RESOLUTION 92-20512 c ' RESOLUTION NO. 92-20512 A RESOLUTION AMENDING RESOLUTION NO. 92-20464, WHICH CREATED THE HISPANIC AFFAIRS COMMITTEE, BY REQUIRING THAT ANY MEMBER WHO FAILS TO ATTEND THREE REGULARLY SCHEDULED MEETINGS DURING HIS/HER TERM OF OFFICE SHALL BE REMOVED FROM THE BOARD. Be it resolved by the City Commission of the City of Miami Beach, Florida: That Section 4 of Resolution No. 92-20464 , being a Resolution creating the Hispanic Affairs Committee, be amended by changing the wording to read as follows: Section 4 . All appointments shall be made for a one (1) year term commencing April 1st and expiring March 31st. Appointments to fill any vacancy on the Committee shall be for the remainder of the unexpired term of office. A member may be removed without cause only by three-fourths (3/4) vote of the entire membership of the City Commission. When any member of the Committee fails to attend three (3) consecutive mcctingo regularly scheduled meetings during his/her term of office, without due cause, the Chairman shall certify the same to the City Clerk. Caritti /t/ City Manage( SUBJECT: RESOLUTION AMENDING RESOLUTION NO. 92-20464, WHICH CREATED THE HISPANIC AFFAIRS COMMITTEE, BY REQUIRING THAT ANY MEMBER WHO FAILS TO ATTEND THREE REGULARLY SCHEDULED MEETINGS DURING HIS/HER TERM OF OFFICE SHALL BE REMOVED FROM THE BOARD. ADMINISTRATION RECOMMENDATION: The City Administration recommends that the City Commission approve the request from the Hispanic Affairs Committee to amend Resolution No. 92-20464 . BACKGROUND: On Thursday, May 19, 1992 , the Hispanic Affairs Committee met for the first time. The Committee voted, 7-1, in favor of amending the existing Resolution in order to further define the guidelines by which the Committee is governed. ANALYSIS: The Committee determined that by removing the words "consecutive meetings" members would have a clear understanding that attendance was considered an extremely serious issue, and that more than three absences during a members term of office would be considered excessive and inappropriate. This amendment would establish a more stringent guideline in comparison to the guidelines which presently govern most other City of Miami Beach Boards and Committees. CONCLUSION: The Hispanic Affairs Committee shall meet on the first Tuesday of every month. It is the Committees intent, by requesting the City Commission to amend Resolution No. 92-20464 , to meet regularly and function in the full capacity for which it was created.
