RESOLUTION 92-20531 i RESOLUTION No. 92- 20531 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO SCHEDULE A PUBLIC HEARING TO ALLOW FOR COMMUNITY INPUT AND COMMENTS REGARDING THE PERMANENT CREATION OF RESIDENTIAL PARKING PERMIT PROGRAM #2 FOR THE CITY COMMISSION MEETING OF JULY 22, 1992. WHEREAS, the City Commission is vested with the authority to direct the Administration of the City to create residential parking permit areas; and WHEREAS, the Administration was authorized to create a temporary residential parking program in the area east of the Miami Beach Convention Center; and WHEREAS, this program is currently in effect in the neighborhood defined below during Convention Center events only; and WHEREAS, Residential parking area #2 is bounded by the centerline of Washington Avenue on the west, Collins, Liberty, and Park Avenues on the east, the centerline of Seventeenth Street on the south and Washington Court on the north (see attached map); and WHEREAS, the City Administration has received continued requests to establish the neighborhood as a full-time and permanent residential zone; and WHEREAS, the Administration has reviewed the need for the permit program and concurs with the request; and WHEREAS, the Finance Committee has reviewed, discussed and agreed that a residential parking program should be made permanent in the above referenced neighborhood. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager and City Clerk are hereby authorized and directed to schedule a public hearing at the regular meeting of the City Commission of July 22, 1992, at 5:01 P.M. to allow for public input into the creation of the Residential Parking Permit Program #2. Carlt 7 City Manager J SUBJECT: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO SCHEDULE A • PUBLIC HEARING TO ALLOW FOR COMMUNITY INPUT AND COMMENTS REGARDING THE PERMANENT CREATION OF RESIDENTIAL PARKING PERMIT PROGRAM #2 FOR THE CITY COMMISSION MEETING OF JULY 22, 1992. • ADMINISTRATION RECOMMENDATION: The Administration recommends that the - city Commission adopt the attached resolution which will direct the City Manager and City Clerk to schedule a public hearing for public comments regarding the establishment of a full-time and permanent residential parking program. BACKGROUND: In January, 1990, the Administration was posed with a situation which required immediate attention. Residents in the area east of the Convention Center expressed concern regarding unavailable parking in the neighborhood during events. After a meeting of the Finance Committee, the Administration was directed to create a temporary residential parking permit program in the zone bounded by Seventeenth Street and Washington Court on the south and north and Washington and Collins Avenues on the west and east respectively. ANALYSIS: After evaluating the program for the past eighteen months, the Administration believes that the program should be expanded. Under the current set of guidelines governing the program, the enforcement of the program is only performed during Convention Center events. Residents are unfamiliar with the schedule of activities in the Center and have expressed some concerns over the inconsistencies in enforcement. In an effort to establish an effective manner of enforcement, the program should be put into effect daily between the hours of 6:00 P.M. and 6:00 A.M. Permit fees should be adjusted accordingly. As such, it will allow the residents of the zone to be assured that parking will be more accessible during their peak hours needs. It will also avail itself to offenders and allow for a more effective means of enforcement. CONCLUSION: In evaluating a full range of parking alternatives in the Convention Center east area, the Administration has determined the most effective means of providing more accessible parking for residents is to convert temporary parking program to a permanent basis. To accomplish this task, the attached resolution will authorize the City Manager and City Clerk to schedule a public hearing at 5:01 P.M. on July 22, 1992. This will allow for the public to express their interest 203 in establishing the residential parking permit program on a full-time basis.
