A RESOLUTION CREATING A FASHION, FILM,
TELEVISION AND RECORDING COMMITTEE;
PRESCRIBING THE MEMBERSHIP, THE QUALIFICATIONS
OF THE MEMBERS, THE TERMS OF OFFICE, THE
ORGANIZATION OF THE COMMITTEE, AND ITS DUTIES,
FUNCTIONS, POWERS AND RESPONSIBILITIES.
WHEREAS, the City Commission of the City of Miami Beach has
determined that the creation of a Fashion, Film, Television and
Recording Committee will better serve the interests of the
community;
NOW, THEREFORE, be it resolved by the City Commission of the City
of Miami Beach, Florida, that:
1. The Fashion, Film, Television and Recording Committee is
hereby created. The Committee shall consist of seven (7)
regular members, with the Mayor and each Commissioner making
one (1) appointment. The Director of the Metro-Dade Office of
Film, Television and Print shall be an ex-officio member.
2 . The members of the Committee shall be residents of, or have
their principal place of business in the City of Miami Beach.
Additionally, each member shall have a history of civic
involvement in the City of Miami Beach. All regular members
shall also have knowledge of the fashion, film, television or
recording industries of the City of Miami Beach. It is
recommended that each of the four industries be represented by
at least one (1) member, but no more than three (3) members,
who are directly involved with that industry.
3 . All appointments shall be made for a one (1) year term
commencing December 1st and expiring November 30th.
Appointments to fill any vacancy on the Committee shall be for
the remainder of the unexpired term of office. A member may be
removed without cause only by five-sevenths (5/7) vote of the
entire membership of the City Commission. When any member of
the Committee fails to attend two (2) consecutive or a total
of three (3) regularly scheduled meetings during his/her term
of office, without an excused absence, the Chairman shall
certify the same to the City Clerk. Such member shall then be
deemed to have been removed and a vacancy created.
4 . On an annual basis, the members of the Committee shall elect
a Chairperson, Vice-Chairperson, Secretary and such other
officers as may be deemed necessary or desirable. A quorum
shall consist of four (4) regular members of the Committee. A
majority vote of the quorum of the Committee shall be
necessary to take any action. Members shall serve without
compensation. Committee meetings may be called by the
Chairperson, by written notice signed by four (4) regular
members, or by the Committee during any meeting. All meetings
shall be public.
5 . The Fashion, Film, Television and Recording Committee shall
have the following duties, functions, powers and
responsibilities:
a) To serve in an advisory capacity to the City Commission
and the City Administration of the City of Miami Beach,
Florida, with respect to matters pertaining to the
fashion, film, television and recording industries of the
City of Miami Beach.
b) To make recommendations as to both the economic and non-
economic needs of these industries, including how those
needs can best be met.
c) To advise on methods of promoting the growth and
stability of these industries in the Miami Beach
community.
d) To propose and participate with the City of Miami Beach
and the members of these industries in projects approved
by the City Commission, which may be established to
better the community and improve the quality of life on
Miami Beach.

ADMINISTRATION RECOMMENDATION:
The City Administration recommends that the City Commission approve
the resolution creating the Fashion, Film, Television and Recording
Committee.
BACKGROUND: the Cit Commission approved a
On Wednesday, July 22 , 1992 , Y
recommendation made by the Rules and Special Events Committee to
create a Fashion, Film, Television and Recording Committee.
ANALYSIS:
The Transition Team originally recommended that this new committee
be established. The Transition Team determined that due to the
growing presence and economic impact of these industries in our
community, a committee should be created that would act as a
liaison between the City of Miami Beach and th ibndustries.

CONCLUSION:
The creation of the Fashion, Film, Television and Recording
Committee would enhance the City's position to promote and maintain
a viable environment for these industries.
