A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, EXTENDING AN
INVITATION TO THE CITY OF COZUMEL, MEXICO, TO
BECOME A SISTER CITY AND INVITING THE PEOPLE
OF COZUMEL, MEXICO TO PARTICIPATE IN SAID
PROGRAM.
WHEREAS, the Sister City concept was inaugurated by the
President of the United States in 1956 to establish greater
friendship and understanding between the peoples of the United
States and other nations through the medium of direct personal
contact; and
WHEREAS, all succeeding U.S. Presidents have endorsed
said program, to be conducted for the broad purposes of the
exchange of ideas and people between the citizens of the United
States of America and the peoples of other nations; and
WHEREAS, to implement this program Miami Beach and other
communities in the United States have been requested by Sister
Cities International to affiliate with cities in other nations of
similar characteristics and mutual interest; and
WHEREAS, the City of Cozumel, Mexico has formally
requested participation in the Miami Beach Sister Cities Program;
and
WHEREAS, the City of Miami Beach Sister Cities As Hoc
Committee has recommended to the City Commission that the City of
Cozumel, Mexico be invited to participate with the City of Miami
Beach as its Sister City in the Sister Cities International
Program; and
WHEREAS, the City of Miami Beach, through its City
Commission, does recognize and endorse this program with the hope
that it will lead to a lasting friendship between the people of
Miami Beach and Cozumel, Mexico:
NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AS FOLLOWS:
SECTION 1. That the City Commission on behalf of the
people of Miami Beach does hereby extend an invitation to the
government and the people of the City of Cozumel, Mexico to
participate with Miami Beach as its Sister City for the purpose of
creating greater mutual understanding between the peoples of our
two great cities and nations.
SECTION 2 . The Mayor is hereby authorized to act as
official representative of the City of Miami Beach to carry out
this program.
SECTION 3 . That copies of this Resolution are to be sent
to the Mayor and Commission of the City of Cozumel, Mexico, Sister
Cities International in Washington, D.C. , the Embassy of Mexico in
Washington D.C. , and the U.S. Embassy in Mexico.

SUBJECT: APPROVAL OF COZUMEL, MEXICO TO PARTICIPATE WITH THE CITY OF
MIAMI BEACH IN THE SISTER CITIES PROGRAM
Administrative Recommendation:
The Sister Cities Ad Hoc Committee is recommending to the City
Commission that the government and the people of the City of Cozumel,
Mexico, be invited to participate with the City of Miami Beach as its
Sister City in the Sister Cities International Program.
If it is the City Commission's desire to continue the official active
and reciprocal Sister Cities Program, it is recommended that Cozumel,
Mexico participate with the City of Miami Beach as its Sister City in
the Sister Cities International Program.
Background:
At the City Commission meeting on February 5, 1992 , the City of Cozumel,
Mexico, formally requested participation in the Miami Beach Sister
Cities Program. The City Commission referred it back to the. Sister
Cities Ad Hoc Committee for their recommendation.
Cozumel has a population of approximately 60, 000. The island is 33
miles long and 10 miles wide. The primary industry is tourism. By day,
fishing and scuba diving are the most popular past-times. They also
have an exciting night-life. Additional information on Cozumel is
attached for your review.
Analysis:
The Sister Cities Ad Hoc Committee had a presentation on May 29, 1992 ,
by the Mayor of Cozumel, Luis Alberto Gonzalez Flores, followed by
questions and answers. Jeanne Westphal, Chairperson of the Ad Hoc
Committee, informed me that she and the Committee were impressed with
Mayor Flores' presentation. Chairperson Westphal has advised me that
there will be no expense anticipated for the City of Miami Beach. A
Subcommittee is currently reviewing the budget and the status of current
Sister Cities. As I indicated in the April 22 , 1992 Commission Meeting,
in tight budget times, the cost of trips may not be a high priority. We
will look for private sponsorships and other funding alternatives to the
general fund. Please see L.T.C. No. 126-92 , dated May 13, 1992
(attached) , for further analysis of the Sister Cities Program.
Conclusion:
Based.on the background information and the analysis, I would recommend
Cozumel, Mexico, as a Sister City to Miami Beach, with the consent of
the Mayor and Commissioners. 6

SUBJECT: STATUS REPORT ON CITY OF MIAMI BEACH SISTER CITIES
PROGRAM
Sister Cities International (SCI) is a tax-exempt, non-profit
organization incorporated in the District of Columbia in 1967,
pursuant to the 1956 "People-to-People" program. The association
is supported by private contributions, foundation grants and by
funding support form the U.S. Information Agency and the U.S.
Agency for International Development.
The City of Miami Beach has been a member of SCI for many years.
Our annual dues are $375. 00 and will be due in October. Officially
recognized Sister Cities are: Fujisawa, Japan (1959) ; Ramat-gan,
Israel1971 ; and Santa Marta, Colombia (1979) , which are resort

towns comparable in size. Although the City of Miami Beach has
been a member of Sister Cities International for many years, there
has never been a committee to formulate initiatives and programs,
to develop support,ort, to identify funding sources and to review and
recommend to the Commission prospective Sister Cities so that
community' and municipal government exchanges and events can be
effectively coordinated.
Commission meeting the City of April 24 , 1991, the City
Commission
authorized. the City Manager to establish a community-
based Miami Beach Sister Cities Ad Hoc Committee. The City
Commission also authorized the City Manager to select the members
of the Ad Hoc Committee with the advice and consent of the Mayor
