A RESOLUTION BY THE MAYOR AND CITY COMMISSION
APPROPRIATING FUNDS FOR THE LANDSCAPING AND PUBLIC
INFRASTRUCTURE UPGRADE PROGRAM FOR PALM, HIBISCUS AND
STAR ISLAND AND OTHER CITY-WIDE STREETSCAPE AND DRAINAGE
PROJECTS AND AUTHORIZING THE EXECUTION OF A WORK ORDER OR
WORK ORDERS TO EFFECT SAID PROJECT OR PROJECTS.
WHEREAS, the City Administration has been working with the
residents of Palm, Hibiscus and Star Islands to discuss numerous
prP blems relating to drainage, landscaping, hurricane related damage and other capital projects; and
WHEREAS, the parkways and parks on Palm, Hibiscus and Star
Islands are in need of refurbishment and drainage problems exist
during high tide and heavy rains; and
WHEREAS, the Public Works Department can correct many of the
drainage problems with the installation of French drains and one-
way flow valves where the storm drainage flows from the streets on
the island into the Bay, and the Parks Department will coordinate
with the Public Works Department in the refurbishment of the parks
on the islands and with the installation of the plantings in the
parkway, such work currently anticipated to cost $200, 000 over the
next two years; and
WHEREAS, other City-wide capital projects such as storm water
and flooding, streetscape and street lighting require immediate
attention, and such work is anticipated to cost $300, 000 .
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the amount of S5JO, u00 be appropriated from
Bond Fund No. 351 to fund the costs for the
landscaping and public infrastructure upgrade
program for Palm Hibiscus and Star Island and other
City-wide streetscape and drainage projects.
Section 2 . That a work order or work orders be authorized to
execute such work for the above described project
• or projects, on an ".s needed" basis.

SUBJECT: REQUEST FOR AN APPROPRIATION FROM BOND FUND 351 IN THE
AMOUNT OF $500, 000 AND ESTABLISHING A WORK ORDER FOR THE
LANDSCAPING AND PUBLIC INFRASTRUCTURE UPGRADE PROGRAM FOR
PALM, HIBISCUS AND STAR ISLANDS AND OTHER CITY-WIDE
STREETSCAPE AND DRAINAGE PROJECTS.
ADMINISTRATION RECOMMENDATION:
The Administration recommends appropriating $500, 000 from Bond Fund
No. 351 for the landscaping and public infrastructure upgrade
program for Palm, Hibiscus and Star Islands and other City-wide
streetscape and drainage projects and creating a Work Order to
implement the proposed improvements.
BACKGROUND:
During the past six months, the City staff has been working with
the leadership of Palm, Hibiscus and Star Islands to discuss the
numerous problems relating to drainage, landscaping, hurricane
related damage and other capital projects. The leadership of the
Islands has expressed a willingnesz.: to work closely with the City
to restore public spaces to quality housing stock.
The parkways and parks on Palm, Hibiscus and Star Islands are in
need of refurbishment and drainage problems exist during high tide
and heavy rains. The Public Works Department can correct many of
the drainage problems with the installation of french drains and
one-way flow valves where the storm drainage flows from the streets
into the bay. The Parks Department will coordinate with the Public
Works Department in the refurbishment of the parks on the Islands
and with the installation of the plantings in the parkways. The
Administration expects a quick completion to this project and
estimates that the work will be done on the streetscape within
three months with the drainage improvements completed within six
months.
This item was referred by the City Commission at the March 17, 1993
meeting to go before the Capital Improvements Committee. At the
April 2 , 1993 Capital Improvements Committee meeting this item was
approved and sent back to the City Commission for its consent.

ANALYSIS:
This Work Order and funding will act as a revolving fund to some
degree as expenditures occur in areas that are eligible under the
Stormwater Utilities Act, FEMA and other funding sources. This
Work Order will be reimbursed allowing us to move to other areas in
the City.
