I spoke with Nancy Wein in the Police Department regarding the
discrepancy between the current budget figure in this 4th amendment
to the 1991/92 Police Confiscation Fund Budget and the total after
the 3rd amendment. She advised that OMB found a discrepancy in the
figures for the 1st amendment, so the amounts in the 2nd and 3rd
amendments were also incorrect, but the totals listed in the 4th
amendment were correct.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, FOR THE 4TH AMENDMENT
TO THE CONFISCATION FUND BUDGET, PROVIDING
FUNDS FOR A SUMMER JOBS PROGRAM FOR
DISADVANTAGED YOUTH, FOR A COST OF $12 , 000.
WHEREAS, Section 932 . 704 (3 ) (a) , Florida Statutes, provides
for the transfer of seized property and/or funds after public
notice; such funds to be utilized for the appropriation and
expenditures of the Police Confiscation Fund for law
enforcement purposes other than normal operating expenses ; and
WHEREAS, the Chief of Police of the City of Miami Beach
has determined that the needs for expenditures and
appropriation exist and the expenditure or appropriation of
forfeiture funds is in compliance with Section 932 . 704 (3) (a) ;
and
WHEREAS, such funds are available in the Police
Confiscation Fund.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, THAT the City Commission
hereby amends the FY 1991/92 Police Confiscation Fund Budget
for the City of Miami Beach by an amount of $12 , 000 . 00 , said
amendment to result in the amended budget as reflected
hereinbelow.

SUBJECT: RESOLUTION FOR THE 4TH AMENDMENT TO THE
CONFISCATION FUND BUDGET, PROVIDING FUNDS
FOR A SUMMER JOBS PROGRAM FOR DISADVANTAGED
YOUTH, FOR A COST OF $12 ,000 .
The Administration requests an amendment to Resolution
• 91-20367 for the operating budget of the Police Confiscation
Trust Account to appropriate an additional $12 , 000. 00
providing funds for a Summer Jobs Program for disadvantaged
youth. The additional appropriation will increase the Police
Confiscation budget to $610, 741 for the fiscal year 1991/92 .
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission amend
the operating budget for the Police Confiscation Trust Account
by an amount of $12 , 000 .
BACKGROUND
The Miami Beach Police Athletic League consists of young
adults sharing a common interest in Law Enforcement. The
Explorers get a "hands on" experience concerning law
enforcement through their many function, some of which
include, traffic control , accident investigation, crime
prevention, security, field interrogation, and arrest
procedures. Explorers also participate actively in routine
police patrol . They compete with other police explorers in
statewide and national competitions covering numerous law
enforcement related topics. The Explorers assist the City of
Miami Beach and the Police Department in several ways. They
handle traffic details during special events or concerts, work
in the Communications Bureau and Report Control Center, and
hold assignments with Crime Scene and Crime prevention. In
addition, this past year they were involved in an anti-auto
theft crime prevention program entitled V I N - E T C H,
assisted in graffiti paint outs, and clean-a-thons that helped
to keep Miami Beach Beautiful !

ANALYSIS
The primary purpose of the Summer Jobs Program is to provide
jobs for disadvantaged youth of Miami Beach and the
surrounding area. The youth involved in this program will be
selected utilizing the following criteria: last year, $10, 000
was spent to hire ten members of the P.A. L. Explorers to work
in the police facility for 20 hours per week. They were paid
$4 . 25 per hour and worked four days a week, for ten weeks.
They were assigned to various divisions within the Police
Department. We spent $10, 000 and saved 2 , 000 hours of
overtime manpower hours at $10 . 00 per hour for a Clerk and
$15. 00 per hour for a Police Officer, and averaging the hourly
rate of $12 . 50 per hour. We saved approximately $38 , 000 in
overtime. That translated to wise management.
CONCLUSION
By establishing this program, we have an opportunity to reach
out and directly influence the lives of our young people in a •
positive way. Our youth are the future resources of our
community. How better can we spend monies taken from the
hands of criminals, than to put it back into the hands of our
disadvantaged youth, to educate and guide them towards a
successful , productive lifestyle.
The summer jobs program can benefit from the utilization of
confiscated funds. This program was created to assist
disadvantaged, troubled youth who are lacking in the basic
resources or conditions believed to be necessary for an equal
opportunity to succeed in life.
The Miami Beach Police Department ' s goal is to try to enhance
the P.A.L. ' s ability to provide services to disadvantaged
youth. Exposure to law enforcement and proper role models
through full time employment in summer jobs, is a viable means
of accomplishing this goal .
