A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO. 94-21382
CONCERNING COMMISSION COMMITTEES, AS SUBSEQUENTLY
AMENDED BY RESOLUTION NOS. 97-22607, 98-22693, 2003-25446,
2013-28437, 2015-28905, AND 2015-28962, BY RESTRUCTURING AND
CONSOLIDATING THE CITY COMMISSION COMMITTEES,IN ORDER TO
FULLY INCORPORATE THE ROLE OF RESILIENCY IN EVERY ASPECT
OF THE CITY'S LEGISLATIVE PROCESS.
WHEREAS, pursuant to Resolution No. 94-21382, the City Commission established City
Commission Committees to examine facts and issues relating to matters relating to land use and
development, capital improvements and finance, and community issues; and
WHEREAS, over the years, various amendments have been made to Resolution No. 94-
21382 by Resolution Nos.97-22607, 98-22693,2003-25446,2013-28437,2015-28905,and 2015-
28962 to amend the provisions for City Commission Committees relative to membership,
participation, purpose, the selection of chairpersons and vice chairpersons,the calling and holding
of meetings, and the sufficiency of information to be provided in items published in Commission
Committee agendas; and
WHEREAS, the Mayor and City Commission now wish to restructure and consolidate the
City Commission Committees to include resiliency as a core component of each City Commission
Committee's mission (as opposed to maintaining a separate, stand-alone committee for
sustainability and resiliency issues only), in order to ensure that every aspect of the.City's legislative
process is reviewed with a focus on resiliency and its paramount importance to the City.
NOW,THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, as follows:
I. That Resolution No. 94-21382,as subsequently amended by Resolution Nos.97-22607,98-
22693, 2003-25446; 2013-28437, 2015-28905, and 2015-28962 is hereby amended as
follows:
1. Four(4)Three(3)Committees shall be established to examine in depth facts and issues
relating to matters in which the Mayor and City Commission may need to act and to
advise the Mayor and City Commission of their findings and their recommendations
relating to those matters. The four(4)three(3)Committees shall be as follows and shall
generally have the following purposes:
a. the Land Use and Development Sustainability Committee shall hear matters related
to planning.,infrastructure, and zoning issues(including issues relating to land use,
mobility, historic preservation, and sustainable development)and issues related to
specific public and/or private development projects;
b. the Finance and City-Mde Drojectc Economic Resiliency Committee shall hear
issues related to municipal finance.,and City-wide capital improvements projects,.
and efficiency in government, as well as issues affecting tourism, arts and culture,
business, and education in the City; and
c. the Neighborhood/Community-Affairs and Quality of Life Committee shall address
issues related to the residents' quality of life, including improvement programs
relating to the various neighborhoods throughout the City,,and shall address issues
of concern or interest to the Miami Beach community, including public safety, parks
and recreation facilities and programs, housing, and homelessness. ►d
2. Each Committee shall have three(3)voting members who shall be comprised of members
of the City Commission selected by the Mayor. In addition, each Committee shall have an
alternate member selected by the Mayor, provided, however, that the Mayor may serve as
one of the three (3) members of any Committee or may serve as the alternate member on
any Committee on which the Mayor does not serve as a member. In the event that one or
more of the three (3) members comprising a specific Committee are not present at a
Committee meeting,the alternate member may participate and vote on any issue before his
or her designated committee and may serve for purposes of establishing a quorum. If the
alternate member is unable to serve, the Mayor may serve as the alternate member
(provided, however, that the Mayor is not already serving as a member, or alternate
member, of such Committee). Notwithstanding the above, City Commission members who
are not Committee members, or serving as an alternate member in the place of an absent
Committee member, may participate in the discussion of any issue before any Committee.
3. The Mayor shall appoint a chairperson and vice chairperson for each Committee. The term
of service for each chairperson or vice chairperson shall be one year.
4. Meetings shall be held when called by the chairperson, or in his/her absence, by the vice
chairperson and shall be held in the City Commission Chambers unless the chairperson or,
in his/her absence,the vice chairperson determines that good cause exists for the holding of
a meeting in another location. In addition, meetings shall be video and audio recorded and
shall be broadcast live on the Miami Beach cable channel or videotaped for posting on the
City's website within a reasonable time following the conclusion of the meeting.
5. Items published in Committee agendas shall include sufficient detail and information for the
Committee and the public to evaluate the items in a reasonable and timely manner.
Notwithstanding the foregoing, the Mayor and City Commission reserve the right to assign such
other matters they may deem appropriate, to be addressed by one or all of the aforestated
Committees.

OF THE CITY'S LEGISLATIVE PROCESS.
RECOMMENDATION
I am pleased to propose a new and updated City Commission Committee structure, effective
January 2020. Last July 2019, the City Commission unanimously adopted the updated City
Strategic Plan Through the Lens of Resilience. This plan aligns the City Commission's goals
to management objectives to achieve those goals and key deliverables in the City Manager's
performance plan. At the same time, we adopted Resilient 305 with our partners at the
Rockefeller Foundation, Miami-Dade County and the City of Miami. That three-year process
brought many resources to our city and taught us that resilience is about more than flooding, sea
level rise and stomiwater management. We are not simply building resilient projects, we are
integrating resilience thinking in all our policies, projects and services so that we best
understand our vulnerabilities and prepare to bounce back from our chronic stresses and
sudden shocks.
In that spirit I am seeking to update our legislative committee process so that it reflects our
vision and challenges in the broader sense of resilience. For instance, having both a Land Use
Committee and Sustainability and Resiliency Committee can duplicate our work and create
bottlenecks, because all land use decisions must be made through the lens of sustainability and
resiliency. Similarly, a budget committee should be empowered to address our economic
drivers and promote the City's economic resiliency. Finally, instead of a neighborhood
committee that has traditionally been treated as a"catch-all" for issues not captured by the other
committees, I am proposing a Quality of Life Committee that has a specific and interrelated
portfolio. With resilience and sustainability fully integrated in our strategic plan, we have a unique
opportunity to better calibrate our committee structure and ensure that every aspect of the City's
legislative process is reviewed with a focus on resiliency.

In light of the above, I am proposing to reorganize the Commission into the following three
Committees:
• The Economic Resiliency Committee will promote the economic vitality of our
community by paying close attention to our finances and budget responsibilities including
the promotion of government efficiencies, but also to our economic engines — tourism,
arts and culture, and our support for educational excellence and our business community.
• The Quality of Life Committee's mission is improving today's quality of life, and
addressing issues and projects closest to residents including public safety, parks,
housing, homelessness and neighborhood projects.
• The Sustainability Committee's mission is planning for a sustainable future by focusing
on long term planning including mobility, land use, historic preservation and sustainable
development.
