A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA AUTHORIZING PHASE
II OF THE PROFESSIONAL ENGINEERING SERVICES
AGREEMENT WITH WALLACE ROBERTS AND TODD FOR
PROFESSIONAL PLANNING, DESIGN AND ENGINEERING
SERVICES RELATED TO THE PROPOSED HISTORIC
CONVENTION VILLAGE REDEVELOPMENT AND
REVITALIZATION AREA
Whereas, the City of Miami Beach ("City") issued a request for
Letters of Interest No. 29-91/92 for professional services related
to a study of the proposed Historic Convention Village
Redevelopment and Revitalization area; and
Whereas, Wallace Roberts and Todd ("Consultant") submitted a
proposal in response to the City' s Request for Letters of Interest
and
Whereas, the City Commission under Resolution NO. 92-20476
entered into a professional services agreement with Wallace Roberts
and Todd for professional planning, design and engineering services
related to the proposed Historic Convention Village Redevelopment
and Revitalization Area; and
Whereas, that professional service agreement requires
additional phases of the work under the contract with Wallace
Roberts and Todd to be submitted to the City Commission for prior
authorization.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, that Phase II Scope of Services of the
professional services agreement with Wallace Roberts and Todd for
planning, design, engineering and related professional services
associated with the proposed Historic Convention Village
Redevelopment and Revitalization Area, a copy of which is attached
hereto, in the amount of $25, 000 for Task 2 . 1, $25, 000 for Task
2 . 2 .

SUBJECT: PHASE II SCOPE OF SERVICES FOR PROFESSIONAL ENGINEERING
SERVICES WITH WALLACE ROBERTS AND TODD FOR PROFESSIONAL
PLANNING, DESIGN AND ENGINEERING SERVICES RELATED TO THE
PROPOSED HISTORIC CONVENTION VILLAGE REDEVELOPMENT AND
REVITALIZATION AREA
Administration Recommendation:
That the City Commission approve the Phase II Scope of Services
authorizing Wallace Roberts and Todd to continue to proceed with
the Historic Convention Village Redevelopment and Revitalization
Area study.
Background:
At the City Commission meeting of March 18, 1992 , the City
Commission approved a contract authorizing Wallace Roberts and Todd
to undertake the Historic Convention Redevelopment and
Revitalization Area study. The contract authorized and activated
Phase I of the study which included the preliminary convention
hotel site evaluation and concept development. Phase I of the
study is complete and three (3) sites have been identified as
suitable for hotel development within the Art Deco Historic
District.
Analysis:
In order to continue the work which has been started, it is
necessary to activate Phase II of the Scope of Services of the
contract which includes the development of a finding of necessity
in preparation of a redevelopment plan for the Historic Convention
Village Redevelopment and Revitalization Area. It is necessary to
seek additional City Commission approval of the Phase II work as
the contract with Wallace Roberts and Todd requires that the City
Commission authorize prior approval before the beginning of future
phases of this contract.
The next phase of the study is required in order to complete the
work of the consultants in a timely manner and to be able to
present to the City Commission a full report and plan proposal for
their consideration in conjunction with the review of the expansion
of the historic district.
Conclusion:
In order to continue the work of the Wallace Roberts and Todd study
it is necessary that the City Commission authorize the execution of
Phase II of the Scope of Services.

PHASE TWO
FINDING OF NECESSITY AND REDEVELOPMENT PLAN PREPARATION
Task Series 2.1 Finding of Necessity
2.1 .1 Preliminary Examination
The Consultant will conduct a preliminary examination of the study area outlined in
Exhibit "C" to determine which of the criteria of Chapter 163 Part III, F.S., may be
applicable and to define the area suitable for a more detailed field survey. Blocks
found to be suitable for a more detailed survey shall be designated as the "preliminary
redevelopment area." The City will assign a building inspector and a fire inspector
who are familiar with the study area to accompany the Consultant in field work
required in Tasks 2.1.1 and 2.1 .2.
2.1 .2 Analysis of Conditions
2.1 .2.1 Site Reconnaissance
The Consultant, accompanied by City inspectors, will conduct a field survey to
record conditions within the preliminary redevelopment area. The conditions
surveyed shall include those relevant to the statutory definition of a Community
Redevelopment Area found in Chapter 163.340, paragraphs (7), (8), and (10),
Florida Statutes.
2.1 .2.2 Data Review
The City will supply available reproducible base maps, reports, studies and
public documents, including the following as may be necessary to the
Consultant's work within the study area:
• Mylar base map showing property lines, building outlines, and title block
information (2 copies).
• Comprehensive Plan, including land use map.
• Zoning map.
• Property appraisers map.
• Historic buildings survey.
• Aerial photographs.
• Property appraiser's records.
• Plat maps
• Maps and other information related to utility location and condition.
• Traffic and parking studies.
• Crime and delinquency statistics.
• Fire safety records and evaluations.
• Public health statistics.
• Affordable housing studies, plans and statistics.
• Building, fire, and community development department records.
• Such other information that may be existing and relevant.
2.1 .2.3 Analysis and Mapping
Data and information gathered in the field survey or found in existing
documents will be quantified and analyzed. Based on the analysis, maps or
diagrams will be prepared to depict the predominance of conditions which are
relevant to a community redevelopment area as defined in the Florida
Community Redevelopment Act, Chapter 163.340, paragraphs (7), (8), and (10).
2.1.3 Documentation
A finding of necessity documents the conditions in the study area which meet criteria
contained in Florida's Redevelopment Act. The finding of necessity will define the
boundaries of a proposed redevelopment area that will be presented to the governing
body for approval.
2.13.1 Written neper t
The Consultant will prepare a written report documenting the analysis of
conditions.
2.1.3.2 Resolution
The City will prepare a resolution adopting the finding of necessity.
2.1.3.3 Presentation
The Consultant will describe the findings in up to two public presentations.

2.1 .3.4 Review
The Consultants work products under Tasks 2.1 , 2.2, and 2.3 of this Scope of
Services shall be subject to review by special legal counsel to the City. If
required as a result of such review, the Consultants will make reasonable
changes to the work products in order to reflect legal issues pertaining to the
application of redevelopment procedures under Chapter 163, Part III, F.S.
WORK PRODUCTS
The Consultant will supply 5 copies of written products, plus a reproducible master
copy.
EXCLUSIONS
The Consultant will not be responsible for data generation or analyses of utility
conditions, traffic circulation or parking supply and demand. If such data or analyses
becomes necessary to support a Finding of Necessity, such work will be separately
authorized or provided by the City.
Task Series 2.2 Preliminary Concept Plan
2.2.1 Team Charrette/Concept Generation
Consultants (WRT and Zyscovich) shall conduct a two day charrette to generate
preliminary urban design concepts for the Historic Convention Village area.
Specific concepts will be generated for pedestrian linkages, streetscape
treatment, sub-district designation, beach access, vehicular circulation and
parking
2.2.2 Illustrative Concept Plan
Consultant will prepare an Illustrative Concept Plan for the Historic Convention
Village rendered in color at a scale of 1" = 100'. This "vision document" will
describe concepts for the revitalization of the Historic Convention Village
subject to detailed functional, economic and regulatory analyses to be
undertaken in Task Series 2.3 to prepare the Community Redevelopment Plan.
No written document shall be provided.
2.2.3 Preliminary Economic Analyses
Preliminary economic analyses shall include the following:
Review sales histories of various types of properties both within the local
historic district and areas outside the district, including sales in the area
targeted for historic designation;
Review the number and value of building permits issued over a selected
time period and compare them to assessed values in the various regions
(within historic district or not);
Evaluate the property sales activity inside and outside of the local historic
district;
Review the number of demolition permits issued throughout the area;
Prepare a letter report highlighting findings and conclusions concerning
local historic designation;
- Appear at City of Miami Beach hearings and commission meetings to
report on findings on the following dates:
Monday, October 19, 1992;
Thursday, October 22, 1992;
November 4, 1992
The approach and methodologies applied in Consultant analyses and the
accompanying report do not comprise an examination in accordance with
general accepted auditing standards, the objective of which is the expression of
an opinion regarding the fair presentation of financial statements or financial
information presented in accordance with generally accepted accounting
principles. Consultant will express no opinion on, and accept no responsibility
for, the accuracy or completeness of information provided by others or obtained
from independent public sources which were used and relied on in the
anaiyses.
2.2.4 Meetings/Presentations
Consultant will participate in up to two presentations of the Preliminary Concept
Plan.
PHASE TWO FEES
The following lump sum fees for indicated task series will compensate consultant for
all labor and direct expenses incurred. Invoices shall be submitted monthly in
proportion to the work performed in the preceding period.
Task Series 2.1 Finding of Necessity $ 25,000
Task Series 2.2 Preliminary Concept Plan $ 25,000

This additional project authorization has been executed and approved by the parties
hereto, to be effective on October 1 , 1992.
