A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AN
INCREASE IN THE PARKING PERMIT FEES FOR ANNUAL,
SEMI-ANNUAL AND MONTHLY PRO-RATED AMOUNTS
WITH AN EFFECTIVE DATE OF JANUARY 1, 1993.
WHEREAS, the City of Miami Beach must provide for increased and improved
parking needs for our citizens and visitors; and
WHEREAS, the cost for improving the parking conditions throughout Miami Beach
has increased; and
WHEREAS, the Administration has instituted a plan for thorough rehabilitation of
surface and garage parking facilities; and
WHEREAS, the Administration has also initiated a plan for a comprehensive
renovation of meters, poles, and signage on a city-wide basis.
NOW, THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City Commission hereby amends the
rates charged by the City for parking permits as follows:

(note that the fees referenced do not include Florida State Sales Tax, which is currently
6.5%; Florida State Sales tax is due and payable at the time of issueance of the permit.)
BE IT ALSO DULY RESOLVED BY THE CITY COMMISSION OF THE ITY OF
MIAMI BEACH, FLORIDA, that the fee increases as reflected bove shall be /-ffective
January 1, 1993.

SUBJECT: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AN INCREASE IN THE PARKING
PERMIT FEES FOR ANNUAL, SEMI-ANNUAL AND MONTHLY PRO-
RATED AMOUNTS WITH AN EFFECTIVE DATE OF JANUARY 1, 1993.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission adopt the attached
resolution which amends the fee structure for annual, semi-annual, and monthly
parking permit fees with an effective date of January 1, 1993.
BACKGROUND:
The Parking Department and contracted consultants have been devising a plan
which will provide for a comprehensive renovation of all city surface and
garage parking facilities. Additionally, the Department has already begun to
repair and replace many of the broken housings, older domes and poles on which
meters are stationed. Ti le process is expected to take approximately eighteen
months. The costs for much of this project will be derived from renewal and
replacement funds accumulated over the years.
However, following the aftermath of Hurricane Andrew, the Department has
recognized a significant need to enhance signage, meter identification and
designs of some surface lots. Funding for these types of improvement programs
have not been previously budgeted. Additional funding is required to perform
this extensive task.
ANALYSIS:
In analyzing many of the surface lots, the Administration has identified a
serious need to begin an expeditious renovation and rehabilitation program.
With the recent rate iftrease of parking meters in the commercial districts
from $0.50 to $1.00 per hour, the increased revenues will partially offset the
preliminary phases of these revitalization efforts.
The recommended 17% across-the-board increase in permit fees, the first since
1988, would conservatively produce $350,000 in new revenues annually. These
funds will be directed towards the renovation of the City's parking facilities.
Included in this massive undertaking will be the replacement of all inefficient
lighting systems in the City's five parking garages. With pending legislation
which would prohibit the use of inefficient systems or outdated lighting
equipment, this project is essential. Additionally, a comprehensive
renovation of surface lots, including repair of pot holes and in some case
complete redesign of lots, could be accomplished without depleting the Parking
System reserve funds. It is also recommended that these funds be used to '13
enhance the aesthetic look of the high-visibility beachfront lots and those
located adjacent to the Convention Center corridor.

CONCLUSION:
The last permit rate adjustment occurred in December, 1988 as a result of a
study performed by Barton-Aschman and Associations, Inc. At that time, a 20%
rate adjustment was adopted to meet the operating needs of the system. The
herein recommended rate adjustment will not only continue to support the basic
operations of the Parking DepPrtrnent, but will also provide new revenue streams
which will be dedicated to improving the quality of all of the parking lots
throughout the City.
