RESOLUTION 92-20503 RESOLUTION NO. 92-20503 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE PLANNING AND ZONING DEPARTMENT AND THE PLANNING BOARD TO STUDY AND SUBMIT RECOMMENDATIONS TO THE CITY COMMISSION ON THE AREA ON INDIAN CREEK AND COLLINS AVENUE SOUTH OF 63RD STREET CURRENTLY ZONED "RM-3". BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT: WHEREAS, the City Commission is concerned about the potential negative impacts of intensive development in areas which may not be suitable for such development; and WHEREAS, such negative impacts can include but need not be limited to adequate provision of public services and facilities, safe and uncongested traffic circulation, hurricane evacuation, and compatibility with adjacent land uses; and WHEREAS, the two blocks south of 63rd Street, from Collins Avenue west to Indian Creek are presently designated in the City' s Comprehensive Plan and Zoning Ordinance as RM-3 , Multiple Family High Intensity; and WHEREAS, such designations may not be suitable for this area. NOW THEREFORE BE IT RESOLVED THAT the Planning and Zoning Department and the Planning Board are hereby authorized and directed to study and submit recommendations to the City Commission on the RM-3 area on Indian Creek and Collins Avenue south of 63rd Street, and that said study should also include an analysis of the potential for acquisition of portions of the Collins Avenue property by either the Florida Department of Transportation or by another governmental agency, including the City/.f Miam , Beach. Carlton, City Manager DATE: April 29, 1992 FROM: Commissioner Susan Gottlieb SUBJECT: Item To Be Placed On May 6, 1992 Agenda Re: A Resolution Authorizing and Directing the Planning and Zoning Department and Planning Board to Study the RM-3 Area on Indian Creek and Collins Avenue South of 63rd Street Please place the following item on the next agenda. It has come to my attention that the area from 5410 to 6088 Indian Creek Drive and 5960 to 6098 Collins Avenue (see the attached map) needs re-examination and study in terms of its future development. Both blocks are currently zoned and designated in the Comprehensive Plan as RM-3 , Multiple Family High Intensity. I believe that, in light of the Commission' s concerns about overdevelopment of certain areas of Miami Beach, this area should be reviewed by the Planning and Zoning staff and the Planning Board in terms of a potential reduction in intensity. As we all know, this area has some existing traffic hazards, and there are small lots on Indian Creek which directly face a single family neighborhood. I am therefore requesting that the City Commission adopt a resolution . authorizing and directing the Planning and Zoning Department and the Planning Board to study this RM-3 area south of 63rd Street to determine the most suitable land use and zoning designations. At the same time, they should also analyze the potential for acquisition of portions of the Collins Avenue property by either the Florida Department of Transportation or by another government agency, including the City itself.
