Resolution 2019-31052 RESOLUTION: 2019-31052 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND CITYWIDE PROJECTS COMMITTEE AT ITS SEPTEMBER 20, 2019 MEETING, TO FUND AND IMPLEMENT A PET WASHING STATION PILOT PROGRAM, IN AN AMOUNT NOT-TO-EXCEED $5,000; AND FURTHER DIRECTING THE ' ADMINISTRATION TO TEST THE PILOT PROGRAM AT AN EXISTING DOG PARK ' AND CONDUCT PUBLIC OUTREACH PRIOR TO THE COMMENCEMENT OF THE PET WASHING PILOT PROGRAM. WHEREAS, at its June 18, 2019 meeting, the Animal Welfare Committee recommended that the City Commission consider creating a community pet washing station; and WHEREAS, at its July 17, 2019 meeting, the City Commission, at the request of Commissioner Samuelian, referred the item to the Finance and Citywide Projects Committee("FCWPC")to further discuss the concept of a pet washing station pilot program (the"Pet Washing Pilot Program"), present options for a suitable location should a Pet Washing Pilot Program be agreed upon, and possible ways to fund the Pet Washing Pilot Program; and , WHEREAS, Public Works staff has evaluated different styles of outdoor/park pet washing stations from various manufacturers; and has obtained recommendations of the Parks and Recreation Department as to the type of station that the City should consider using, and possible locations for, a Pet Washing Pilot Program, should a park setting be considered as an option for a Pet Washing Pilot Program; and WHEREAS, on September 20, 2019 , the FCWPC reviewed the options for a Pet Washing Pilot Program and favorably recommended implementation of a Pet Washing Pilot Program, in an amount not to exceed $5,000; and WHEREAS, the FCWPC additionally recommended that the Administration collaborate with the neighborhood once a park was selected for a Pet Washing Pilot Program and conduct public outreach, prior to commencement of the Pet Washing Pilot Program. WHEREAS, at its October 16, 2019 meeting, the City Commission approved the pet washing pilot program as proposed, and that such pilot program should take place at an existing City dog park. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby, accept the recommendation of the Finance and Citywide Projects Committee at its September 20, 2019 meeting, to fund a Pet Washing Pilot Program in an amount not to exceed $5,000; and further direct the Administration to test the pilot program at an existing dog park and conduct public outreach prior to commencement of the Pet Washing Pilot Program. BACKGROUND/HISTORY At its June 18, 2019 meeting, the Animal Welfare Committee made a motion requesting the City Commission to consider creating a community pet washing station and to bring findings back to their committee for further discussion. At its July 17, 2019 meeting, the City Commission approved a referral to the FCWPC by Commissioner Samuelian to further discuss this concept, present some options for location should a pilot program be agreed upon, and possible ways of self-funding. ANALYSIS Public Works staff has looked into different styles of outdoor/park pet washing stations from various manufacturers. Two styles appear to be most common. Below is the description and retail cost of some sample pet washing station: Exhibit A, Pet Fountains & Water Features: Dog-on-it Parks 'Dual Dog Wash Station$1381 •Deluxe Dog Watering Station(shower and pet water fountain)$2,347 each •Pet Fountain with Shower$3,060 each Exhibit B, Commercial Dog Washing Stations:All Paws Pet Wash Page 2272 of 2557 •APWs (sits inside of a building or existing structure)$15,000 each "Comes in completely assembled in a crate "Coin, bill or credit card acceptor 'Awning option$3,500 each In addition to the purchase price of the station, there will be installation costs such as utility hookups. The Parks and Recreation Department recommends Exhibit A for a pilot program should a park setting be considered, as it would be easier to install and maintain. Usage of this pet washing fountain would be free to the public. Proposed park locations in order of preference are: 'Belle Isle Park— If approved by the community* 'Washington Park(225 Washington Ave)OR 'Washington Park Annex(196 Collins Ave)—These sites are across the street from each other 'Flamingo Park 'Pine Tree Park 'North Beach Oceanside Park At its September 20, 2019, the FCWPC members reviewed the options for a pet washing station pilot program and made a motion to proceed with funding pilot program for $5,000. Additionally, to seek collaboration from the Parks and Recreation Department to select a park that would be a best fit for a pilot program, and conduct public outreach prior to starting the pilot program. CONCLUSION The Administration recommends accepting the recommendation of the FCWPC at its September 20, 2019 meeting, to fund and move forward with a pet washing station pilot program.
