A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING AND DIRECTING THE MAYOR AND CITY
CLERK TO EXECUTE AN AMENDMENT TO THE CURRENT
SOUTH FLORIDA EMPLOYMENT AND TRAINING
CONSORTIUM AGREEMENT IN ORDER TO COMPLY WITH
THE JOB TRAINING REFORM AMENDMENTS OF 1992
WHEREAS, the City of Miami Beach is a member of the South
Florida Employment and Training Consortium; and
WHEREAS, the City of Miami Beach, on April 22 , 1992 , renewed
its Consortium Agreement with the governments of Dade and Monroe
Counties and the cities of Hialeah and Miami, designating the City
Manager as official representative to said Consortium; and
WHEREAS, said Consortium Agreement is in full force and
effect; and
WHEREAS, in order to comply with Section 102 of the Job
Training Partnership Act which pertains to composition of the
Private Industry Council, an amendment to the Consortium Agreement
is necessary; and
WHEREAS, Section 8 of the Consortium Agreement is being
amended so that a vacant Economic Development Seat with the City of
Hialeah will be converted to a Community Based Organization Seat,
a vacant Private Sector Seat with the City of Miami will be
converted to a Public Assistance Agency seat and Economic
Development Seat with Metropolitan Dade County will be converted to
a Community Based Organization Seat; and
WHEREAS, no other changes to the current Consortium Agreement
are being made at this time.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT:
The City Commission of the City of Miami Beach hereby
authorizes the Mayor and City Clerk to execute said Amendment to
the South Florida Employment and Training Consortium Agreement.

MAYOR AND CITY CLERK TO EXECUTE AN AMENDMENT TO THE
CURRENT SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM
AGREEMENT IN ORDER TO COMPLY WITH THE JOB TRAINING REFORM
AMENDMENTS OF 1992
ADMINISTRATION RECOMMENDATION:
The Administration recommends adoption of the attached Resolution
which authorizes the execution of an amendment to the Agreement
with the South Florida Employment and Training Consortium in order
to comply with the Job Training Reform Amendments of 1992 .
BACKGROUND:
On September 17, 1992, the President signed into Law the Job
Training Reform Amendments of 1992 . Section 102 of the Job
Training Partnership Act which pertains to composition of the
Private Industry Council has been thereby amended to include the
provisions that:
1) Representatives of organized labor and community based
organizations must constitute at least 15% of the Council
membership;
2) The labor representatives on the Council shall be selected
from individuals recommended by recognized State and local
labor federations;
3) Representative(s) of public assistance agencies must be
included on the PIC Council.
In order to comply with these requirements, Section 8 of the
Consortium Agreement is being amended so that a vacant Economic
Development Seat with the City of Hialeah will be' converted to a
Community Based Organization Seat, a vacant Private Sector Seat
with the City of Miami will be converted to a Public Assistance
Agency seat and Economic Development Seat with Metropolitan Dade
County will be converted to a Community Based Organization Seat.
No other changes to the current Consortium Agreement are being made
at this time.

ANALYSIS:
This Amendment was approved by the South Florida Employment and
Training Consortium at its December 17, 1992, meeting, and is
necessitated by the Job Training Reform Amendments of 1992 . All
five Member Jurisdictions (Metropolitan Dade County, the cities of
Miami, Hialeah and Miami Beach, and Monroe County) are asked to
execute this Amendment.
CONCLUSION:
This Amendment to the Consortium Agreement must be executed in
order to ensure compliance with the Job Training Reform Amendments
of 1992.

SUBJECT: Amendment to Consortium Agreement
Attached are seven copies of an amendment to the current Consortium Agreement for action by
your respective legislative bodies and signature. Please return six signed copies to our office
once Commission/Council action has been taken. A fully executed copy will be returned once

employment and training opportunities for the economically disadvantaged, unemployed,
underemployed or otherwise meeting the eligibility criteria of any program operated under this
agreement and to assure that training and other services are organized and delivered in the most
effective and efficient manner; and
WhEREAS, Metropolitan Dade County, the City of Miami, the City of Hialeah, the City
of Miami Beach, and Monroe County are located in reasonable proximity to each other; and

WHEREAS, the Florida Interlocal Cooperation Act of 1969, Section 163.01 et seq.,
Florida Statutes 1977 and the Metropolitan Dade County Home Rule Charter provide a method
for governmental entities to join together in order to perform programs of the type intended;
NOW, THEREFORE, in consideration of the covenants, conditions,and premises herein
set forth, the parties agree to amend Section 8 of the current agreement to read as follows:
8. That the Consortium has caused to be created a Private Industry Council in accord with
the Act. This Council, known as the Private Industry Council of South Florida, is a
separate entity whose members shall be appointed by the Consortium's member local
governmental jurisdictions according to the following allocation of seats:
