A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA ("CITY"),
APPROVING AND AUTHORIZING THE CITY MANAGER
AND CITY CLERK TO EXECUTE AN AGREEMENT WITH
THE SCHOOL BOARD OF MIAMI-DADE COUNTY
("SCHOOL BOARD), FOR USE OF THE PARKING LOT AT
MIAMI BEACH SENIOR HIGH SCHOOL TO PROVIDE
ADDITIONAL PARKING FOR EVENTS TAKING PLACE AT
THE MIAMI BEACH CONVENTION CENTER, CITY OF
MIAMI BEACH EMPLOYEE EVENTS, AND CITY OF MIAMI
BEACH SPONSORED COMMUNITY EVENTS, FOR AN
INITIAL TERM OF SIX (6) MONTHS, WITH TWO (2) ONE-
YEAR RENEWAL OPTIONS, AT THE MUTUAL
DISCRETION OF THE CITY MANAGER AND THE SCHOOL
BOARD.
WHEREAS, since the Education Compact implementation on January 16, 2008, the City
of Miami Beach has collaborated with the Miami-Dade County Public Schools ("M-DCPS") to
improve educational opportunities for youth; and
WHEREAS, the on-going Miami Beach Convention Center Renovation and Expansion
Project (the "Project") resulted in a decrease in public parking spaces due to the construction of
a public park on what was formerly known as the main Convention Center Park/P-Lot surface
parking lot; and
WHEREAS, the Miami Beach Convention Center will continue to host events, and such
events require public parking access that may exceed capacity; and
WHEREAS, access to the parking lot at Miami Beach Senior High School after-school
hours and weekends will increase public parking in the vicinity of the Convention Center by
approximately 300 spaces; and
WHEREAS, coordination through the City of Miami Beach will support increased safety
and decreased traffic; and
WHEREAS, the City will submit an Application for Temporary Use of School Building
Facilities of the Miami Dade County Public Schools — Facility Use Agreement; and
WHEREAS, the M-DCPS will allow for access to the Miami Beach Senior High School
parking lot on requested dates, for an hourly fee between $100 and $150 per hour, depending on
the dates requested for events where a fee is charged to participants; and
WHEREAS, the City will request M-DCPS to waive fees for City employees and Miami
Beach residents for events that do not charge a fee; and
WHEREAS, the City's Parking Department will administer the City's use of the Miami
Beach Senior High School parking lot, and will charge the general public the same municipal
parking special event rates; and
WHEREAS, the proceeds generated by the City's use of the parking lot, net of all of the
City's parking costs, and user fees payable to the M-DCPS, will be applied to support Education
Compact-related programs at public schools located within the City of Miami Beach,with any such
proceeds to be allocated proportionately to each public school based on each school's full-time
equivalent student attendance, and used for the benefit of Education Compact programs within
the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission
hereby approve and authorize the City Manager and City Clerk to execute an agreement with the
School Board of Miami-Dade County ("School Board"), for use of the parking lot at Miami Beach
Senior High School to provide additional parking for events taking place at the Miami Beach
Convention Center, City of Miami Beach employee events, and City of Miami Beach sponsored
community events, for an initial term of six (6) months, with two (2) one-year renewal options, at
the mutual discretion of the City Manager and the School Board.

RECOMMENDATION
Approve execution of an agreement.
BACKGROUND/HISTORY
Since the Education Compact implementation on January 16, 2008, the City of Miami Beach has

Convention Center Renovation and Expansion Project ("Project") has not yet received the TCO,
resulting in a decrease in available parking spaces.
The Miami Beach Convention Center continues to host events, and such events require public
parking access that may exceed capacity.
Access to the parking lot at Miami Beach Senior High School after-school hours and weekends will
increase public parking in the vicinity of the Convention Center by approximately 300 spaces
and coordination through the City will support increased safety and decreased traffic.
The City will apply for Temporary Use of School Building Facilities of the Miami Dade County Public
