170-94 RDA RESOLUTION NUMBER 1 70- 9 4 A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY RATIFYING THE CITY COMMISSION RANKING OF HOTEL DEVELOPERS AND AUTHORIZING THE COMMENCEMENT OF NEGOTIATIONS WHEREAS, in December, 1989, the City of Miami Beach created a Hotel Task Force to coordinate and evaluate means of attracting new hotel development to the City; and WHEREAS, the Hotel Task Force subsequently recommended the hiring of Laventhol and Horvath to prepare a study, completed in March, 1990, which substanitated the need for at least 1,000 new hotel rooms; and WHEREAS, recognizing limited financial resources at its disposal and no publicly owned land suitable for hotel development, the City Administration and the Hotel Task Force began to evaluate creative financial mechanisms used successfully by other cities to attract hotel development; and WHEREAS, in April, 1992, the City began the process of establishing boundaries and drafting an implementation strategy plan for what was to become the City Center/Historic Convention Village Redevelopment and Revitalization Area, which was officially established by the Metro-Dade County Commissioners in March, 1993; and WHEREAS, a professional services agreement with Arthur Andersen and Company to assist in preparing the Request for Proposals (RFP) was entered into and Bear Stearns and Company was selected as financial advisors in July 13, 1993; and WHEREAS, the formal RFP entitled "Convention Hotel Opportunities, Miami Beach, Florida" was issued in November, 1993; and WHEREAS, the City of Miami Beach received eight proposals in response to the RFP which were subsequently reviewed by the City's Legal Department and advisors; and WHEREAS, the City established a diversified Hotel Proposal Selection Committee in June, 1994, and presentations were made on June 28 and June 29, 1994 to this Committee; and WHEREAS, was held evaluate American a Workshop was held on July 19, 1994 and a Public Hearing on July 21, 1994 for the City Commission to review and the three top ranked theater proposals and the African- proposal; and WHEREAS, at the Commission ranked African-American negotiations with proposer, leading conclusion of the Public Hearing the CIty the three development teams and approved the proposal and authorized the commencement of the top ranked proposer and the African-American to the execution of a development agreement. NOW, THEREFORE, BE IT RESOLVED by the Chairman and Members of the Board of the Redevelopment Agency that the Agency Board ratifies the City Commission ranking of hotel developers and the approval of the African-American proposer and authorizes the commencement of negotiations. Carlton Executive Director SUBJECT: CONSIDERATION OF HOTEL DEVELOPMENT PROPOSALS, RATIFICATION OF CITY COMMISSION RANKING, AND AUTHORIZATION TO BEGIN NEGOTIATIONS RECOMMENDATION It is recommended that the Agency Board ratify the actions of the City Commission taken on July 21, 1994, ranking the hotel development proposals for the Convention Hotel and authorizing the Administration "to enter into negotiations with the number one ranked firm and also to enter into negotiations with the African- American firm, HCF, for the African-American setaside. In taking this action, the Agency confirms that they have considered the written and verbal submissions of the hotel proposal teams (including clarifications), a financial report from Arthur Andersen and Bear Stearns, the recommendations of the Hotel Selection Committee and the input from all concerned parties during the Public Hearing in order to make a ranking decision on the preferred development team(s) for the convention hotel as well as a "pass/fail" decision for the African-American hotel proposal. BACKGROUND A Workshop on July 19, 1994, and a Public Hearing on July 21, 1994, have been held for the City Commission and Agency to review and evaluate the top three ranked hotel proposals for the Redevelopment Agency-owned site and the one African-American proposal involving the Royal Palm and Shorecrest Hotels, as recommended by the Selection Committee. ANALYSIS At the end of the Public Hearing the City Commission ranked the development teams as follows: (1) Loews/Forest City Ratner (2) Peabody/Belz (3) Hyatt/Plaza Development The Commission approved moving ahead with negotiations with the number one ranked firm and with the African-American firm. The Commission also requested that the Administration begin the process to hire a negotiator and to structure a negotiating team. The Agency Board needs to ratify the above decisions.
