A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH APPROVING THE APPROPRIATION OF $195, 000
IN HIGH INTENSITY DRUG TRAFFICKING AREA PROGRAM
GRANT (HIDTA) FUNDS WHICH HAVE BEEN AWARDED.
WHEREAS, the Miami Beach Police Department is desirous of
increasing law enforcement activities so as to interdict drug
trafficking and combat gang violence; and,
WHEREAS, such increase in law enforcement activities is
expected to result in reduced street and property crime; and,
WHEREAS, the Federal Government, through it ' s High Intensity
Drug Trafficking Area Program Grant (HIDTA) has made available
funds for such activities; and,
WHEREAS, the Miami Beach Police Department has applied for
such funds to assist in increasing such law enforcement activities;
and,
WHEREAS, the Miami Beach Police Department has been awarded
$195, 000 in HIDTA Grant funds.
NOW THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA that the City Commission hereby
approves the appropriation of $195, 000 in High Intensity Drug
Trafficking Area Program Grant (HIDTA) funds.

SUBJECT: APPROPRIATION OF LAW ENFORCEMENT GRANT FUNDS -
HIGH INTENSITY DRUG TRAFFICKING AREA PROGRAM (HIDTA)
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission approve the
appropriation of $195, 000 in High Intensity Drug Trafficking
Program (HIDTA) Grant funds.
BACKGROUND
The Miami Beach Police Department has applied to the Federal
Government for third year funding of the High Intensity Drug
Trafficking Area Program (HIDTA) . These funds are made available
as part of a Federal/State/County and Municipal Law Enforcement
Agency Program to reduce violent street and property crime. The
mission of the program will be to interdict drug flow with the
combined efforts of the U.S. Marshals, INS, Secret Service, ATF,
and U.S. Customs. Additionally, the City of Miami Beach plans to
target armed gang offenders and federal fugitives.
This holistic approach, using a local and federal task force to
interdict drug trafficking and combat gang violence will result in
a reduction in related street and property crimes.
Since the appropriation of funds for Miami Beach HIDTA Grant Funds
for the first and second year funding, initiated July 1, 1991, the
Miami Beach Police Department has shown exceptional success in
developing and implementing the program objectives. Such
include nclude the following:
1 - Expansion of drug interdiction on land and
waterways of Miami Beach.
2 - Provide information to investigate drug money
laundering cases.
3 - To address the street level narcotics
violator.
4 - To identify and apprehend major drug
traffickers residing in this area.
Additionally, the City of Miami Beach is required to abide by the
special conditions as set forth by the U.S. Department of Justice 190
as well as modifications outlined in the award of the $195, 000. 00

third year funding. The Administrative Officer of Grant for the
Police Department has adhered to the conditions as enumerated in
the Grant, including but not limited to equipment purchases,
quarterly reporting, expenditures and modifications.
ANALYSIS
This third year Grant will enable the Miami Beach Police Department
to continue narcotics interdiction efforts by supporting the
program with the funding of approximately 5, 000 overtime hours
supplementing activities above and beyond regular demands. In
addition, this funding will continue for third year off-site
facility of the Strategic Investigations Unit and purchase of
necessary equipment in accordance with the City of Miami Beach
purchasing guidelines.
In response to the Miami Beach Police Department's Grant proposal,
the Police Department was awarded $195, 000 in HIDTA Grant Funds on
October 1, 1992 .
CONCLUSION
Since the appropriation of funds was initiated in 1991, the Miami
Beach Police Department has had exceptional success in reducing
illegal narcotics activity within the City of Miami Beach. The
notable successes include but are not limited to the arrests of
approximately 35 serious narcotic violators and the seizure of over
22 kilograms of cocaine with a street value in excess of
$300, 000. 00.
These funds are necessary to allow the Miami Beach Police
Department to continue its mission of combating illegal narcotics
activity within the City of Miami Beach.
