A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, CALLING A PUBLIC
HEARING TO CONSIDER ACCEPTING REPORTS RELATING
TO MAKING A FINDING OF NECESSITY FOR
REDEVELOPMENT OF A CERTAIN GEOGRAPHIC AREA
LOCATED WITHIN THE CITY OF MIAMI BEACH,
DESCRIBED GENERALLY AS BEING BOUNDED ON THE
EAST BY THE ATLANTIC OCEAN, ON THE NORTH BY
24TH STREET, ON THE WEST BY WEST AVENUE, AND
ON THE SOUTH BY 14TH LANE, AS SET FORTH IN
"EXHIBIT A", AND FOR ESTABLISHMENT OF A
COMMUNITY DEVELOPMENT AREA AND REDEVELOPMENT
AGENCY PURSUANT TO PART III OF CHAPTER 163,
FLORIDA STATUTES, AND TO FURTHER CONSIDER
URGING METROPOLITAN DADE COUNTY TO DELEGATE TO
THE CITY OF MIAMI BEACH AUTHORITY TO EXERCISE
REDEVELOPMENT POWERS IN ACCORDANCE WITH SAID
STATUTE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, THAT,
WHEREAS, the Miami Beach City Commission has adopted as a
primary city-wide goal the economic development of this community;
and
WHEREAS, there exists a defined geographic area within the
corporate limits of the City of Miami Beach which contains a large
number of commercial buildings which are deteriorated or
deteriorating as well as a large number of substandard housing
units which contribute to ill health and pose other potential
dangers to their residents; such area being described generally as
being bounded on the East by the Atlantic Ocean, on the North by
24th Street, on the West by West Avenue, and on the South by 14th
Lane, as set forth more particularly in "Exhibit A" ; and
WHEREAS, in order to reverse the economic decline of said
geographic area, the City Administration is reviewing reports
relative to the adverse conditions in such area, which reports make
it clear that it is necessary to consider redevelopment of the
defined area and to consider establishing a community development
agency for such area in accordance with Chapter 163 , Florida
Statutes; and
WHEREAS, pursuant to Section 163 . 410, Florida Statutes, the
City is required to receive from Metropolitan Dade County
delegation of authority to exercise redevelopment powers conferred
by Part III of Chapter 163 , Florida Statutes relative to the
proposed redevelopment area prior to exercising said powers.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that a public hearing for
consideration of reports of determination of necessity for the
redevelopment of said geographic area described generally as being
bounded on the East by the Atlantic Ocean, on the North by 24th
Street, on the West by West Avenue, and on the South by 14th Lane,
as set forth in "Exhibit A" , and for consideration of any
recommendations to establish a community redevelopment area and
community redevelopment agency in accordance with Part III of
Chapter 163 , Florida Statutes, and to further consider urging
Metropolitan Dade County to delegate to the City of Miami Beach
authority to exercise redevelopment powers in accordance with said
Statute is hereby called to be held before the City Commission in
its chambers on the third floor of City Hall , 1700 Convention
Center Drive, Miami Beach, Florida, Wednesday, November 4 , 1992 ,
beginning at 5: 15 P.M. ; and the City Clerk is hereby authorized and
directed to publish the appropriate Public Notice of said Public
Hearing in a newspaper of general circulation in the City of Miami
Beach, at which time and place all interested parties will be
heard.

ADMINISTRATION RECOMMENDATION:
The Administration recommends that the accompanying resolution be
passed which calls for a public hearing to consider acceptance of
the preliminary findings of necessity relative to the creation of

BACKGROUND:
In its efforts to attract and integrate new hotel development and
hotel rehabilitation within proximity f the

Center, the City of Miami Beach is pursuing

and supporting infrastructure.
The proposed district, named the Historic Convention Village
Redevelopment Area encompasses approximately 260 acres ofHand,
and is generally bounded to the East by the Atlantic Ocean,

North by 24th Street, to the West by West Avenue, and to the South
by 14th Lane.
Since the proposed boundaries would incorporate already
established historic preservation district boundaries,
the City has
engaged Wallis, Roberts & Todd and Kenneth Leventhal & Co. to
further develop the plan and make recommendations regarding
blending new hotel development within the Art Deco District. The
first phase of their study, entitled "Miami Beach Historic

ANALYSIS:
This public hearing represents the first step in the process of
designating a community redevelopment area in accordance with
Chapter 163 , Florida Statutes. It is also an initial component in
pursuing the concept of a Historic Convention Village which the
City Administration has been working towards with Wallace Roberts
and Todd.
The resolution also authorizes the City Administration to seek
delegation of authority from Metro-Dade County to create a
redevelopment area, as well as the ability to exercise powers
associated with the creation of a redevelopment area as defined in
Chapter 163 , Florida Statutes.
CONCLUSION
The City Administration is requesting that this public hearing be
held on Wednesday, November 4, 1992, with a "time certain" to be
determined by the City Clerk of the City of Miami Beach.
