RESOLUTION NO. . 93-20719 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA ENCOURAGING THE FORMATION OF A BIKEWAY SYSTEM FOR THE CITY OF MIAMI BEACH AND DIRECTING THE ADMINISTRATION TO COORDINATE WITH METROPOLITAN DADE COUNTY AND THE STATE OF FLORIDA, DEPARTMENT OF TRANSPORTATION TO ENSURE THAT ALL STATE AND COUNTY ROADS WITHIN THE CITY OF MIAMI BEACH TAKE INTO CONSIDERATION BICYCLES AND THE USE OF THIS METHOD OF TRANSPORTATION IN THE REDESIGN AND/OR REPAVING OF ROADWAYS. WHEREAS, a Committee, comprised of concerned citizens from diverse lifestyles, has been formed to consider the needs and feasibility of a bikeways system within the City of Miami Beach; and WHEREAS, South Florida' s weather allows for the use of bicycles as a viable means of transportation as well as a mode of recreation for the citizens of Miami Beach; and WHEREAS, the City of Miami Beach has experienced a large increase in the number of citizens utilizing bicycles within the past few years, both as a means of transportation and as a method of exercise and recreation; and WHEREAS, tourism is an important economic and commercial interest in the City 'of Miami Beach and the creation of bikeways and a bikeways system will enhance Miami Beach as a tourist attraction, specifically South Beach; and WHEREAS, a bikeways system will assist with the overcrowding caused by motorized vehicles on South Beach and the problematic parking problems in the South Beach area; and WHEREAS, the Miami Beach roadway system is capable of providing space for designated areas for bicycle-only usage as well as areas for usage by both motorized vehicles and bicycles; and WHEREAS, several roads within Miami Beach could benefit from separating bicycles and motor vehicles (i.e. - - bike paths) with such a proper designation, as well as certain roads being capable of benefiting from having bike access or bike lanes; and WHEREAS, the City of Miami Beach has an interest in protecting the health and welfare of its citizens utilizing bicycles from the 1 ' - various hazards created by motor vehicles and bicycles utilizing the same roadways without a properly designated bikeways system. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, AS FOLLOWS: Section 1. Formation of a bikeways system for transportation via all types of bicycles throughout the City of Miami Beach is to be encouraged. The City of Miami Beach is to take into account all forms of bicycle use, including bicycle use as a means for transportation to and from employment, as a mode of recreation, as a mode of exercise and fitness and for purposes of attracting tourists. Section 2 . The City of Miami Beach is to coordinate the resurfacing and repaving of all State and County roads with the State of Florida, Department of Transportation and Metropolitan Dade County, respectively, and to ensure that bicyclists and pedestrians are taken into account in the design, redesign and/or repaving of these road. Section 3 . The City of Miami Beach is to work with the County and the State DOT in order to map out a strategic plan for bikeway access throughout Miami Beach as well as from Miami Beach to the mainland. The bikeways system will include separate bikepaths, bicycle lanes and bikeways, as appropriate. Section 4. This bikeways system will encourage and promote tourism, assist in the protection of the citizens of Miami Beach and, hopefully, reduce the number of fatalities and/or accidents caused by motor vehicles, pedestrians and bicyclists using the roadways of Miami Beach. Further, the bikeways system will encourage all types of recreational bicyclists as well as bicyclists utilizing the bikeways system as a means for transportation and to avoid overcrowded parking and traffic congestion. Section 5. The City of Miami Beach will work with the Metropolitan Dade County Bicycle Pedestrian Coordinator, the City of Miami Beach Chamber of Commerce Bikeways Committee and the State Department of Transportation Bicycle Coordinator to achieve these 2 goals. The Chamber is confident that County and State funding sources can be identified for the purposes outlined in the Resolution. However, prior to seeking such financial support, the City of Miami Beach must indicate their interest in this matter.
