans for the North Beach Oceanside Park
Engineering have been 100%complete and are in the bidding phase. On June 24. 2019 CGA supported CIP
Environmental Services Staff in presenting the project to the City's 'Ready Team'. At that meeting, the 'Ready Team'
Facilities Management made requests for revisions to the design in anticipation for a presentation to the Commission's
Geographic Information
Systems(GIS) Sustainabilityand Resilience Committee meeting. CGA prepared graphic visualization
Governmental Services modifications under a separate contract to solicit feedback, comments and final approval of the
Landscape Architecture revisions from the Commission's SRC members. The design revisions were presented to the
Planning SRC on July 19, 2019. At that SRC meeting, the Committee approved the revisions identified
Project Management and recommended by the'Ready Team'. These revisions will have an impact on the plans that
Redevelopment are already out to bid, as they will require revisions to the plans set that will have to be issued
&Urban Design via an addendum to the bid. Even though the changes seem minimal and simple, it is important
Surveying&Mapping to note that the reduction of the walkway width will impact almost ALL plan sheets, as they will

• The site plans will be revised to reflect the new, narrower width
for the Atlantic Way portion of the walkways. As agreed with
City Staff and in an effort to address the width revisions requests
of the 'Ready Team'and SRC,the revisions to the width of the
walk will be originated from the westernmost edge of the
proposed walkway geometries. CGA will cloud and annotate all
modifications as a revision for the forthcoming addendum.

2. Task 2 - Revisions to the proposed Site Material Plans
• At the request of the 'Ready Team'and SRC, a new material or
texture revision will be introduced down the center of the overall
width of the Atlantic Way pathway. This request was made by
City Staff in an effort to introduce a material change to the
walkway that would make it seem narrower. New areas for
material assignment designation will need to be drafted and
incorporated into the plans. It is the assumption of this proposal
that the final choice of material or texture is at the discretion of
the CGA Project Manager, and that approvals are not required
by any other City Staff member or any other department. The
`Ready Team'confirmed that the modification will not have to be
re-submitted to the Design Review Board. As such, this
proposal assumes that the material changes do not require
services related to DRB submittal, meeting attendances, or any
other related effort. CGA will cloud and annotate all
modifications as a revision for the forthcoming addendum.
Impacted sheets include SP-200 and SP-P201 through SP-P207.
3. Impact on Existing Trees (Task 3 through Task 7): A preliminary
analysis of the existing planting allows us to determine that several
trees are positively impacted by the reduction in the width of the
walkway. This could represent a reduction of up to 35 trees that were
initially planned for relocation. As such, the following revisions will
need to be made to reflect these changes:
• Task 3—Revisions to the Tree& Palm Removal Schedules to
reflect the change in"Action"assigned to each of the impacted
trees. CGA will cloud and annotate all modifications as a
revision for the forthcoming addendum. Impacted sheets include

• Task 4—Revisions to the proposed Tree Preservation Plans and
the symbols assigned to the tree changes. CGA will cloud and

• Task 5—Revisions to the Tree Receptor Index schedules to
reflect the fact that the identified trees will not be relocated.

• Task 6—Revisions to the"free Relocation Plan will need to be
made to remove the identified trees'previously identified
receptor locations. CGA will cloud and annotate all

• Task 7—Revisions to the Tree& Palm Receptor Plan will need
to be made to remove all trees previously identified to be
relocated to a new location. CGA will cloud and annotate all

4. Task 8—Revisions to the Soils Suspension Plans
• Based on the results of the existing tree impacts revisions
performed in Tasks 3 through 7, CGA will perform revisions to
the Soils Suspension Plans to remove or add areas where soil
suspension is recommended consistent with the requests from the
Urban Forestry Department of the City of Miami Beach. CGA
will cloud and annotate all modifications as a revision for the
forthcoming addendum. Impacted sheets include SP-P301
through SP-P307.
5. Task 9— Revisions to the Luminaire Plans
Exhibit A- Pg. 4 of 24
• CGA will modify the length and depiction of the proposed
sleeves to be provided beneath the proposed walkways. CGA
will need to revise the locations of up to 11 light poles. CGA
will cloud and annotate all modifications as a revision for the
forthcoming addendum. Impacted sheets include SP-P611
through SP-P617.
6. Task 10—Revisions to the Photometrics Plans
• The shifting of the poles, even if slight, will impact the light
distribution of the revised design. As such, once the revision to
their locations are finalized as impacted by the change of the
width of the pathway, a new photometric plan will have to be
developed to ensure that an even spacing of lighting is achieved
to address the safety concerns of the Police Department. The
City is hereby notified that if additional new poles need to be
included to prevent dark spots, this WILL require the submission
of a revised set of plans to the Florida fish and Wildlife
Conservation Commission(FFWCC) and Florida Department of
Environmental Protection(FDEP) for consideration and
determination in the issuance of the Coastal Construction
Control Line (CCCL)permit currently under review by the State
agencies. This scope assumes that a re-submittal to FDEP or
FFWCC will not be necessary;therefore, services required to
permit any lighting revisions are not included. CGA will cloud
and annotate all modifications as a revision for the forthcoming
addendum. Impacted sheets include SP-P621 through SP-627.
7. Task 11—Revisions to the Electrical Plans
• Once all luminaire location and photometric revisions are
completed,the Electrical Engineers will revise the electrical plans
to revise the locations of any fixtures that were impacted and
provide the circuit revisions accordingly. CGA will cloud and
annotate all modifications as a revision for the forthcoming
addendum. Impacted sheets include E-P201 through E-P207.
8. Task 12—Revisions to the Grading Plans
Exhibit A - Pg. 5 of 24
• Spot elevations previously placed at the westernmost edge of the
walkway will need to be revised to the new geometries. This is
critical, as it is necessary to ensure that cross-slope pitches are
preserved for positive drainage off of the walkways and that
ADA slopes and transitions are met per the ADA code, especially
where west-east connector walkways originating from the new
and improved entrances connect to the reduced widths of the
Atlantic Way revisions. CGA will also cloud and annotate all
modifications as a revision for the forthcoming addendum.

9. fask 13 - New Material Specifications, Walkway Cross-Section and
Detail
• Consistent with the revisions identified under Task 2 of this
proposal, CGA will have to generate specifications for the new
material to be introduced. This will need to be reflected in the
material schedules. Additionally, two new overall typical
sections will need to be designed and drafted to convey to the
contractor how the material is to be installed throughout the
Atlantic Way portion in these two typical instances. A detail,
specific to the installation of the material, will also need to be
created and drafted for inclusion in the bid set. CGA will cloud
and annotate all modifications as a revision for the forthcoming
addendum. Impacted sheets include the creation and addition of
a new sheet, sheet SD-205.
10. Task 14-Revisions to the Proposed Planting Plans
• Understory shrub beds that abut the edge of the walkway will
need to be revised to reflect the new edge alignment.
Additionally,the plans currently depict the installation of a root
barrier along the edge of the walkway where trees are located.
The depiction of the location of the root barriers located
alongside the western edge of the Atlantic Way segments will
need to be revised accordingly. CGA will cloud and annotate all
modifications as a revision for the forthcoming addendum.

11. Task 15-Revisions to the Proposed Planting Schedules
Exhibit A- Pg. 6 of 24
• Revisions to the areas covered by shrub planting beds in Task 14
will result in changes to the amount of plants required for each
modified planting bed. CGA will need to calculate and quantify
the amounts of plants needed to cover the areas that were
modified and incorporate those revised quantities into the
planting schedules. CGA will cloud and annotate all
modifications as a revision for the forthcoming addendum.

12. Task 16—Revisions to the Irrigation Plans
• Resulting from modifications to the Proposed Planting Plans in
Task 14 of this proposal, irrigation lines will need to be shifted
and modified to meet the revisions in coverage areas. The
includes the relocation of spray heads,rotors and bubblers. It
also will require the re-zoning of areas for the irrigation system,
as well as re-calculation of pressure-drops resulting from the
modifications. This proposal assumes that the pressure-drop
within the system will not require an upgrade to the pump,
controller,or any other infrastructure component of the overall
irrigation system. As such, this proposal is being drafted with
the assumption that the specifications for those components
already identified for the project are sufficient, and the
recalculation of pump horsepower needs or revisions to the
electrical plans and calculations to meet these infrastructure
revisions are not included in this proposal. CGA will also need
to update the irrigation schedules to reflect any component
changes in the system design. CGA will cloud and annotate all
modifications as a revision for the forthcoming addendum.

13. Task 17—Revision to the General Sheets, as needed
• Once all modifications are complete, CGA will make any
necessary revisions to the Index Sheet, sheet G-002, and to the
Revisions Log, sheet G-011. CGA will cloud and annotate all
modifications as a revision for the forthcoming addendum.
B. SPECIFIC NOTES REGARDING THE LIMITATIONS TO THE SCOPE
OF WORK OF THIS PROPOSAL

1. When Client-directed changes require revision to the plans, these
changes will be considered services beyond the proposed scope of
work. CGA will propose a new lump sum agreement for out of scope
changes.
2. The budget does not include changes based on preference or wholesale
revisions. Requests for minor revisions, if any, will be evaluated on a
case by case basis and will be discussed with the City based on merit
of the change(s) and available budget.
3. This proposal is drafted under the assumption that the City's review
process of any the revisions outlined herein will be streamlined and
will solely be limited to coordination with assigned City Staff from the
Capital Improvements Projects Office. This proposal does not include
scope or time for coordination efforts to secure approvals from any
other department and/or agency beyond the City's CIP Department,
either directly or indirectly.
4. CGA notes that the City made a commitment to FDOT in their review
of the project for granting funding for the Beachwalk portion of the
project that no substantive modifications to the park's site plan would
be made following their commencement of all Section 4(0
coordination. Section 4(f) coordination process generally takes one to
three months to complete and must be complete prior to
Environmental Certification issued by FDOT. CGA is not capable of
qualifying whether the modifications requested by the City are deemed
substantive enough to require the re-processing of the Section 4(f)
efforts by FDOT. The determination of this shall lie solely upon the
City or the City's coordination with FDOT. Any services required
from CGA in the coordination with FDOT towards this effort shall be
provided under an Add-Services contract.
5. This proposal is drafted with the understanding that the modifications
being requested are solely for purposes of bidding and construction,
not for updating or re-permitting with any agency, including the
Florida Department of Environmental Department, Florida Fish and
Wildlife Conservation Commission, or any of the City's Departments.
C. ATTENDANCE TO MEETINGS
1. CGA anticipates a total of two(2) one-hour meetings:

• One (1)final meeting to receive all revisions being issued
2. Any request for CGA staff to attend any meetings beyond those
already stipulated in this proposal shall be provided as an add-service
under the terms of an Additional Services Agreement.

B. SCOPE TASKS AND WORKFLOW
1. Task 1 —Prepare general components of the report with arborist
information, statement of scope of work, and statement of
methodology applied.
2. Task 2—Perform Site Visit and perform on-site evaluation of trees.
CGA estimates that the Arborist accompanied by a field assistant may
be able to evaluate up to 24 trees in per day, full-time. With a total of
370 trees identified by the Urban Forestry Department that need to be
evaluated, that represents an investment of 16 days for two staff
members on a full-time basis, only to conduct the field work(256
hours total).
3. Task 3—Prepare an Arborist Report, including all the components
identified above, including all necessary evaluations and
recommendations. This includes time for the ISA Certified Arborist to
prepare the contents of the report and clerical time needed to sort field
collected data, prepare a site location map, incorporate technical
language developed by the Arborist, incorporate and place
photographs of the trees, and prepare and format the document
accordingly. Because the arborist needs to create specific
recommendations and observations notes PER tree, we are estimating
that this will require a time investment of up to 1.25 hours PER tree
(0.25 hours for the arborist to draft the technical data, 0.25 hours to
prepare the location plan, 0.25 hours to locate, format and insert
photographs, and 0.5 hours for clerical work and finalization)
representing a PER TREE cost of$131.00. This is a reduced cost
from the typical estimated amount of$423.00. We are factoring in the
assumption that several of the trees will be Seagrapes, and therefore
they may have some repetitiveness that will help to reduce the amount
of time it takes to prepare the report.

2. Limitations. In order to meet the City's budget allocated for these
visualizations, the following shall apply:
• This proposal is only for still rendering images and not for video
or animations. Because specific views of the site will be the
focus of this scope of work, an overall rendering of the entire
site improvements in plan-view will not be included. Similarly,
all scenes are limited to point-of-view shot at human eye levels.
• Still renderings and animations will be developed for external
daylight scenes only; this scope of work does not include indoor
renderings/animations or night-time renderings/animations.
• Only a limited number of scenes, to be agreed-upon by the City,
will be produced. These will be further spelled-out in the
deliverables portion of this proposal. In this manner, the labor-
intensive work of modelling the entire project area is eliminated
and replaced with only those areas that are reasonably visible
within each snapshot. Models will be created with objects (a)
only of that specific view and(b) in that specific angle of view.
While this reduces cost, it does, however, eliminate the
possibilities of adding or modifying any the views once rendered.
Any new views will have to be created from scratch.
• Develop narrowly-defined 3D models of only localized, specific
areas visible within the snapshots that will be photo-rendered.

• Only what is immediately visible within the foreground of each
scene will be modelled to a level that is specifically accurate with
the proposed improvements, with the exception of topography;
all areas within the mid-ground and backgrounds will be
rendered in a manner to approximate the proposed improvements
but shall not be required to be accurately representative of the
specific improvements.
• Reconstructing topography exponentially increases the amount
of work required to model and mesh the built environments with
extrusions that follow contours of any landforms, ensuring that
the surfaces will be continuous for graded/natural materials and
provide a `break'accordingly at proposed features (e.g.,
pathways, curbing, etc.). As such, all modelling will render the
site as flat and `notions'of topography may be attempted
through image distortions once the photo-rendering is
assembled. The intent will be to approximate the proposed
topography but it shall not be required to be accurately
representative of the topography.
• All 3d models of site amenities and furnishings(such as benches,
bike racks, fencing, bar-b-ques,picnic tables, lighting fixtures,
etc.) depicted in any model shall be readily-available, material-
textured and provided by their respective manufacturer. Where
readily-available 3d models are not available, a generic 3d model
of an amenity that may resemble the proposed amenity will be
utilized. This scope of work does not include the custom
modelling neither of site amenities nor of furnishings to be
accurate or consistent with the proposed improvements.
• Because playgrounds and shade canopies are highly modular and
customized for each unique location by the manufacturers, any
representation of the playground improvements will be depicted
with a general playground component that approximates the
experience being proposed. Custom modelling of these elements
is not included.

• 3d modelling of landscaping will be limited to trees only(shrubs
will be added in the post-processing phase of the creation of the
image). The depiction of trees will solely rely on the availability
of readily-available, textured 3d tree models. These will be
selected for their form, color and shape and will be utilized to
represent a specific tree species it most visually approximates.
Custom trees can be modelled but they require highly specialized
software to guarantee an organic look and generally can take a
minimum of 9 hours to create, per specie-type.
3. Tasked Workflow:
• Task 01: Develop a general background for the model to anchor
the snapshots so it is interpreted to be consistent with the
project's real geolocation.
- Task 01A: Develop a 3d model of the lots on the west side
of Collins, generally known as the 'West Lots', using
simple extruded massing models, that may serve as the
backdrop of the scene at the time of determining the angle
to photo-render.
- Task 01B: Develop a 3d model of the curb, sidewalk and
parking pavement striping along Collins Avenue.
Task 01 C: Develop a 3d model component of the ocean
side and the horizon consistent with the location of the
beach and the dunes to the park improvements. These will
be simple textures utilized to depict the Atlantic Ocean and
randomize the general texture of the vegetation occurring
within the dune areas.
• Task 02: Perform cad line work clean-up from the construction
plans line work to merge layers from different files, re-assign
layers as needed, and isolate line work needed for modelling to
create a modelling cad-base file.

• Task 03: Develop 3d models with their respective degree of
accuracy, determined by their location relative to the camera's
point-of-view origin and if they fall within the foreground, mid-
ground or background, as defined. These models may include:
- Proposed roadways, curbing and access points along
Collins Ave
- Proposed pathways and sidewalks, and other hardscaping
features
- 3D Monuments and Structures
Restrooms and concrete pavilion shelters
• Task 04: Incorporate any readily-available textured, 3d models
of site amenities and furnishings in their locations within the 3d
space.
• Task 05: Create 3d planting nodes for all trees consistent with
the final planting plan, separated only by specie. Distinctions
whether they are(a) existing trees to remain,(b) trees that have
been relocated, or(c) new trees that will be planted will not be
made, as this will add a minimum of an additional 5 days of work
to parse-out each individually in the node-modelling stage.
• Task 06: Assemble a palette of materials and textures that are
representative high-resolution UV textures of the proposed
improvements. These will need to be scaled appropriately so
that they render as reasonably approximate to the degree of
texture that will be perceived once constructed.
• Task 07: Merge all components into each unique scene.
• Task 08: Export all scenes from the 3d modelling platform
software to a rendering platform software.

• Task 09: In the rendering platform:
- Customize each camera angle, focal length, depth of field
setting, sun angle and time of day
Populate the scenes with (a) pedestrians and cyclists, (b)
cars, trucks, and buses, and(c)beach and the Atlantic
Ocean
Replace specie-specific tree nodes with readily-available
textured, 3d tree models.
• Task 10: Render and export each scene for post-production
photographic processing at a resolution of ultra-high definition
of 3840 x 2160 pixels. Each scene generally takes about 5-6
minutes to render and needs to be rendered 5 separate times,
each with different components (background, mid-ground,
foreground by material, amenities, pedestrians) to facilitate the
post-production processing. This is equal to approximately 30
minutes per scene.
• Task 11: Once rendered, each separate scene will be processed
by photo-rendering in Adobe Photoshop to create a photo-
montage. This includes:
- Adding and modifying environmental conditions, including
sun and clouds.
- Adding planting textures to the mid-ground and
background that assimilate the expected elements that will
be generally visible within that scene's point-of-view.
Adding photo textures to each material to increase their
perceived realism.

Performing visual distortions typical of depth-of-field
blurring and bokeh that approximates the perceived
experience of the scene.
Performing color correction to ensure that all elements
within the scene are correctly color-balanced and correctly
lit.
- Adding ambient lighting and lighting/chromatic aberrations
to approximate the experience of the viewer.
• Task 12: Export each photo-montage to a flattened jpeg format
for use in presentations and print media at a resolution of 300dpi.
4. Visualization Scene Definitions: A total of 5 exterior daylight still
renderings of the proposed improvements will be provided at ultra-
high definition image resolution of 3840 x 2160 in digital .jpeg format
for the following:
• 1) View approaching the park at a street intersection designated
as a Major Gateway
• 2) View approaching the park at the corner plaza proposed for
79th Street
• 3) View within the park looking north-easterly along'Atlantic
Way', at its intersection with of one of the circular pod paths that
lead towards the beachwalk.
• 4) View within the park looking southerly along`Atlantic Way'
with the children's playground, the restroom and the pavilion in
the mid-ground.
• 5) View westerly along a circular pod pathway with the
beachwalk gates in the foreground.

5. `Before' images: CGA will visit the site with a professional
photographer and shoot photographs of the existing conditions with
lenses that match the focal lengths being used in the renderings to
approximate as close an image as possible to generate a relatable
before-and-after comparison.
6. Aerial Drone Photography: CGA will conduct and shoot various
photographs of the existing canopy and existing conditions on-site, as
well as two (2) short bird's-eye perspective view video recordings of
panning movements focusing on the canopy in the park.
B. PREPARATION OF PRESENTATION - SERVICES PREVIOUSLY
RENDERED AT THE REQUEST AND DIRECTION OF CITY STAFF
1. CGA will prepare a presentation of the proposed improvements for
distribution to the public and to City Staff. It is expected that all
graphic contents of this presentation will be comprised of already-
produced imagery(except for those specific visualizations proposed in
this scope of work proposal), diagrams and charts and that no new
graphics will be needed.
C. REVISIONS AT THE REQUEST OF THE'READY TEAM' -SERVICES
PREVIOUSLY RENDERED AT THE REQUEST AND DIRECTION OF

1. Slide 16: Revise graphic to reduce proposed width of Atlantic Way
from 25 feet to match width of existing asphalt pathway (18 feet).
This will require some remodeling of the 3d virtual model of the
proposed improvements in order to obtain the accurate geometries of
the walkway with the requested width reduction. Additionally, the
Team requested that a material change be legible throughout the
walkway to make it seem narrower.
2. Slide 18: Revise the graphic to include a planting island at the
intersection of the various walkways. This will be done visually as a
post-processing modification without having to modify the 3d model
of the proposed improvements.

minimal additions to the 3d model to properly depict the trees and the
improvements planned.
2. Create one (1) visualization rendering from a bird's-eye view, similar
to the perspective of the drone video, depicting the relationship of the
pervious areas being proposed within the context of the overall site.
The goal is to illustrate that the amount of impervious improvements
remains below 20 percent of the overall site. This will require an
extensive addition of the 3d tree species to the virtual model in order
to illustrate the true density of the canopy to remain after construction
will be completed.
3. The additional graphics will be consistent with those elsewhere
described in this proposal at an ultrahigh image resolution of 3840 x
2160 in digital .jpeg format.

RECOMMENDATION
The Administration recommends that the City Commission approve the resolution.
BACKGROUND/HISTORY
On December 9, 2015, the Mayor and City Commission adopted Resolution No. 2015-29233,
pursuant to Request for Proposals No. 2015-211-KB, authorizing the Mayor and City Clerk to
negotiate an agreement with CGA, for architectural and design services for the North Beach
Oceanside Park(f.k.a. North Shore Open Space Park).
On June 23, 2016, the Mayor and City Clerk executed an agreement, pursuant to adopted
Resolution No. 2015-29233, with CGA for architectural and design services for the North Beach
Oceanside Park in the amount of$660,220.
On August 19, 2016, Amendment 1, in the amount of $49,330, was executed to include site
studies associated with a proposed skate park, and as detailed in CGA's proposal dated July
14, 2016, increasing the total contract amount to $709,550.
During the design review process comments were received regarding the width of the pathways.
In order to reduce the amount of impervious areas, the design team, as part of this Amendment
2 (Attachment A), will revise the construction drawings to reduce the width of the main pathway.

Additionally, this Amendment 2 will provide for the preparation of an Arborist's Report, not
originally included in the design team's scope of services. This report is required to document
current conditions of existing specimen trees and complete the permitting process.
Finally, this Amendment 2 will serve to compensate CGA for the preparation of renderings and
graphics which will help to visualize park improvements.
ANALYSIS
CGA has provided proposals for the modification of the pathway widths, the preparation of a
required Arborist Report and the preparation of select renderings, in a not to exceed amount of
$129,893. Staff reviewed the proposals and found them to be commensurate with the additional
scope and expected effort. This Amendment 2 will increase the total contract amount to
$839,443.
