Beach and Metropolitan Dade County for reimbursement of costs
associated with the marketing and operations of a high
occupancy vehicle service between the City and Downtown Miami

RESOLUTION No. 92- 20684
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
INTERLOCAL AGREEMENT BETWEEN THE CITY OF MIAMI BEACH AND
METROPOLITAN DADE COUNTY FOR REIMBURSEMENT OF COSTS ASSOCIATED
WITH THE MARKETING AND OPERATIONS OF A HIGH OCCUPANCY VEHICLE
SERVICE BETWEEN THE CITY AND DOWNTOWN MIAMI.
WHEREAS, the City of Miami Beach desires to maintain a program which will reduce traffic
congestion and decrease automobile emissions; and,
WHEREAS, Metropolitan Dade County's Transit Agency has implemented a successful high
occupancy vehicle (HOV), community program called the Breeze; and,
WHEREAS, the City is actively involved with the marketing and monitoring of the Breeze since it
services Miami Beach residents and visitors; and,
WHEREAS, both parties have agreed to cooperate in the on-going marketing and management of
the HOV program; and,
WHEREAS, the City has already incurred costs associated with the implementation of the Breeze
of $4,600 and anticipates an additional $5,400 in costs for FY 1992/93; and,
WHEREAS, an interlocal agreement between the County and City is required to be executed prior
to reimbursements being processed.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, that the City Commission hereby authorizes the Mayor and City Clerk to execute
an Interlocal Agreement between the City and Metropolitan Dade County for reimbursement of marketing
and development costs associated with the Breeze, a high occupancy vehicle service connecting Miami
Beach with downtown Miami.
PASSED and ADOPTED this 16 thday of December, 1992.

CONCLUSION:
The Administration recommends that the City Commission adopt the attached resolution which authorizes
the Mayor and City Clerk to execute an interlocal agreement between the City and Metropolitan Dade
County for reimbursement of marketing and promotional costs associated is ed with the operations of"the breeze"
(a high occupancy vehicle shuttle service).
BACKGROUND:
In 1990 and 1991,the State of Florida began a significant project to renovate the MacArthur Causeway
bridges. Associated with this renovation is considerable traffic delays. and
As such,an alternate transportation •
program needed to be put Into effect to lessen the congestion. In July, Metropolitan Dade County's TransitAgency began a high occupancy vehicle shuttle service for visitors to
Miami Beath from downtown Miami.
"The Breeze"is a service designed to lessen traffic In the Ocean Drive,Collins/Washington Avenue corridor.
To date, the program has been one of Dade County's most
ty successful ridership programs. The original
concept was to provide a park-and-ride shuttle service to Ocean Drive. This idea has been expanded and
recent surveys reflect a younger than expected user group(18-24 years old)primarily originating the service
from the 17th Street parking areas.
Metropolitan Dade County experienced some administrative difficulties In the early part of the program.
such,the County recommended that the City provide the cash advance for the programp As
to be paid by the Transit Agency. To date, the with reimbursement
City has Incurred approximately$4,600 in costs associated
with special events (Art Deco Weekend and the Boat Show).
ANALYSIS:
In reviewing the costs and proposals for the next year, the County estimates that the city will be required
to front a total of$10,000; $4,600 alreadyincurred for ed o shuttle services in 1992 and an additional $5,400 in
promotional costs for 1992/93. The program includes a comprehensive marketing strategy, service plans
and on-going monitoring of the users of the system.
CONCLUSION:
The execution of this agreement will provide the City with a mechanism to receive reimbursement from
Metropolitan Dade County for costs previously incurred as well as anticipated costs for the Breeze. The
service rendered by this shuttle/HOV project is a valuable asset to the management of traffic in Miami Beach
during peak weekend and evening hours. As long as the construction project is In progress, the B

AN INTERLOCAL AGREEMENT BETWEEN
METROPOLITAN DADE COUNTY AND THE CITY OF MIAMI BEACH
WHEREAS, the City of Miami Beach (CMB) has determined that the construction
uct�on
work on MacArthur Causeway and bridge has caused unacceptable traffic delays,p e ays, which
will continue to exist for the duration of the project; and,
WHEREAS, CMB wishes to provide residents and visitors viable alternatives
to
these delays while maintaining passenger capacityand reducingemissions
associated
with traffic congestions; and,
WHEREAS, the Florida Department of Transportation and the Metro-Dade Transit
Agency have agreed to fund a high occupancy vehicle (HOV) alternative '. . as a traffic
mitigation strategy; and,
WHEREAS, the Metropolitan Dade County Transit Agency (MDTA) has the ability
and experience to plan, develop, market and monitor HOV services.
NOW, THEREFORE, BE IT AGREED THAT:
> MDTA will operate an HOV service between Miami Beach and DowntownMiami i
to mitigate traffic congestion during the construction work on the MacArthur
Causeway and bridges.
> CMB will review and comment on service, marketingand monitoring
prepared by MDTA.
