G.O. Bond Oversight Committee Meeting Minutes No. 10 October 17, 2019 Page 2 of 10 I. Introductions (Refer to 10.17.19 Meeting Recording on the GOB website.) Chair Karen Rivo brought the meeting to order. 1:02 Chair Karen Rivo had everyone introduce themselves. II. Committee Business Welcome New Member- Sean Smith 3:00 Chair Karen Rivo welcomed Sean Smith, the new nonvoting representative from the Parks & Recreation Committee. Adoption of Meeting Minutes 3:44 Chair Karen Rivo asked if we have a motion to approve the minutes from September 19. Motion: 3:53 Marie Peter motioned to approve the minutes. Jack Glottman seconded the motion. November Meeting Date 4:31 Chair Karen Rivo expressed that we would like to move the November meeting from November 14 to November 21st. She asked for everyone to check their calendars. Resiliency Components Hand-Out 6:30 Allison Novack explained that based on requests by residents, a link to the Rising Above website, maintained by the Environmental & Sustainability Department, is now included under the Program Background tab. 8:10 Chair Karen Rivo explained that people have asked her how much of the G.O. Bond has resilience components in it. 9:00 Allison Novack explained that at first, we quantified an amount of millions that we are putting towards resilience efforts, however, we have been phasing back the quantification of what that is because there are many different ways to talk about resilience. She said that although some of the G.O. Bond projects are strictly for resilience efforts, there are others, such as the Scott Rakow Youth Center which is replacing their windows with impact glass. 11:38 Max Litt said that because so many projects have resiliency components baked into them, as projects move along you will be able to quantify the efforts and maybe create a narrative feature stating, for example, that a facility is a storm shelter. 12:29 Allison Novack explained that Maria Hernandez and her staff were talking about putting together a criteria package for different meanings of resilience, such as structural resilience and economic resilience. Bond Oversight Committee Meeting Minutes No. 10 October 17, 2019 Page 3 of 10 14:19 Jack Glottmann expressed that although we won’t put a dollar amount to each project, at a minimum it would be great to know the percentage of resilience components of each project. III. Communications Update GOB Dashboard & Report (Refer to the project Dashboard and Progress Report Hand-Out on the GOB website.) 15:34 Maria Hernandez explained that the last time we met we had just launched the dashboard. As of today, the dashboard is complete, as well as the report. We listened to all of your comments when we sent out the questionnaire and one of the suggestions was that you felt that we needed to have a glossary of terms and a sort of landing page before you get directly into the project dashboard. We created a project tab, which is a landing page. When you scroll down to the bottom of the page it gives you a glossary of terms, frequently asked questions, a list of projects, the budget summary, progress report, and project photos. 17:55 Maria Hernandez explained the project dashboard. 26:36 Maria Hernandez explained the progress report that the project dashboard produces. This report is 133 pages and the finances are in real-time. The list of projects is sorted by status, with projects that are complete always being on top and active projects right below. The projects are also listed by tranche. This report and the project dashboard is what will be presented to HOAs. 29:30 Laura Veitia expressed that being able to download the report and having it in real time is great. 29:40 Maria Hernandez explained that there is a new report that gets generated and posted every day at 7 AM. This was going to be presented at Commission on October 16 but the Mayor left at 5 pm and this was his item. This will now get presented on October 30. 31:08 Marie Peter said that having the anticipated end date is amazing on the report and dashboard because it is so important for everyone that looks at it. Residents want to know how long a project is going to take. 31:38 Maria Hernandez said that one of our goals is to be more connected with the community. By going to HOA meetings, and presenting the dashboard and report, we will be more connected. 32:18 Yechiel Ciment explained that they have been doing the neighborhood calming in Mid Beach and residents love it. 34:47 Jack Glottmann asked if we are tracking the utilization of the website. 34:49 Maria Hernandez said yes. Bond Oversight Committee Meeting Minutes No. 10 October 17, 2019 Page 4 of 10 34:59 Allison Novack explained that within two weeks of launching the dashboard there were a couple thousand views. 36:20 Marie Peter complimented the MB Magazine article that Allison Novack wrote on the G.O. Bond. IV. Public Q & A 37:16 Chair Karen Rivo opened the floor for public hearing. 37:23 Robert Rabinowitz asked if the G.O. Bond website was being done all in house. 37:26 Maria Hernandez answered yes, there is no third-party webmaster. 37:34 Robert Rabinowitz asked if we have hired additional personnel to work on the dashboard. 37:42 John Woodruff said we have one individual contracted, but he is going to work on other projects just like this and some of our IT staff have received training on the program. 39:44 Laura Veitia asked if we could reduce the size of the report when it’s in PDF. 39:53 Maria Hernandez explained that we tried but it’s the pictures that make the report huge. She said she will check with our IT department to see if there’s anything else that can be done. V. Quick Win Projects / Update #24 Mid Beach Beachwalk 40:50 David Martinez explained that we already issued a Notice to Proceed. We are tentatively going to issue a Notice to Proceed 2 to mobilize in the beginning of November, approximately November 4th. We will be coordinating with Maria Hernandez’s team to plan a nice event. Our staff has completed over 85% of the outreach with the stakeholders. We are getting very favorable feedback. They are going to remove the boardwalk from North to South and when they get to the South end, they are going to start construction northerly from that point. They will coordinate to continuously maintain the beach access as the construction goes along. This project will take about 18 months to complete. Discussion continued. #32 Palm & Hibiscus 47:00 David Martinez explained that the commissioners approved and awarded the landscaping enhancement project at Palm and Hibiscus Island at yesterday’s commission meeting. Our intent is to start this project no later than November since we have been doing a lot of upfront work with the contractor and working with the City’s arborist. Discussion continued. G.O. Discussion continued. #33 Street Tree Master Plan 53:00 Maria Hernandez explained that every project that is complete on the Quick Win chart will be greyed out. She explained that they have planted over 150 trees already and they are going to continue to plant more. They are on track to complete all of the designated areas. #52 LED Lighting in Parks 54:09 Jose Del Risco e explained that we are currently ahead of schedule. #2 Collins Park 54:36 Jose Del Risco explain that we are still on track and we are currently working with the contractor. #4 Fairway Park 54:43 Jose Del Risco explained that this project is tied to the Capital Improvement Project. #3 Crespi Park 54:59 Jose Del Risco explain that it is on track to be completed by the end of the month. #21 Stillwater Park 55:05 Jose Del Risco explained that work is currently underway and is on track to be completed by the end of the month. #18 Scott Rakow Pool and Restrooms 55:09 Jose Del Risco explained that the work is on track and we have received a proposal for the pool and restroom restoration. We are currently waiting for a proposal for the pool rehab and pump room. #49 Public Radio System 55:48 Steve Feldman explained that commission approved the lease agreement for the final site for the radio system yesterday. We expect to be testing around January and February. #47 LPRS 56:27 Steve Feldman explained that we have actually put holes in the ground at strategic locations to cover the entrances and exits to the city. #57 Cameras in Entertainment District 57:15 Steve Feldman said we issued a task order with procurement for the design of the connectivity project at Lummus Park, which will allow us to expand the camera systems that are along Ocean Drive which will then be connected to the beach portion of it. Our IT department has already issued the purchase order for the main fiber backhaul. G.O. Bond Oversight Committee Meeting Minutes No. 10 October 17, 2019 Page 6 of 10 #45 Fire Station #1 57:59 Virgil Fernandez explained that we recently went to the historic preservation board and shared with them the preferred site for the fire station, which is on 6th between Jefferson and Meridian. We engaged some architects to have a meeting with us next week to show them what our plan is. The 6th St. location is our preferred site because it is going to give us a much better coverage to the islands and the southernmost point of the city. In addition to that, it is going to allow us to move some of our slower units down to cover some of the southern part of the city where we have the busiest locations. It is looking very promising that we are going to get this location. 1:00:05 Ron Starkman asked if anyone from the neighborhood showed up to the historic preservation board meeting and if the residents are aware of the preferred site. 1:00:18 Virgil Fernandez said he is aware of a building owner who is concerned, but he is the only one that really objected. 1:01:38 Chair Karen Rivo explained that it seemed like the Historic Preservation Board Committee Members wanted more information on the potential site at their last meeting. She said that she understands that the next step is for staff to provide more thorough information to them. 1:02:17 Virgil Fernandez said that one important part is that they are both Morris Lapidus buildings; with one maybe having more historic qualities, which is the current fire station. The City Manager has committed to repurposing that building. 1:03:07 David Martinez explained that the completed assessment should be completed by January 22, 2020. For the commission to approve an issuance of an RFQ for a Construction Manager at Risk, so that process is already underway. I believe we are expecting to receive the qualification packages November 11, 2019. 1:04:50 Chair Karen Rivo asked if anyone has heard anything about the fire station. 1:05:00 Marie Peter said she has heard that people are anxious to know where it’s going. Everyone is supportive of it getting done but they are disappointed that it’s going to be 2024. 1:05:33 Sean Smith explained that he attended a Flamingo Neighborhood Association meeting and there was a discussion of what the repurposing of the fire station will be. 1:05:53 Chair Karen Rivo reminded everyone that she attended a Flamingo Neighborhood Association meeting and the residents expressed interest in moving their projects up. I understand that there has been some talking about us not hearing them and we are not moving fast enough, but it is too early to know what is going to happen with the fire station and the PAL. 1:06:53 Maria Hernandez reminded the committee that what happens with the fire station is a sort of pivot of what will happen everywhere else. We have to be solid with that decision. It G.O. Bond Oversight Committee Meeting Minutes No. 10 October 17, 2019 Page 7 of 10 appeared that most of the Historic Preservation Board members were very receptive to the idea, but they all want more information, which staff is going to bring back to them in December. Discussion continued. #26 Colony Theatre 1:14:14 Adrian Morales explained that the Colony Theatre is complete. #26 The Fillmore and Miami Beach City Ballet 1:14:20 Adrian Morales said we are getting ready to get the permits for The Fillmore and Miami Beach City Ballet. #18 Scott Rakow 1:14:40 Adrian Morales explained that he received a letter from the manufacture of the HVACs. There is a delay in the delivery due to increased pricing, so we are expecting a delivery by the end of this year. Two units have already been installed. The permits for the generators are expected within the next few days. Permits are already issued for the roof and the contractor is already working on it. We are working closely with PD regarding the security cameras. #13 North Shore 1:15:57 Adrian Morales explained that he should be receiving the permits for the generator in the next few days. The roofs started this week and the painting is complete. The cameras and equipment have already been purchased. The lights are 99% complete, minus two fixtures. They received a letter from an engineer stating that the fire alarm was not at its end of life so this project has been canceled. 1:17:15 Maria Hernandez said that we are going to keep the funds within the project until all of the other sub-projects are complete. #38 Street Pavement (Refer to the Sidewalk Improvement Map and Street Pavement Map on the GOB website.) 1:19:20 Rudy de la Torre explained the maps. Locations identified as quick wins have been completed with one minor area in the North side pending due to continuous construction in that area. We have completed approximately 9.1 lane miles and have paid out close to $900,000. #37 Sidewalk Improvement 1:20:42 Rudy de la Torre explained that we have completed the North and Mid Beach quick wins and we are still working on the quick wins for South Beach. We have paid out close to $322,000. We are experiencing significant savings on the street paving side, but not as much on the sidewalk improvement project. We seem to be right around a 50% savings on paving and approximately 30% savings on sidewalks. 1:22:30 Ron Starkman asked Rudy when something on the map shows as scheduled how far out are these. G.O. Bond Oversight Committee Meeting Minutes No. 10 October 17, 2019 Page 8 of 10 1:22:34 Rudy de la Torre explained that everything that you see on both maps have been identified as tranche 1. Discussion continued. #42 Nautilus Traffic Calming 1:28:23 Maria Hernandez explained that Transportation is on track and that there is an item that is going to commission for the traffic circles because it is over the $200,000 threshold. They are on target to be finished by January. VI. Public Q&A 1:30:04 Robert Rabinowitz mentioned how just south of the Fontainebleau and the SoHo House there is a canopy that covers the boardwalk. He mentioned how on social media there is chatter about when the city demolishes the boardwalk, in reference to the canopy. He asked if there’s any input on keeping that canopy because it adds a lot of character and it’s beautiful. 1:32:05 David Martinez thanked Robert Rabinowitz for the information. VII. Previous Tranche 1 Projects Update #1 72nd Street Complex 1:32:19 David Martinez explained that we have been meeting aggressively as a team with every internal department that has anything to do with this project. We are also scheduling a meeting with the county library folks to begin their process and get their feedback, although we have a lot of feedback from them already. We are also scheduling a meeting with Miami Beach High swim coach and their staff to get their feedback since ultimately that was the whole purpose of this aquatic center. Commission approved for us to move forward with the relocation of the FPL transmission lines, which came in the form of allowing us to provide a deposit to FPL for relocating the lines. Since we are acting now, FPL gave us a $555,000 discount. If everything continues to move, we are looking at a completed design criteria package sometime around January or February 2020, which means at that point in time we will bring an item to commission asking for us to go out and seek a design builder. 1:36:13 Laura Veitia asked David what kind of input he is getting from the community and at what stage will he be getting their feedback. 1:36:26 David Martinez said that we are going to develop this criteria package before we start asking for feedback. Bond Oversight Committee Meeting Minutes No. 10 October 17, 2019 Page 9 of 10 #23 Baywalk 1:41:44 David Martinez explained that the design documents have been provided to the Building and Transportation Department for their review. The Transportation Department has asked the responsible party to hire a peer reviewer, which is a separate entity, to review the design. 1:42:17 Eric Carpenter explained that he spoke with the District Engineer at FDOT, who is in charge of the permitting folks. He is checking on whether the teams on our pre-qualified structural engineering rotation have the FDOT prequalification certificates or whatever would be needed to satisfy FDOT‘s requirements. If they do satisfy FDOT’s requirements, our preferred alternative would be to select somebody off of our pre-qualified rotational list that has bridge experience, to be our peer reviewer. Discussion continued. 1:45:04 Ron Starkman mentioned how in prior discussions we did not know if this project was going to be doable with the $10 million budget. He asked if anything has been done in that direction. 1:45:36 Eric Carpenter said that we are going to learn a lot more as we go through the permitting process, but there’s almost always a curveball during permitting. We want to get through the permitting process, and we hope that we have at least a preliminary number in the next couple of weeks. Discussion continued. #15 Par 3 1:52:04 David Martinez explained how the last time he presented he was discussing the issues they were having with the contamination of the lake and the way the storm water system was designed. He stated that in order to continue on the projected schedule, this issue needs to be resolved relatively quickly. He met with DERM, and although they accepted our modeling, they did not accept the plumbing that he described in the presentation. DERM performed their own study and agreed to send it to them, which they still haven’t received. We have asked a consultant to look at other ways to accomplish the same thing and caused no movement of the water. This is probably going to start delaying the project because we were supposed to have our permits by October. Discussion continued. #48 Police Headquarters 1:49:40 Adrian Morales explained that at the last committee meeting he had mentioned that we had done a full walk-through with the consultant that was selected. We are currently waiting for their proposal, which we expect it by tomorrow. From there we will sit with our police stakeholders and start the process of putting together what the renovation will accomplish. G.O. Bond Oversight Committee Meeting Minutes No. 10 October 17, 2019 Page 10 of 10 2:01:00 Chair Karen Rivo asked the Committee Members if they have any questions regarding the projects or any feedback. 2:01:12 Marie Peter noted that we have a lot of unsettled residents in regard to the pedestrian bridge. We were under the impression that there was controversy over how much this is going to actually cost and if Russell Galbut’s group is going to pay the difference. 2:03:02 Eric Carpenter explained that there have been very minimal tweaks, in regard to structure, which are the only changes that have been made from what was originally presented. There is still going to be an opportunity to discuss it because the Commission will have to approve an air rights easement for the bridge. The development agreement is structured in such a way that if the pricing comes back over the $10 million cap there are three options: the developer can cover the cost, we can value engineer the project, or we take the agreement back to Commission and ask the Commission what they want to do. Discussion continued. 2:08:29 Sean Smith explained that the dashboard has proved to be very helpful already. There are people that are running for commission that are saying that a particular project is costing $10 million when it ended up being $200,000. 2:09:06 Maria Hernandez noted that any additional funding for the pedestrian bridge will not come from the G.O. Bond budget. 2:09:38 Chair Karen Rivo explained that the new Inspector General has just started and one of his responsibilities will be to review and be the oversight for it G.O. Bond. His name is Joseph Centorino. VIII. Public Q&A 2:10:42 Carolina Jones thanked the Committee for everything that they do. She said that she was in attendance because Allison Novack reached out to her HOA in regard to the 72nd project discussion. She said that the residents in North Beach are very excited to know when the community meeting will take place. 2:11:35 David Martinez explained that they are currently in the process of preparing a criteria package that will be presented so that we can select a Design Builder. Once we complete that criteria package then we will have a community meeting and describe the programming. IX. Adjournment Meeting was adjourned.
