A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AMENDING CITY OF MIAMI BEACH RESOLUTION
NO. 2019-30896 FOR THE LIMITED PURPOSE OF AUTHORIZING FRIDAY
NOVEMBER 15, 2019 AS AN ADDITIONAL DAY OF EARLY VOTING FOR THE
NOVEMBER 19, 2019 CITY OF MIAMI BEACH RUN-OFF ELECTION.
WHEREAS, in City of Miami Beach Resolution 2019-30896, the City Commission
authorized Early Voting for the City's November 2019 General, Special and (if necessary) Run-
Off Elections, to occur at Miami Beach City Hall and the North Shore Branch Library at specified
times during the two-week period commencing October 21, 2019 (for the November 5, 2019
General/Special Elections), and on Saturday, November 16, 2019 and Sunday, November 17,
2019 (for the November 19, 2019 Run -Off Election), from 8: 00 a.m. to 4:00 p.m.; and
WHEREAS, as a result of the Final Election returns from the City's November 5, 2019
General and Special Elections, a Run -Off Election is necessary and will thus be held on November
19, 2019, with a 2 -day Early Voting period as authorized per the above City Resolution 2019-
30896; and
WHEREAS, for purposes of expanding upon City voters' rights to participate in municipal
elections, and pursuant to City Code section 38-61, the City Commission hereby alters the subject
schedule of days and times of Early Voting for the City's November 19, 2019 Run -Off Election,
for the limited purpose of authorizing Friday November 15, 2019 as one additional day of Early
Voting (to be held at same locations and times as set forth above, namely Miami Beach City Hall
and the North Shore Branch Library from 8: 00 a.m. to 4:00 p.m.); and
WHEREAS, upon the City Clerk's receipt from the Miami -Dade County Elections
Department of cost estimate for this additional one day of Early Voting for the City's Run -Off
Election, same shall be provided to the City Commission via Clerk's LTC2; and
WHEREAS, all remaining matters set forth in City Resolution 2019-30896 not otherwise
inconsistent herein shall remain in full force and effect.
1 "The city commission may, by resolution, adopted in advance of a general, run-off or special
election that is not held in conjunction with a county or state election per subsection (a) above,
alter the sites and/or schedule of days (and times, when early voting is either not conducted
by the county supervisor of elections, or when the supervisor is conducting the early voting but
has not exercised the discretion to determine the early voting hours) for early voting from that
which is provided above." Section 38-6(e), Miami Beach City Code.
2 The Miami -Dade County Elections Department had previously provided the City Clerk with an
estimate of $238,433.68 for the City's November 19, 2019 Run -Off Election, for the two-day
period of November 16th and 17th, 2019) at two voting sites.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby amend its Resolution 2019-30896 for the limited purpose of authorizing Friday, November
15, 2019 as one additional day of Early Voting for the City's November 19, 2019 Run -Off Election,
said Early Voting to thus be held on Friday, November 15, 2019; Saturday, November 16, 2019;
and Sunday, November 17, 2019, from 8: 00 a.m. to 4:00 p.m., at Miami Beach City Hall and the
North Shore Branch Library. It is further resolved that if necessary or expedient to implement early
voting in accordance with Code section 38-6, the City Clerk is authorized to take any action not
otherwise inconsistent with State or County law, which is necessary or expedient to implement
Early Voting in accordance with Section 38-6 of the Miami Beach City Code.

RUN-OFF ELECTION.
ANALYSIS
As evidenced most recently by the State Constitutional amendment restoring felons' rights to
vote, Florida Court decisions setting aside suppressive redistricting [1], and Federal appellate
court decisions setting aside restrictive voter identification legislation affecting voter's rights, it is
important that the City of Miami Beach be in the forefront of expanding rights for voter
registration and participation in City elections. The attached Resolution expands upon the rights
of City voters by increasing the Early Voting period for the City's November 19, 2019 Run -Off
Election from 2 to 3 days.
Specifically, City of Miami Beach Resolution 2019-30896 authorized Early Voting for the Run -
Off Election to occur at Miami Beach City Hall and the North Shore Branch Library on Saturday,
November 16, 2019 and Sunday, November 17, 2019 from 8:00 a.m. to 4:00 p.m. on both
days. Pursuant to City Code section 38-6 [2], the attached Resolution amends this schedule of
days and times for Early Voting for the limited purpose of authorizing Friday, November 15,
2019 as one additional day of Early Voting (to be held at same locations and times as set forth
above, namely Miami Beach City Hall and the North Shore Branch Library from 8:00 a.m. to
4:00 p.m.)
[1] In 2012, Florida courts overturned maps drawn by the State Legislature that redrew the state
Senate and congressional districts.

LETTER TO COMMISSION
SUBJECT: COSTS FOR ADDITIONAL DAY OF EARLY VOTING FOR THE RUN-OFF ELECTION
Due to the addition of Friday, November 15, 2019 as an Early Voting day for the November 19, 2019 Run-
Off Election, the City will incur costs of $18,641. Said figure was derived as follows:
• $6,400 for the Additional Early Voting day at two sites.
• $6,273 for a revised Logic & Accuracy and Canvassing Board Schedule (English) advertisement
published in the Miami Herald on November 13, 2019.
• $1,000 for a revised Logic & Accuracy and Canvassing Board Schedule (Spanish) advertisement
published in El Nuevo Herald on November 13, 2019.
• $3,506 for a revised Early Voting dates (English) advertisement published in the Miami Herald on
November 14, 2019. · ·
• $712 for a revised Early Voting dates (Spanish) advertisement published in El Nuevo Herald on
November 14,2019.
• $750 for a revised Early Voting dates (Spanish) advertisement published in Hola Amigos on
November 15, 2019.
The Miami-Dade Elections Department has notified the Office of the City Clerk that overtime costs for the
staff time incurred arranging the additional early voting day may be factored to the above costs, but said
amount has yet to be determined.
