RESOLUTION 92-20552 RESOLUTION NO. 92- 20552 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, PURSUANT TO ORDINANCE NO. 90-2690, CREATING A RESIDENTIAL PARKING PERMIT AREA IN THE AREA BOUNDED BY THE CENTERLINE OF WASHINGTON AVENUE ON THE WEST, COLLINS, LIBERTY, AND PARK AVENUES ON THE EAST, THE CENTERLINE OF 17TH STREET ON THE SOUTH AND WASHINGTON COURT ON THE NORTH, TO BE REFERRED TO AS "RESIDENTIAL PARKING AREA #2". Whereas, the City Commission of the City of Miami Beach has enacted Ordinance No. 90-2690, authorizing the creation of residential parking permit areas in the City of Miami Beach; and Whereas, the City Manager has determined that the area bound on the west by the centerline of Washington Avenue, on the east by the centerline of Collins, Park and Liberty Avenues, on the south by the centerline of 17th Street, and on the north by the centerline of Washington Court is impacted by commuter vehicles; and Whereas, residents of the above described area have been provided notice of public hearing in accordance with the requirement set forth in Ordinance No. 90-2690; and Whereas, the affected residents have had the opportunity to express their concerns and considerations at the public hearing as prescribed by Ordinance No. 90-2690. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, as follows: 1. A residential parking permit area is hereby created in the area bounded by the centerline of Washington Avenue on the west, Collins, Liberty and Park Avenues on the east, the centerline of 17th Street on the south and Washington Court on the north, to be referred to as "Residential Parking Permit Area #2" . 2 . The City Manager is authorized and directed to create a residential parking permit for residential parking permit area #2 which will allow permanent vehicles to be parked in the following areas only: a) at any available municipal metered parking space within the Residential Parking Permit Area #2 . b) at any available space in the specific "Residential Parking Permit Only" locations in Residential Parking Permit Area #2 , as shown on Exhibit "A" attached hereto and by reference made part hereof, during the hours from 6: 00 P.M. to 8 : 00 A.M. , Monday through Sunday. 3 . The permit for Residential Parking Permit Area #2 , shall not be honored at any Municipal Parking Facility (either on-or off-street, metered or attended) outside of the Residential Parking Permit Area #2 . 4 . The cost for the permit for Residential Parking Permit Area #2 is hereby established in the amount of $5. 00 per vehicle for a period of six-months. ADMINISTRATION RECOMMENDATION: The Administration recommends that the City Commission of the City of Miami Beach, Florida adopt the attached resolution which, after consideration of public opinion, authorizes the City Manager to implement a residential parking permit program in the area which is bounded by the centerline of Washington Avenue on the west, Collins, Liberty, and Park Avenues on the east, the centerline of 17th Street on the south and Washington Court on the north. BACKGROUND: In January, 1990, the Administration was posed with a situation which required immediate attention. Residents in the area east of the Convention Center expressed concern regarding unavailable parking in the neighborhood during events. After a meeting of the Finance Committee, the Administration was directed to create a temporary residential parking permit program in the zone bounded by 17th Street and Washington Court on the south and north and Washington and Collins Avenues on the west and east respectively. ANALYSIS: After evaluating the program for the past 18 months, the Administration believes that the program should be expanded. Under the current set of guidelines governing the program, the enforcement of the program is only performed during convention center events. Residents are unfamiliar with the schedule of activities in the center and have expressed some concerns over the inconsistencies in enforcement. In an effort to establish an effective manner of enforcement, the program should be put into effect daily between the hours of 6: 00 p.m. and 6: 00 a.m. Permit fees should be adjusted accordingly. As such, the residents are zoned to be assured that parking will be more accessible during their peak hour needs. It will also avail itself to offenders and allow for a more effective means of enforcement. :15 AGENDA 4R --G TEM DATE 722- 1 • • CONCLUSION: In evaluating a full range of parking alternatives in the convention center east area, the Administration has determined the most cost effective means of providing more accessible parking for residents is to convert temporary parking program to a permanent basis. To accomplish this task, the attached resolution will authorize the City Manager, upon hearing public comment, to enter into this agreement.
