I. Introductions

Chair Karen Rivo brought the meeting to order. She introduced Mayor Dan Gelber.
0:26 Mayor Dan Gelber praised the G.O. Bond Committee and city staff.
1:50 Chair Karen Rivo had everyone introduce themselves.
II. Committee Business
Adoption of Meeting Minutes
4:53 Chair Karen Rivo asked if there is a motion to approve the meeting minutes from July 18th.
Motion:
5:20 Marie Peter motioned to approve the July 18th minutes as presented. Laura Veitia seconded
the motion. Minutes approved.
Art in Public Places (AiPP) Ordinance
5:41 Maria Hernandez informed the committee that the Art in Public Places Ordinance was
approved by the Commission. She explained that the next step is to create a list of all of the
projects and sub projects that are in the G.O. Bond. Currently, there are about 111 projects when
you include all of the breakdown projects that are in each project, which is what we call the sub
projects. We are then going to designate yes or no if each one of those sub projects are entitled
to have, per the ordinance, 2% allocated for Art in Public Places. This list will also be broken down
by tranches and ready for our next meeting. The resolution that was presented last meeting,
which included exemptions from the committee, is what was approved by Commission.
III. Communications Update
GOB Dashboard Live

8:16 John Woodruff explained that we committed to being as transparent as possible to the
community about projects, their status, how much money we have been spending, etc. He
explained that tonight was the soft launch of the Project Dashboard, which is a tool that will now
be available on the G.O. Bond website. We have looked at other cities’ websites that have
recently passed a bond to see what kind of tools they are using to see if we wanted to mirror
something like that. We met with our information technology department and they informed us
of a new product from Microsoft which is a business intelligence tool, which can pull information
from different systems.

12:51 John Woodruff introduced the Project Dashboard to the Committee. He explained the two
circle graphs on the main page of the dashboard which show project activity and program
expenditures. He went through a couple of projects and their sub projects. He explained how you
must hover over sub projects in order for more information to pop up.
17:51 Chair Karen Rivo informed the Committee that staff has asked the members to spend time
on the dashboard and give them feedback by close of business Monday, the 23rd.
19:28 Jack Glottmann said that he thinks the Dashboard is awesome. He asked what is equivalent
to hovering on an iPad.
19:45 Maria Hernandez explained that the best way to navigate on an iPad is to use a stylus. She
informed the committee that we are looking into ways that this dashboard can be used on the
phone because it is not as interactive on the phone.
20:14 John Woodruff explained that technically the dashboard is not a website; the dashboard is
embedded into the website. He said that this dashboard produces a report.
GOB Report Discussion
21:19 Maria Hernandez introduced the draft report that the dashboard creates. Every project
and sub project is found in the report, with the overall summary being the first page. The
following 10 pages has two different charts. She asked the committee for their opinion on which
chart they prefer because one chart provides the status, department responsible for the project,
phase the project is in, and the anticipated end date. The other chart doesn’t have an anticipated
end date, but it lists the projects in order of phases, with completed projects first, construction
being second, design being third, and planning being fourth. This chart also has the department
the project pertains to and the percent complete of each project.

25:43 Marie Peter said that the most asked question from residents will be “When do you hope
to have this project finished”. She said that leaving the anticipated end date is a must in the
report.
26:19 Chair Karen Rivo asked Maria Hernandez who the report is for, the Commission or the
residents.
26:31 Maria Hernandez said that this report will go to Commission as a letter or memo, but it will
be available to the public as well. She pointed out the search tool on the dashboard to better
navigate the page.

29:20 Jimmy Morales informed the Committee that at the next Commission Meeting, on
September 24, there will be a hard launch of the dashboard. He asked Tonya Daniels how are we
going to get the word out to the community about the dashboard.
29:33 Tonya Daniels explained that we have eblasts set up for people that are wishing to get
information on the G.O. Bond. We also should send a dedicated eblast to all of our residents on
the email list and will continue to post on our social media pages. There is also an icon on the
city’s main page that will direct you to the G.O. Bond website.
31:45 Maria Hernandez said that she hopes the dashboard is user-friendly and that people get to
see what they want to see and know everything they need to know.
32:47 Laura Veitia said it is amazing to get real time data so kudos to you guys for getting that
up.
32:53 Chair Karen Rivo asked if there is a group of neighborhood association presidents to show
the dashboard information to.
33:02 Tonya Daniels explained that Kevin Pulido in the Department of Marketing and
Communications is the direct liaison to our HOAs and she can make sure that he sends a personal
email to the group of each HOA to make sure that they all see it.
34:15 Marie Peter suggested that we provide the dashboard to PTAs because parents are
involved in the community and they would like to know what projects are being done near the
schools and neighborhoods.
34:29 Laura Veitia said she noticed that the city has been posting a lot on Next Door, which is a
very active way that neighbors talk to each other.
Ribbon Cuttings & Upcoming Groundbreakings
35:18 Allison Novack informed the Committee of the event at Soundscape Park on October 12th,
where the 4K technology that the G.O. Bond funded will be utilized for the first time. She showed
the Committee the article she wrote, dedicated to the G.O. Bond in the Miami Beach magazine
and her most recent blog, which is posted on the GOB website. The blog post is dedicated to the
streets and sidewalks projects. (Refer to the GO Blog section on the GOB website.) She motivated
the Committee to navigate through the website since there have been several recent changes.
IV. Public Q & A
42:35 Chair Karen Rivo opened the floor for public hearing.
42:38 Herb Frank thanked staff for all of the hard work they have been doing on the website. He
sent a list of a lot of recommendations for the website, which a lot of them have been picked up.

#24 Mid Beach Beachwalk
48:00 David Martinez explained that this project is on track and in the execution stage. We are
anticipating breaking ground hopefully sometime around mid-November. Through the design
process we have been in communication with all of the condominiums and whatever hotels are
in that area so they Are aware of the construction. Since we have not officially engaged a
contractor until all of the contracts are executed, we have not sat down with them to understand
their sequencing and their thoughts on how they are going to proceed. My hope is that we are
going to do it by sections.
49:40 Laura Veitia asked if the beach work is going to be in the exact same spot as the boardwalk.
49:44 David Martinez answered yes.

#32 Palm & Hibiscus Enhancements
51:30 David Martinez explained that we are currently going through the permitting process and
making some modifications to the plans. The intent is to bring this project to the October 16
Commission Meeting For an award of a JOC project. We anticipate to begin that relatively quickly
in November if it gets awarded in October and it should be a 4 to 5 minute construction duration.
#33 Street Tree Master Plan
52:09 Margarita Wells explained that we continue to install trees as part of our reforestation
effort. The signs went up earlier this week around the north beach area and we are going to move
forward with those installations.
52:32 Maria Hernandez noted that 150 trees have been planted within this program and they are
ahead of schedule.
#17 Polo Park
53:00 Jose Del Risco explained that we had a wonderful event at Polo Park, where they received
very positive feedback.
#52 LED Lighting in Parks
53:18 Jose Del Risco Explained that we are on track and ahead of schedule.
#2 Collins Park
53:27 Jose Del Risco said we are ahead of schedule. We have been working with the contractor
and have multiple options to consider.
#4 Fairway Park
53:43 Jose Del Risco explained that it is on track but tied to the Capital Improvement Project.
#3 Crespi & Stillwater Park
53:52 Jose Del Risco said they are both under construction right now.

#18 Scott Rakow
54:00 Jose Del Risco explained that we are on track and are currently working with multiple
vendors for the restroom renovation and the pool.
#47 License Plate Readers
54:34 Captain Feldman explained that we have secured the contract and have started
implementation at various locations.
#57 Cameras in Entertainment District
55:00 Captain Feldman explained that we have selected a manufacturer and now we are working
with our Procurement Department in order to select the best integrator.
#49 Public Safety Radio System
55:41 Captain Feldman explained that we are still on track. The only delay we had was at one of
the radio sites. They were not agreeable to the installation of one of the radio sites so we had to
move it to 5660 Collins Ave, which is down the block. We are currently signing a lease agreement
there.
#56 Cameras on the Beachwalk
56:31 Captain Feldman explained that this project is subsequent to the Lummus Park Project
because of the infrastructure connection that needs to happen.
#53 Security in Public Spaces
56:48 Captain Feldman explained that the portable vehicle barriers have been delivered and will
probably be deployed for Halloween on Lincoln Road.
#26 Roof Replacement for Cultural Facilities
57:48 Adrian Morales Explained that we completed the Colony Theatre. We are currently in the
process of mobilizing the Fillmore and the Miami city ballet. The Miami city ballet will be
completed by the end of the calendar year.
#18 Scott Rakow
58:19 Adrian Morales explain that two of the HVAC units have been replaced and the other four
are coming from factory. We expect that by the middle of next month. The generator is still in
design and we expect that permit to be released sometime this week. All of the other projects
are moving along and on track. We are working with police regarding the security cameras. The
fire alarm was set for replacement at Scott Rakow, but they had an engineer certify that The
alarm has another 10 years of expectancy, so those funds can be re-allocated to another project.
There will also be a savings in the roof replacement because we are still under warranty.
#13 North Shore
59:36 Adrian Morales Explained that the permitting for the generator is underway. The Youth
LED lighting Upgrade will wrap up in the next two weeks.

#38 Street Pavement

1:01:50 Rudy de la Torre referred to the map that was provided to the committee members. He
explained that all of the quick wins streets have been completed, with the exception of a minor
section up in the north area which has been delayed only because there is ongoing construction
on those blocks and we do not want to put new pavement where it can be damaged due to
construction. He explained that they have noticed a significance in savings, where they can push
up the construction of future areas to 2020. He explained that 6.4 lane miles have been restored.

#37 Sidewalk Improvement

1:08:37 Rudy de la Torre explained that we are still working on the quick wins in the South of
Fifth neighborhood which has the larger concentration of deficient sidewalks. Our sidewalk
quick wins are complete in the north and mid beach area. We are on schedule to complete the
quick wins in the South Beach area.
#19 Soundscape Tech Core
1:09:47 Maria Hernandez explained that this project is complete.
#42 Traffic Calming
1:09:58 Josiel Ferrer explained that we are currently in construction. We are completing our first
two speed tables on 47th Court and 6th Street. Next week we are moving forward with the
striping of green on Meridian Avenue for the bike lanes.

VI. Previous Tranche 1 Projects Update
Fire Station #1
1:14:29 David Martinez explained that on July 31st, the Commission approved the selection of the
consultant that we are going to engage to design this project. We already completed negotiations
with this firm and we provided all of the documentation to Procurement. The first step of the
process is doing the due diligence of the site we have selected, which is the South Shore
Community Center.
1:15:39 Ron Starkman asked if there has been any opposition to the selected site.
1:15:40 Eric Carpenter said he is not aware of any opposition yet.
1:15:55 Maria Hernandez said that we think we are going to go to the Historic Preservation Board
on October 10th with a presentation. (Later Corrected as October 8th).

1:16:32 Marie Peter asked if the consultant’s contract says how long they have to come up with
the assessment.
1:16:38 David Martinez answered yes. They have about 120 days in their first phase.

#1 72nd St. Complex
(Refer to the 72nd Street Ready Team presentation on the GOB website.)
1:21:01 David Martinez explained that we are now calling this project 72nd St. Community
Center. As part of the capital budget process for adoption of the budget for next year‘s fiscal
budget, Commission at first reading agreed to fund the gap that we had and also agreed to the
programming. Commission asked that we increase the parking spaces to over 500 and try to find
opportunities to have co-benefit between users.
David Martinez continued to explain the presentation.
#15 Bayshore Park
(Refer to the Par 3 Bayshore Park presentation on the GOB website.)
1:31:44 David Martinez explained that at the last Commission meeting, the Commissioners voted
to name the park Bayshore Park. He showed the Committee the renderings. He explained that
the G.O. Bond funded sustainable and resilient features for the park. Most of the other
components of the park have been designed except for these features. The principal sustainable
and resilient teacher is to be able to receive storm water from the neighborhood and store it in
the lake and manage it in the lake. We have been in conversations with the county regarding the
design and designs have been sent to them for their review.
David Martinez continued to explain the presentation.
1:39:57 Ron Starkman asked what if the County says they don’t agree that this is a good site for
this kind of structure, what are our other options.
1:40:12 David Martinez explained that our next step would be to find another feature that might
not be as impactful.

#23 Pedestrian Bridge

1:45:40 David Martinez explained that on September 16th the Design Review Board gave the
project their final approval of the skin of the bridge. The permitting process will begin internally
with FDOT, which can take several months. The amendment for the developers agreement went

through both readings, but it has not been executed because they are waiting on pricing from
the contractors.

#48 Police Headquarters
1:55:21 Lily Alvarez said we received approval and we are currently reviewing the documents
with Legal.
1:55:38 Maria Hernandez said property management got their designer approved by Commission
on September 11th. Adrian Morales will bring a schedule to our next committee meeting so that
he can show a timeline and the whole scope of what they are planning to do. She reminded the
Committee that the component in Tranche 3 is going to be to take out the 911 center from Police
Headquarters and put it in Fire Station #1. Once that space gets vacated they will need to do the
whole renovation.
VII. Additional Tranche 1 Projects Update
#55 Street Lighting Improvements

1:57:36 Rudy de la Torre explained the history of the City’s lighting efforts. He explained the
presentation.
2:07:58 Roy Coley explained the priority list created by the stakeholders (slide 11 of the Smart
Sheet Lighting Standards presentation). He explained how we are getting to a point in lighting
that we are going to have to make some really tough decisions because to fully satisfy what the
police chief tells him he must have for security reasons is in contrast with the goals of
environmentalists, specific to the sea turtles.
