THE CITY OF MIAMI BEACH, FLORIDA THAT:
1. All possible efforts should be exhausted towards
preserving and restoring the historic Venetian Causeway. The
Commission of the City of Miami Beach strongly supports the efforts
of the residents of the Venetian Islands to see the Venetian
Causeway restored to its original splendor and design.
2 . The City Manager, or his designate, should request the
assistance of the legislative delegation representing the City of
Miami Beach in order to lock in presently available and committed
funding, from both state and federal sources, for the restoration
and repair of the causeway.
3 . This Commission supports consideration of scenic highway
designation for the Venetian Causeway in order to ensure that the
character and integrity of this scenic landmark are preserved for
future generation to enjoy.

Recommendation that the City Commission Approve a
Resolution that:
1. All reasonable efforts should be exhausted towards
preserving and rehabilitating the historic Venetian
Causeway.
2 . Supports the rehabilitation of the Venetian
Causeway as a national landmark.
3 . Requests the assistance of the legislative
delegation to lock in presently available and
committed funding for the rehabilitation and repair
of the Venetian Causeway.
4 . Direct and authorize the City Manager to file an
application with the appropriate governmental
agencies to designate the Venetian Causeway a
"Scenic Highway. "
RECOMMENDATION
The Administration recommends that the City Commission adopt the
attached recommendation of the Historic Preservation Board with the
exception of the language that supports "scenic highway"
designation of the Venetian Causeway (Attachment I) . As such, the
Administration recommends approval of Items 1 through 3 above and
deferral of Item 4 until the historic preservation feasibility
study is completed.
BACKGROUND
On July 19, 1988, the Dade County Commission passed Resolution No.
R-1073-88 (Attachment II) directing the County Manager to work with
the appropriate government officials to secure funding for the
Causeway replacement, designation as a State Scenic Highway and
listing as a historic place in the National Register. The intent
of the resolution was to preserve the Causeway's character and
appearance.
On July 22, 1988, the Miami Beach City Commission approved
Resolution No. 88-19316 (Attachment III) supporting the nomination
of the Venetian Causeway for listing on the National Register and
submission of an application to the State of Florida for Scenic
Highway designation (National Register listing was accomplished;
the latter application was not filed) .
On April 21, 1992 , the City of Miami Historic and Environmental
Preservation Board passed Resolution No. HEPB-92-11 (Attachment IV)
urging the "full-scale restoration of the bridges. " 295

On May 6, 1992, the City Commission passed a motion directing the
Historic Preservation Board to review the proposed plans for the
rehabilitation, repair and/or re-construction of the Venetian
Causeway Bridges.
On May 14 , 1992 , City of Miami Commission approved Resolution No.
92-278 (Attachment V) which is similar to the one that is
recommended by the Miami Beach Historic Preservation Board
(excludes Scenic Highway designation) .
On May 21, 1992 , Dade County Board of County Commissioners approved
Resolution No. R-553-92 (Attachment VI) which is similar to the one
that is recommended by the Miami Beach Historic Preservation Board
(excludes Scenic Highway designation) .
On June 4, 1992 , representatives of FDOT provided the Historic
Preservation Board with a project status report. The report
included representations that the design of bridges was halted and
execution of a Memorandum of Agreement with the State Historic
Preservation Officer deferred until the State completes a new study
that addresses the feasibility of rehabilitating the bridges. The
Miami Beach Historic Preservation Board passed a Resolution
(Attachment VII) recommending that the Miami Beach City Commission
approves a Resolution (Attachment I) which is similar to the one
approved by the City of Miami Commission and the Dade County Board
of County Commissioners. The Miami Beach Historic Preservation
Board resolution recommends Scenic Highway designation be
considered while the City of Miami and the Dade County resolutions
do not address this issue.
On June 15, 1992, the Florida Department of Transportation advised
the Venetian Islands Improvement Association that the State had
selected N.H. Bettigole Co. to prepare the "Venetian Causeway
Rehabilitation/Restoration Design Study. " The State found that
none of the firms that were recommended by the Association were
currently qualified by the FDOT to perform the repair services
pursuant to Section 387. 055 of the Florida Statutes (see Attachment
VIII) . However, an agreement has been reached which allows the
FDOT to rapidly qualify one of the firms as recommended by the
Venetian Islands Improvement Association and that firm would be
retained to supplement the work of N.H. Bettigole Co.
ANALYSIS
The Administration believes there are 5 issues involving the
Venetian Causeway Project. These are as follows:
1. Safety: The safe movement of vehicles and pedestrians is of
great importance. The bridges must be either renovated or
rebuilt in a manner that prevents vehicles involved in
accidents from breaking through the railing, possibly hitting
pedestrians and landing in Biscayne Bay.
2 . Aesthetics: The Venetian Causeway provides a physical
connection between four islands in Miami Beach with those in
Miami. All together, there will be ten (10) low level fixed-
span bridges and two bascule bridges. The islands are widely
recognized as having a high quality of life that is oriented
towards views of the Bay and the Causeway. The design of the
bridges and Causeway, if new bridges are determined to be the
solution, must support this quality of life and be of proper
scale in order to fit into the development pattern of the
islands. This means the width and height of the bridges must
be the minimum necessary to achieve safe passage to boats and
vehicle traffic.
3 . Project Cost. The project is funded by the State of Florida
and the federal government. We have a responsibility, as the
local unit of government, to only advocate actions which
ensure that the most cost effective, architecturally sensitive
project is constructed. We must also ensure that the review
process does not become so cumbersome so as to put the funds
in jeopardy.

4 . Maintenance Cost. The cost of maintenance for newly
constructed bridges versus rehabilitated bridges has not been
finalized. The Florida Department of Transportation (FDOT) is
presently in the process of determining these costs.
Supplemental to the cost of maintenance is the "down time" and
inconvenience to the users of the Causeway during maintenance
or lack of availability during hurricane evacuation. This
factor also needs to be quantified.
5. Venetian Causeway Rehabilitation/Restoration Design Study.
A review of the Scope of Services (Attachment IX) for the N.H.
Bettigole study clearly specifies that the
rehabilitation/restoration study will quantify costs including
maintenance, service life of the bridges and load limits. The
Study will also provide a structural analysis and address
additional factors which are needed to determine the best
course of action. FDOT representatives indicated a draft of
the study will be available for public review in December
1992 .
Scenic Highway Designation
Scenic Highway designation is accomplished by a bill submitted to
the Florida Legislature by a local representative. The
justification for the designation, including historic and aesthetic
significance are included in the bill. Also included are the
proposed guidelines for the designated scenic highway which are
specific to the needs and conditions of the highway. The bill can
designate a local body, such as the Historic Preservation Board, as
the review agency for the scenic highway. The review agency can
prevent the use of state or federal funds for a project deemed
inconsistent with the adopted guidelines for the scenic highway.
It is not possible to meet the requirements of this process in any
responsible fashion until the Venetian Causeway
Rehabilitation/Restoration Design Study is completed.
CONCLUSION
The Administration recommends that the City Commission adopt the
resolution as recommended by the Historic Preservation Board with
the exception of the Scenic Highway designation provision. The
Resolution advocates that "all reasonable efforts should be
exhausted towards preserving and rehabilitating the historic
Venetian Causeway. " The proposed study by the Florida Department
of Transportation indicates that this policy statement is being
addressed.
