SUBJECT: Provision of eaIth Services at the PET Center, 615 Collins Avenue

On September 23, 1998, the City Commission adopted Resolution No. 98-22940 urging the State
of Florida Department of Health and Miami-Dade County to support and continue to operate the
Prevention Education and Treatment (PET) Center at its current level of health services. This action
was taken in response to concerns expressed by Miami Beach residents regarding a possible
reduction of health services at the South Beach Center, located at 615 Collins Avenue.
Subsequently, the Administration voiced strong support for the PET Center services to County
elected officials, and forwarded copies of the resolution to them and to the State of Florida
Department of Health and the Miami-Dade County Department of Health.
Attached is a response letter from Mayor Penelas indicating that the Health Department is receiving
an additional Ryan White A ward and therefore it has continued to provide the same level of TB and
STD services at the PET Center. The reduction of health services at the PET Center was averted by
the Miami-Dade HIV Health Planning Council acting to reallocate surplus Ryan White Title I funds
from fiscal year 1997/98 to the Health Department. In this manner, the Health Department will be
able to continue to provide the current level of services at the PET Center until the end of the funding
cycle on February 28, 1999. Afterwards, the PET Center will be eligible for funding from the Health
Department to continue to provide the current level of services through the next funding cycle.
The prompt action by the City Commission and the active collaboration of the Administration with
other government entities have resulted in the successful continuation of indispensable health
services provided to our community at the PET Center.

Thank you for your letter regarding the removal of services from the PET Center in Miami Beach.
Currently funding is provided to the PET Center by the Public Health Trust and Miami-Dade County
Health Department, a state agency of the Florida Department of Health. Last year, due to budget
constraints, the Miami-Dade County Health Department entered into an agreement with the Public Health
Trust to continue to provide HIV/AIDS services. The Health Department continued to provide STD, TB,
and immunization services.
Again this year the Health Department had to review and rebase activities and they proposed moving STD
and TB services currently provided at the PET Center to their main clinic at 1350 N. W. 14th Street, Miami.
Immunization services were moved to the Stanley Myers Health Center.
Dan Wall, the AIDS Administrator for Miami-Dade County, is in the process of providing an additional
Ryan White Award to the Health Department In light of this infonnation, the Health Department has
continued to provide the same level of TB and sm services at the PET Center.
The Health Department is meeting with interested parties and advocates regarding the future of those
services at the PET Center. If you are interested in participating in this effort, please contact Annie R.
